INLAND POST AMENDMENT (NO. 13) WARRANT, 1964.

I, SÉAMAS Ó RIAIN, Minister for Finance, on the representation of the Minister for Posts and Telegraphs as testified by his official seal affixed hereto, and in exercise of the powers conferred on me by sections 2, 12 and 82 of the Post Office Act, 1908, hereby order as follows:

1.—(1) This Warrant may be cited as the Inland Post Amendment (No. 13) Warrant, 1964.

(2) This Warrant shall come into operation on the first day of June, 1964.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Warrant.

3. In this Warrant "the Principal Warrant" means the Inland Post Warrant, 1939 ( S. R. & O. No. 202 of 1939 ).

4. Paragraph (2) of Regulation 23 of the Principal Warrant is hereby amended by the substitution for "two shillings" (inserted by Regulation 5 of the Inland Post Amendment (No. 4) Warrant, 1953 ( S.I. No. 279 of 1953 )) of "two shillings and fourpence".

5. Paragraph (2) of the proviso to Regulation 25 of the Principal Warrant is hereby amended by the substitution for "one penny" of " twopence".

6.— (1) The First Schedule to the Principal Warrant, as amended by the Regulations specified in the next paragraph, is hereby amended by the substitution for the entries therein numbered 1, 2, 3, 4, 5 and 7 of the entries in the First Schedule to this Warrant.

(2) The Regulations referred to in the foregoing paragraph are Regulation 8 of the Inland Post Amendment (No. 4) Warrant, 1953, Regulation 5 of the Inland Post Amendment (No. 7) Warrant, 1954 ( S.I. No. 65 of 1954 ), Regulation 9 of the Inland Post Amendment (No. 8) Warrant, 1956 ( S.I. No. 116 of 1956 ), Regulation 5 of the Inland Post Amendment (No. 10) Warrant, 1960 ( S.I. No. 48 of 1960 ), Regulation 5 of the Inland Post Amendment (No. 11) Warrant, 1962 ( S.I. No. 66 of 1962 ), and Regulation 5 of the Inland Post Amendment (No. 12) Warrant, 1963 ( S.I. No. 153 of 1963 ).

(3) The Second Schedule to the Principal Warrant, as amended by Regulation 6 of the Inland Post Amendment (No. 10) Warrant, 1960, is hereby amended by the substitution for the entry numbered 3 therein of the entry in the Second Schedule to this Warrant.

(4) The Third Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by paragraph (2) of Regulation 9 of the Inland Post Amendment (No. 8) Warrant, 1956) of the entries in the Third Schedule hereto.

(5) The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by paragraph (3) of the said Regulation 9) of the entries in the Fourth Schedule hereto.

(6) The Fifth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 8 of the Inland Post Amendment (No. 4) Warrant, 1953) of the entries in the Fifth Schedule hereto.

The minimum dimensions do not apply in relation to letters which bear a rectangular address label of cardboard or strong paper of which the two adjacent sides measure together not less than 6¼ ins. and the smaller side is not less than 1½ ins.

4. Newspaper (Registered at the General Post Office).

Not exceeding 6 oz. (per copy) 3d. For every additional 6 oz. or fractional part thereof (per copy) 1½d.

As for letters.

2 lb.

(1) The rates of postage specified in Col. 2 shall be charged and paid on every newspaper, whether posted singly or in a packet of two or more.

(2) Any newspaper not registered will, if posted or tendered for transmission by post, be charged with postage as a printed packet, letter or parcel of the same weight, whichever treatment involves the lowest charge (See Regulation 16).

(3) Any newspaper upon which no part, or a part only, of the postage payable thereon is prepaid shall be forwarded charged with double the amount of the deficient postage.

The Certificate relates to the delivery of the postal packet at the place to which the said packet is addressed. The service is subject to such rules as may be prescribed.

THIRD SCHEDULE

EXPRESS DELIVERY SERVICE

Conveyance by special messenger of a postal packet throughout the whole of the service demanded or through part only of its course in the post.

For delivery in Ireland a mileage fee at the rate of 1s. 6d. for the first mile or part thereto and 9d. for every additional mile or part thereof.

For delivery in Great Britain, Northern Ireland, the Channel Islands, or the Isle of Man, a mileage fee of 1s. 6d.

Writing down of express message received by telephone.

A fee (in addition to the appropriate telephone fee and the appropriate mileage fee) of 9d.

EXPLANATORY NOTE.

This Warrant applies to the Inland Post service and comes into operation on the 1st June, 1964. It authorises increases in the letter, postcard, printed packet, newspaper, sample packet and parcel post rates of postage, and in the fees for (i) express, registration and cash-on-delivery services; (ii) for Customs clearance of incoming dutiable parcels; (iii) for the issue of certificates of delivery of registered packets; and (iv) for the transfer to the parcel post in certain circumstances of packets posted irregularly as letter, etc. packets.
