FOREIGN POST AMENDMENT (No. 13) WARRANT, 1971.

I, GERARD COLLINS, Minister for Posts and Telegraphs, in exercise of the powers conferred on me by section 2 of the Post Office (Amendment) Act, 1969 (No. 18 of 1969), and with the consent of the Minister for Finance, hereby order as follows:

1. (1) This Warrant may be cited as the Foreign Post Amendment (No. 13) Warrant, 1971.

(2) This Warrant shall come into operation on the 1st day of July, 1971.

2. In this Warrant "the Principal Warrant" means the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 ).

3. (1) Regulation 3 of the Principal Warrant is hereby amended by—

(a) the revocation of ", and (except where otherwise expressed) includes a 'reply postcard' " in paragraph (13);

(b) the revocation of "sample packet," in paragraph (15);

(c) the revocation of paragraph (19); and

(d) the substitution of the following paragraphs for paragraphs (20) and (20A) (inserted by Regulation 4 (d) of the Foreign Post Amendment (No. 8) Warrant, 1965 ( S.I. No. 253 of 1965 ), and Regulation 9 of the Foreign Post Amendment (No. 6) Warrant, 1959 ( S.I. No. 47 of 1959 ), respectively):

"(20) Every small packet shall bear on the outside the names and addresses of the sender and addressee and shall be clearly marked 'Small Packet' on the left-hand side of the space above the addresses.

(20A) In this Warrant the expression 'small packet' means a packet which consists of or contains goods or articles of merchandise".

(2) It shall be permissible to enclose in a small packet an open invoice reduced to its essential elements and to show either on the outside of the packet or inside it and, in the latter case, either on the article itself or on a special sheet, the addresses of the sender and the addressee together with such indications as are in use in commercial traffic, a manufacturer's or trade mark, a reference to correspondence exchanged between the sender and the addressee, a short note referring to the manufacturer, to the person supplying the goods or concerning the person for whom they are intended, as well as serial or registration numbers, prices and any other notes giving essential elements of the prices, particulars relating to the weight, volume or size, or quantity available and such particulars as are necessary to determine the source and the character of the goods. It shall also be permissible to include any other notes or information not having the character of current and personal correspondence.

4. Regulation 6 of the Principal Warrant is hereby amended by the substitution of "on every outgoing postcard the rate of postage specified" for "(a) on every outgoing postcard (other than a reply postcard) the rate of postage specified in respect thereof in the First Schedule hereto; (b) on every outgoing reply postcard the rate of postage specified in respect thereof".

5. The following Regulation is hereby substituted for Regulation 7 of the Principal Warrant (inserted by Regulation 5 of the Foreign Post Amendment (No. 8) Warrant, 1965);

"7. Except as otherwise provided in this Warrant, there shall be charged and paid on every outgoing printed packet the rate of postage specified in respect thereof in the First Schedule to this Warrant.".

6. Paragraph (4) of Regulation 15 of the Principal Warrant, as amended by Regulation 11 of the Foreign Post Amendment (No. 6) Warrant, 1959, and Regulation 7 of the Foreign Post Amendment (No. 8) Warrant, 1965, is hereby amended by the revocation of "or a sample packet" and "or sample packet" in the proviso thereto.

7. Regulation 21 of the Principal Warrant, as amended by Regulation 12 of the Foreign Post Amendment (No. 6) Warrant, 1959, Regulation 5 of the Foreign Post Amendment (No. 7) Warrant, 1964, ( S.I. No. 123 of 1964 ), and Regulation 8 of the Foreign Post Amendment (No. 8) Warrant, 1965, is hereby amended by—

(a) the revocation of the proviso to paragraph (1),

(b) the revocation of "sample packet," in paragraph (2) and the substitution of "or small packet" for "small packet or sample packet" in paragraph (3).

8. The following Regulation is hereby substituted for Regulation 25 of the Principal Warrant (inserted by Regulation 10 of the Foreign Post Amendment (No. 8) Warrant, 1965):

SPECIAL CONDITIONS AS TO PRINTED PACKETS, SMALL PACKETS, AND PACKETS CONSISTING OF LITERATURE FOR THE BLIND.

