FLUORIDATION OF WATER SUPPLIES (AMENDMENT) REGULATIONS, 1986.

In exercise of the powers vested in the Minister for Health by sections 2 and 4 of the Health (Fluoridation of Water Supplies) Act, 1960 , (No. 46 of 1960) which said powers are delegated to me by the Health (Delegation of Functions) Order, 1984, ( S.I. No. 4 of 1984 ) I, John Donnellan, Minister of State at the Department of Health having complied with subsection (4) of section 2 of that Act and having consulted with the Minister for the Environment hereby make the following Regulations:—

1. These regulations may be cited as the Fluoridation of Water Supplies (Amendment) Regulations, 1986.

2. The Fluoridation of Water Supplies (Clare) Regulations, 1965 ( S.I. No. 90 of 1965 ) are hereby amended as follows—

(a) by the deletion of sub-article (2) of article 4;

(b) by the substitution of "to 10" for "to 6" in sub-article (3) of article 4;

(c) by the deletion of paragraph 2 of the First Schedule;

(d) by the addition to the First Schedule of the following paragraphs:—

"7. West Clare Regional piped water supply.

8. West Clare Regional piped water supply (Extension).

9. Kildysart piped water supply.

10. Sixmilebridge piped water supply."

3. The Fluoridation of Water Supplies (Cork) Regulations, 1965 ( S.I. No. 130 of 1965 ) as amended by the Fluoridation of Water Supplies (Cork) (Amendment) Regulations, 1979 ( S.I. No. 129 of 1979 ) are hereby amended as follows—

(a) by the insertion of "and 25 to 34" after "paragraphs 8 to 23" in article 4 (8);

(b) by the insertion of "Regional" after "Whitegate" in paragraph 19 of the First Schedule;

(c) by the addition to the First Schedule of the following paragraphs:—

"25. The Ballincollig Regional piped water supply.

26. The Baltimore Regional piped water supply.

27. The Clonakilty Regional piped water supply.

28. The Buttevant-Doneraile Regional piped water supply.

29. The Glanworth-Ballyenihan-Derryvillane piped water supply.

30. The Cloyne-Aghada Regional piped water supply.

31. The Cork Harbour and City piped water supply.

32. The Mount North (North Cork) piped water supply.

33. The Bandon-Innishannon piped water supply.

34. The Conna Regional piped water supply."

4. The Fluoridation of Water Supplies (Donegal) Regulations, 1965 ( S.I. No. 69 of 1965 ) are hereby amended as follows:—

(a) by the substitution of "to 19" for "to 15" in sub-article (3) of article 4;

(b) by the addition to the First Schedule of the following paragraphs—

"16. Cranford piped water supply.

17. Fanad piped water supply.

18. Frosses/Inver piped water supply.

19. Glenties/Ardara piped water supply."

5. The Fluoridation of Water Supplies (Galway) Regulations, 1965 ( S.I. No. 91 of 1965 ) are hereby amended as follows:—

(a) by the substitution of "to 11" for "to 7" in sub-article (3) of article 4;

(b) by the addition to the First Schedule of the following paragraphs:—

"8. Carna piped water supply.

9. Clarinbridge piped water supply.

10. Clifden piped water supply.

11. Spiddal piped water supply."

6. The Fluoridation of Water Supplies (Kilkenny) Regulations 1965 ( S.I. No. 93 of 1965 ) as amended by the Fluoridation of Water Supplies (Kilkenny) (Amendment) Regulations, 1966 ( S.I. No. 269 of 1966 ) are hereby amended as follows:—

(a) by the substitution of "2 to 14" for "2 to 10" in sub-article (2) of article 4;

(b) by the addition to the First Schedule of the following paragraphs:—

"11. The Kilkenny City, Environs and Freshford piped water supply.

12. The Ballyragget piped water supply.

13. The Inistioge piped water supply.

14. The Mooncoin/Mullinavat piped water supply."

7. The Fluoridation of Water Supplies (Offaly) Regulations, 1964 ( S.I. No. 276 of 1964 ) are hereby amended as follows:—

(a) by the substitution of "to 9" for "to 6" in sub-article (3) of article 4;

(b) by the addition to the First Schedule of the following paragraphs—

"7. Daingean piped water supply.

8. Ferbane/Belmont piped water supply.

9. Rhode Regional piped water supply."

8. The Fluoridation of Water Supplies (Roscommon) Regulations, 1965 ( S.I. No. 98 of 1965 ) as amended by the Fluoridation of Water Supplies (Roscommon) (Amendment) Regulations, 1974 ( S.I. No. 338 of 1974 ) are further amended as follows:—

(a) by the addition to the First Schedule of the following paragraphs:—

"6. Ballinlough/Loughglynn Regional piped water supply.

7. Castlerea Regional piped water supply.

8. Knockroghery Regional piped water supply.

9. Mount Talbot/Four Roads Group piped water supply.

10. North Eastern Regional piped water supply.

11. South Roscommon Regional piped water supply.

12. Athleague Regional piped water supply."

9. The Fluoridation of Water Supplies (Waterford) Regulations, 1965 ( S.I. No. 100 of 1965 ) are hereby amended as follows:—

( a ) by the substitution of "2 to 8" for "2 to 7" in sub-article (2) of article 4.

( b ) by the addition to the First Schedule of the following paragraph:—

"8. East Waterford Regional piped water supply."

10. The Fluoridation of Water Supplies (Wexford) Regulations, 1965 ( S.I. No. 101 of 1965 ) are hereby amended as follows:—

( a ) by the substitution of "9" for "7" in sub-article (4) of article 4,

( b ) by the substitution of the words "Gorey Regional" for "Gorey-Courtown" in paragraph 4 of the First Schedule.

( c ) by the addition to the First Schedule of the following paragraphs:—

"8. The Sow Regional piped water supply.

9. The Ferns Regional piped water supply."

11. The Fluoridation of Water Supplies (Wicklow) Regulations, 1962 ( S.I. No. 77 of 1962 ) as amended by the Fluoridation of Water Supplies (Wicklow) (Amendment) Regulations, 1965 ( S.I. No. 102 of 1965 ) and by the Fluoridation of Water Supplies (Wicklow) (Amendment) Regulations, 1974 ( S.I. No. 287 of 1974 ) are hereby amended as follows:—

( a ) by the substitution of "2 to 5, 7 to 10, 13, 14, 16 and 17" for "2 to 14 and 16" in sub-section (2) of Article 4;

( b ) by the deletion of the matter in paragraphs 6, 11 and 12 in the First Schedule;

( c ) by the addition to the First Schedule of the following paragraphs:—

17. Tinahely/Carnew Regional Water Supply Scheme.

EXPLANATORY NOTE.

These regulations provide for the fluoridation of a further forty public piped water supplies, in addition to those water supplies already fluoridated in accordance with previous regulations made under the Health (Fluoridation of Water Supplies) Act, 1960 . The appropriate health board is required to arrange for the fluoridation of the water supply while the local authority, acting as agent for the health board, fluoridates the water supply in each case.
