FOREIGN POST AMENDMENT (NO. 28) SCHEME, 1986.

AN POST, in exercise of the powers conferred on it by Section 70 of the Postal and Telecommunications Services Act, 1983 (No. 24 of 1983),and with the consent of the Minister for Communications, hereby makes the following Scheme:

1. (i) This Scheme may be cited as the Foreign Post Amendment (No. 28) Scheme, 1986.

(ii) This Scheme shall be operative with effect from the 3rd day of March, 1986.

2. In this Scheme—

"the Principal Warrant" means the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 ).

"Scheme No. 26" means the Foreign Post Amendment (No. 26) Scheme, 1985 ( S.I. No. 139 of 1985 ).

3. Regulation 21 of the Principal Warrant (inserted by Regulation 3 of Scheme No. 26) is hereby amended by the substitution in paragraph 4 for "sixteen pence" in both places where that amount appears and for "nineteen pence" of "seventeen pence" and "twenty pence" respectively.

4. Regulation 46 of the Principal Warrant is hereby amended by the insertion of "or registered mail bag" after "registered postal packet" in line 2 of paragraph 1 (a).

5. The First Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 4 of Scheme No. 26) of the entries in the First Schedule to this Scheme.

6. The Second Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulaiton 5 of Scheme No. 26) of the entries in the Second Schedule to this Scheme.

7. The Third Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 5 of the Foreign Post Amendment (No. 23) Warrant, 1981 ( S.I. No. 307 of 1981 ) ) of the entries in the Third Schedule to this Scheme.

8. The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 6 of Scheme No. 26) of the entries in the Fourth Schedule to this Scheme.

9. Regulation 5 of the Foreign Post Amendment (No. 4) Warrant, 1956 ( S.I. No. 148 of 1956 ) (inserted by Regulation 7 of Scheme No. 26) is hereby amended as follows:

(a) Paragraph (1) (a) substitute "a rate not exceeding 200p" for "140p".

(b) Paragraph (1) (c) substitute "a rate not exceeding 400p" for "215p".

10. The following Regulation is hereby substituted for Regulation 5 of the Foreign Post Amendment (No. 5) Warrant, 1957 ( S.I. No. 58 of 1957 ):

"5. There shall be charged and paid on outgoing packets to which the Warrant applies the following rates of postage:

For a packet not exceeding 50g

SECOND SCHEDULE

A fee (in addition to the postage) not exceeding 11p as may be prescribed.

Customs Clearance fee on incoming postal packet liable to Customs Duty

A fee of 110p per packet.

Express postal packet — outgoing

A fee not exceeding 55p as may be prescribed.

Express postal packet — incoming

At the scale of fees in force for express delivery in Inland postal packets.

4.

Ordinary registration

A fee of 95p per packet.

Late-fee registration

A fee (in addition to the ordinary registration fee) not exceeding 13p as may be prescribed.

EXPLANATORY NOTE.

This Scheme applies to the Foreign Post Service and comes into operation on 3rd March, 1986. It authorises increases in the postage rates for letters, postcards and certain other items and increases in the fees for miscellaneous services. It also authorises increases in compensation for registered items.
