INLAND POST AMENDMENT (No. 16) WARRANT, 1970.

I, GERARD COLLINS, Minister for Posts and Telegraphs, in exercise of the powers conferred on me by sections 2 , 3 and 6 of the Post Office (Amendment) Act, 1969 (No. 18 of 1969), and with the consent of the Minister for Finance, hereby order as follows:

1. (1) This Warrant may be cited as the Inland Post Amendment (No. 16) Warrant, 1970.

(2) This Warrant shall come into operation on the 1st day of October, 1970.

2. In this Warrant "the Principal Warrant" means the Inland Post Warrant, 1939 (S.R. & O., No. 202 of 1939).

3. (1) The First Schedule to the Principal Warrant, as amended by the Regulations specified in the next paragraph, is hereby further amended by the substitution for the entries therein numbered 1, 2, 3, 4, 5 and 7 of the entries in the First Schedule to this Warrant.

(2) The Regulations referred to in the foregoing paragraph are: Regulation 8 of the Inland Post Amendment (No. 4) Warrant, 1953 ( S.I. No. 279 of 1953 ), Regulation 5 of the Inland Post Amendment (No. 7) Warrant, 1954 ( S.I. No. 65 of 1954 ), Regulation 9 of the Inland Post Amendment (No. 8) Warrant, 1956 ( S.I. No. 116 of 1956 ), Regulation 5 of the Inland Post Amendment (No. 10) Warrant, 1960 ( S.I. No. 48 of 1960 ), Regulation 5 of the Inland Post Amendment (No. 11) Warrant, 1962 ( S.I. No. 66 of 1962 ), Regulation 5 of the Inland Post Amendment (No. 12) Warrant, 1963 ( S.I. No. 153 of 1963 ), Regulation 6 of the Inland Post Amendment (No. 13) Warrant, 1964 ( S.I. No. 122 of 1964 ), and Regulation 7 of the Inland Post Amendment (No. 14) Warrant, 1968 ( S.I. No. 262 of 1968 ).

(3) The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 7 (4) of the Inland Post Amendment (No. 14) Warrant, 1968) of the entries in the Second Schedule hereto.

4. Newspaper (Registered at the General Post Office)

For every additional 2 oz. or part thereof ... 3d.

(1) The rates of postage specified in Col. 2 shall be charged and paid on every newspaper, whether posted singly or in a packet of two or more.

(2) Any newspaper not registered will, if posted or tendered for transmission by post, be charged with postage as a printed packet, letter or parcel of the same weight, whichever treatment involves the lowest charge (see Regulation 16).

(3) Any newspaper upon which no part, or a part only, of the postage payable thereon is prepaid shall be forwarded charged with double the amount of the deficient postage.

EXPLANATORY NOTE

This Warrant applies to the Inland Post service and comes into operation on the 1st October, 1970. It authorises increases in the letter, postcard, printed packet, newspaper, sample packet and parcel post rates of postage and in the fees for registration.
