INLAND POST AMENDMENT (No. 17) WARRANT, 1971

I, GERARD COLLINS, Minister for Posts and Telegraphs, in exercise of the powers conferred on me by sections 2 , 3 and 6 of the Post Office (Amendment) Act, 1969 (No. 18 of 1969), and with the consent of the Minister for Finance, hereby order as follows:

1. (1) This Warrant may be cited as the Inland Post Amendment (No. 17) Warrant, 1971.

(2) This Warrant shall come into operation on the 15th day of February, 1971.

2. In this Warrant "the Principal Warrant" means the Inland Post Warrant, 1939 (S.R. & O., No. 202 of 1939).

3. Paragraphs (2) and (3) of Regulation 16 of the Principal Warrant are each hereby amended by the substitution for "five shillings" of "twenty-five new pence".

4. Regulation 23 (2) of the Principal Warrant is hereby amended by the substitution for "two shillings and nine pence" (inserted by Regulation 4 of the Inland Post Amendment (No. 14) Warrant, 1968 ( S.I. No. 262 of 1968 )) of "fourteen new pence".

5. Paragraph (2) of the proviso to Regulation 25 of the Principal Warrant is hereby amended by the substitution for "threepence" (inserted by Regulation 5 of the Inland Post Amendment (No. 14) Warrant, 1968) of "one new penny".

6. Regulation 53 (5) (b) of the Principal Warrant is hereby amended by the substitution for "4d" of "1½p"

7. (1) The First Schedule to the Principal Warrant, as amended by the Regulations specified in the next paragraph, is hereby further amended by the substitution for the entries therein of the entries in the First Schedule to this Warrant.

(2) The Regulations referred to in the foregoing paragraph are Regulation 8 of the Inland Post Amendment (No. 4) Warrant, 1953 ( S.I. No. 279 of 1953 ), Regulation 5 of the Inland Post Amendment (No. 7) Warrant, 1954 ( S.I. No. 65 of 1954 ), Regulation 9 of the Inland Post Amendment (No. 8) Warrant, 1956 ( S.I. No. 116 of 1956 ), Regulation 5 of the Inland Post Amendment (No. 10) Warrant, 1960 ( S.I. No. 48 of 1960 ), Regulation 5 of the Inland Post Amendment (No. 11) Warrant, 1962 ( S.I. No. 66 of 1962 ), Regulation 5 of the Inland Post Amendment (No. 12) Warrant, 1963 ( S.I. No. 153 of 1963 ), Regulation 6 of the Inland Post Amendment (No. 13) Warrant, 1964 ( S.I. No. 122 of 1964 ), Regulation 7 of the Inland Post Amendment (No. 14) Warrant 1968, and Regulation 3 of the Inland Post Amendment (No. 16) Warrant, 1970 ( S.I. No. 204 of 1970 ).

8. The Second Schedule to the Principal Warrant as amended by Regulation 6 of the Inland Post Amendment (No. 10) Warrant, 1960, Regulation 6 (3) of the Inland Post Amendment (No. 13) Warrant, 1964 and Regulation 7 (3) of the Inland Post Amendment (No. 14) Warrant 1968, is hereby further amended by the substitution for the entries therein of the entries in the Second Schedule to this Warrant.

9. The Third Schedule to the Principal Warrant as amended by Regulation 9 (2) of the Inland Post Amendment (No. 8) Warrant, 1956, and Regulation 6 (4) of the Inland Post Amendment (No. 13) Warrant, 1964, is hereby further amended by the substitution for the entries therein of the entries in the Third Schedule to this Warrant.

10. The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 3 (3) of the Inland Post Amendment (No. 16) Warrant, 1970) of the entries in the Fourth Schedule to this Warrant.

11. The Fifth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 6 (6) of the Inland Post Amendment (No. 13) Warrant, 1964) of the entries in the Fifth Schedule to this Warrant.

12. The Second Schedule to the Inland Post Amendment (No. 11) Warrant, 1962, is hereby amended by the substitution for the entries therein (inserted by Regulation 8 of the Inland Post Amendment (No. 14) Warrant, 1968) of the entries in the Sixth Schedule to this Warrant.

13. Regulation 7 of the Inland Post Amendment (No. 4) Warrant, 1953, as amended by Regulation 8 of the Inland Post Amendment (No. 9) Warrant, 1959 ( S.I. No. 46 of 1959 ), is hereby further amended by the substitution for "one shilling" of "five new pence".

14. Regulation 5 of the Inland Post Amendment (No. 5) Warrant, 1953 ( S.I. No. 248 of 1953 ), as amended by Regulation 4 of the Inland Post Amendment (No. 15) Warrant, 1969 ( S.I. No. 153 of 1969 ), is hereby further amended by the substitution of "one new halfpenny" for "one penny" wherever those words occur.

(2) Any newspaper not registered will, if posted or tendered for transmission by post, be charged with postage as a printed packet, letter or parcel of the same weight, whichever treatment involves the lowest charge (see Regulation 16).

1. Late Fee Postal Packet

A fee (in addition to the postage) not exceeding 2 ½p, as may be prescribed.

A packet upon which no part or a part only of the fee payable is paid shall be liable to a surcharge of double the deficiency.

2. Certificate of Posting (issued at the request of the sender of an unregistered postal packet other than a parcel)

The service is subject to such Rules as may be prescribed.

3. Certificate of Delivery (obtained and forwarded to the sender of a registered postal packet at his request)

The Certificate relates to the delivery of the postal packet at the place to which the said packet is addressed. The service is subject to such Rules as may be prescribed.

4. Deposit Account for payment of postage

An annual fee of £2 in respect of each such account.

THIRD SCHEDULE.

EXPRESS DELIVERY SERVICE.

Service

Fee

Conveyance by special messenger of a postal packet throughout the whole of the service demanded or through part only of its course in the post.

For delivery in Ireland a mileage fee at the rate of 7½p for the first mile or part thereof and 4p for every additional mile or part thereof.

For delivery in Great Britain, Northern Ireland, the Channel Islands, or the Isle of Man, a mileage fee of 7½p.

Writing down of express message received by telephone.

A fee (in addition to the appropriate telephone fee and the appropriate mileage fee) of 4p.

EXPLANATORY NOTE.

This Warrant applies to the Inland Post Service and comes into operation on the 15th February, 1971. It authorises the decimal currency equivalents of the rates of postage for letters, postcards, printed papers, newspapers, sample packets, parcels and the fees for express registration and cash-on-delivery services and other miscellaneous services.
