FOREIGN POST AMENDMENT (No. 30) SCHEME, 1989.

AN POST, in exercise of the powers conferred on it by Section 70 of the Postal and Telecommunications Services Act, 1983 (No. 24 of 1983), and with the consent of the Minister for Communications, hereby makes the following Scheme:

1. (i) This Scheme may be cited as the Foreign Post Amendment (No. 30) Scheme, 1989.

(ii) This Scheme shall be operative with effect from the 1st day of January, 1988.

2. In this Scheme—

"the Principal Warrant" means the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 ).

"Scheme No. 16" means the Foreign Post Amendment (No. 16) Scheme, 1975 ( S.I. No. 315 of 1975 ).

"Scheme No. 28" means the Foreign Post Amendment (No. 28) Scheme 1986 ( S.I. No. 90 of 1986 ).

3. Regulation 14 of the Principal Warrant, as amended by Regulation 5 of the Scheme No. 16, is hereby amended by the substitution of the following text:

"14. Except as otherwise provided, where an incoming postal packet from outside the European Community contains any article liable to customs duty and An Post so directs, there shall be charged and paid by the addressee, if the packet be delivered to him, such further fee as may be prescribed but not exceeding the maximum fee specified in respect thereof in the First Schedule hereto".

4. The Second Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by regulation 6 of the Scheme No. 28) of the entries in the First Schedule to this Scheme.

FIRST SCHEDULE

1. Late Fee Postal Packet

A fee (in addition to the postage) not exceeding 11p as may be prescribed.

2. Customs Clearance Fee on incoming postal packet from non EC countries liable to Customs Duty.

A fee of 110p per packet.

3. Express postal packet — outgoing

A fee not exceeding 55p as may be prescribed.

Express postal packet — incoming

At the scale of fees in force for express delivery of Inland postal packets.

4. Ordinary registration Late-fee registration

A fee of 95p per packet. A fee (in addition to the ordinary registration fee) not exceeding 13p as may be prescribed.

5. Advice of delivery

A fee of 32p per registered postal packet.

EXPLANATORY NOTE.

This Scheme applies to the Foreign Post service and is operative from 1st January, 1988. It recognises the abolition of Post Office Customs clearance charges on dutiable postal packets from EC countries pursuant to EC Council regulations No. 1797/86.
