FLOUR AND BREAD (RATIONING) ORDER, 1946 (SEVENTH AMENDMENT) ORDER, 1949.

I, DANIEL MORRISSEY, Minister for Industry and Commerce, in exercise of the powers conferred on me by Article 31 of the Emergency Powers Order, 1939 (S. R. & O. No. 224 of 1939), as amended by the Emergency Powers (No. 173) Order, 1942 (S. R. & O. No. 166 of 1942) (which Orders are continued in force by the Supplies and Services (Temporary Provisions) Act, 1946 (No. 22 of 1946) ), and of every and any other power me in this behalf enabling, hereby order as follows :—

1. This Order may be cited as the Flour and Bread (Rationing) Order, 1946 (Seventh Amendment) Order, 1949.

2. (1) In this Order—

the expression " the Principal Order " means the Flour and Bread (Rationing) Order, 1946 ( S. R. & O. No. 388 of 1946 ), as amended by subsequent orders ;

the expression " the third ration period " means the period declared to be a ration period by the Flour and Bread (Rationing) Order, 1946 (Supplemental Provisions) (No. 7) Order, 1949 ( S.I. No. 136 of 1949 ).

(2) The Principal Order and this Order shall be construed together as one Order.

3. No further ration periods shall be declared for the purposes of the Principal Order and accordingly—

(a) where, at the expiration of the third ration period, a domestic consumer is registered for the purposes of the Principal Order as a flour customer with a flour retailer or as a bread customer with a bread retailer, the retailer shall continue to retain the relevant registration page or pages and, so long as he retains such page or pages, the customer shall be deemed for the purposes of the Principal Order to be registered as a flour customer or bread customer (as the case may be) of the retailer,

(b) the obligation under Article 14 or Article 15 of the Principal Order to give bread ration cards shall have effect after the expiration of the third ration period as a continuing obligation to give such cards from time to time as occasion requires,

(c) for the purposes of effecting, after the expiration of the third ration period, new registrations under Article 12 or Article 14 of the Principal Order, the third ration period shall be deemed not to have expired and page 18or page 19 of a general ration book or a supplementary registration page may be lodged in connection with any such new registration,

(d) after the expiration of the third ration period, there shall be no flour or bread coupons for the purposes of the Principal Order, but references in that Order to the flour exchange value or the bread exchange value of a flour or bread coupon shall have the same meanings respectively as they had immediately before the expiration of the third ration period,

(e) Articles 21 and 22 of the Principal Order shall cease to have effect on the expiration of the third ration period.

4. For the purposes of the Principal Order, page 30 of a general ration book shall be a wheatmeal page and each coupon forming part thereof shall be a wheatmeal coupon, but shall be valid only for any ration week in the period of six months beginning on the 26th day of November, 1949.

5. (1) Article 3 of the Flour and Bread (Rationing) Order, 1946 (Sixth Amendment) Order, 1949 ( S.I. No. 135 of 1949 ), is hereby amended by the insertion of the words " made from straight-run flour within the meaning of the Flour, Wheatenmeal and Bread Order, 1949 ( S.I. No. 8 of 1949 )," before the word " which ".

(2) This Article shall come into operation on the 26th day of November, 1949.