"25. Every printed packet, small packet and packet consisting of literature for the blind, shall be subject to examination in the post, and, subject to the provisions of this Warrant, shall not contain anything sealed or otherwise closed against inspection or contain or bear anything in the nature of a current and personal correspondence".

9. The following provisions of the Principal Warrant, namely, Regulation 12 (inserted by Regulation 6 of the Foreign Post Amendment (No. 8) Warrant, 1965), Regulation 28, as amended by Regulation 13 of the Foreign Post Amendment (No. 8) Warrant, 1965, and Regulation 28A (inserted by Regulation 16 of the Foreign Post Amendment (No. 6) Warrant, 1959) are each hereby revoked.

10. The First Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 4 of the Foreign Post Amendment (No. 12) Warrant, 1971 ( S.I. No. 32 of 1971 .)) of the entries in the First Schedule to this Warrant.

11. The Third Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 6 of the Foreign Post Amendment (No. 12) Warrant, 1971) of the entries in the Second Schedule in this Warrant.

12. The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 7 of the Foreign Post Amendment (No. 12) Warrant, 1971) of the entries in the Third Schedule to this Warrant.

13. Regulation 5 of the Foreign Post Amendment (No. 2) Warrant, 1953 ( S.I. No. 280 of 1953 ), is hereby amended by—

(a) the revocation of ", green label sample packets" in paragraph (1), and

(b) the revocation of ", `green label sample packet' " and ", sample packet" in paragraph (2).

14. Regulation 5 of the Foreign Post Amendment (No. 4) Warrant, 1956 ( S.I. No. 148 of 1956 ), as amended by Regulation 9 of the Foreign Post Amendment (No. 7) Warrant, 1964, Regulation 8 of the Foreign Post Amendment (No. 9) Warrant, 1968 ( S.I. No. 263 of 1968 ), Regulation 6 of the Foreign Post Amendment (No. 11) Warrant, 1970 ( S.I. No. 205 of 1970 ), and Regulation 8 of the Foreign Post Amendment (No. 12) Warrant, 1971, is hereby amended by—

(a) the substitution of "For every two pounds weight of the mail bag and its contents, 18p" for "For every pound weight of the mail bag and its contents, 8p" in paragraph (1), and

(b) the substitution of "nearest two pounds" for "nearest pound" in paragraph (2).

15. The Foreign Post Amendment (No. 5) Warrant, 1957 ( S.I. No. 58 of 1967 ) is hereby amended by the substitution of the following Regulation for Regulation 5, as amended by Regulation 9 of the Foreign Post Amendment (No. 12) Warrant, 1971 :

"5. (1) Subject to the following paragraphs of this regulation, there shall be charged and paid on outgoing packets to which this Warrant applies the following rates of postage

(3) For the purpose of paragraph (2) of this Regulation the weight of the mail bag and its contents shall be calculated to the nearest two pounds.

(4) Where postage is charged and paid in respect of a mail bag under paragraph (2) of this Regulation postage shall not be charged on the individual packets contained in the mail bag."

EXPLANATORY NOTE.

This Warrant, which comes into operation on 1st July, 1971, gives effect to changes in the foreign post consequent upon the decisions taken at the Universal Postal Union Congress of Tokyo, 1969.

The principal changes are :—

(a) the former system of uniform weight steps of 1 oz. for letters and 2 oz. for printed papers has been replaced by a new pattern of only seven weight steps. The new weight steps are 1 oz., 2 oz., 4 oz., 8 oz., 1 lb., 2 lb. and 4 lb. Books up to a maximum weight of 10 lb. may be sent in the printed paper service,

(b) the minimum letter rate of 6p remains unchanged but the minimum printed paper rate is increased from 2½p for the first 2 oz. to 3p for the first oz.

(c) the charge for a postcard is increased from 3½p to 4p and the reply postcard is abolished,

(d) four weight steps of 4 oz., 8 oz., 1 lb. and 2 lb. are introduced in the small packet service,

(e) the category of "sample packet" is abolished,

(f) the limit of compensation for a registered packet is increased from £3·40 to £5·44.

Two rates of charge are introduced in place of the former single rate of 8p per lb. for printed matter posted in bulk in special bags. The new rates are 18p per 2 lb. for printed matter generally and 15p per 2 lb. for certain classes of books, periodicals, pamphlets, sheets of music and maps, printed and published in the State.
