CENTRAL BANK OF IRELAND (FORM OF STATEMENT OF ACCOUNTS) REGULATIONS, 1961.

I, SÉAMAS Ó RIAIN, Minister for Finance, in exercise of the powers conferred on me by section 35 of the Currency Act. 1927 (No. 32 of 1927), as adapted by section 11 of the Central Bank Act, 1942 (No. 22 of 1942), and after consultation with the Board of Directors of the Central Bank of Ireland, hereby make the following regulations:

1. These Regulations may be cited as the Central Bank of Ireland (Form of Statement of Accounts) Regulations, 1961.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to these Regulations.

3. In these Regulations—

" the Bank " means the Central Bank of Ireland;

" the Act " means the Currency Act, 1927 (No. 32 of 1927), as adapted by section 11 of the Central Bank Act, 1942 (No. 22 of 1942).

4. Every statement of accounts prepared by the Bank under section 35 of the Act shall be in the form set out in the Schedule to these Regulations save that, whenever in any statement of accounts a nil entry would require to be made under any heading in that form, the Bank may, in lieu of making the nil entry, omit that heading from that statement of accounts.

5. Every statement of accounts prepared by the Bank under section 35 of the Act shall have appended thereto the signature of the Governor of the Bank and the signature of an officer of the Bank nominated for that purpose by the Board of Directors of the Bank.

6. The following are hereby revoked—

(a) the Central Bank of Ireland (Form of Statement of Accounts) Regulations, 1943 (S. R. & O., No. 94 of 1943);

(b) the Central Bank of Ireland (Form of Statement of Accounts) (Amendment) Regulations, 1957 ( S.I. No. 86 of 1957 );

(c) the Central Bank of Ireland (Form of Statement of Accounts) (Amendment) Regulations, 1959 ( S.I. No. 99 of 1959 ); and

(d) the Central Bank of Ireland (Form of Statement of Accounts) (Amendment) Regulations, 1960 ( S.I. No. 103 of 1960 ).

EXPLANATORY NOTE.

These regulations make a number of amendments in the form of the annual statement of accounts of the Central Bank of Ireland. The main amendments are the inclusion of a balance in the General Fund in the balance sheet of the Legal Tender Note Fund, a corresponding entry in the balance sheet of the General Fund and an expansion of the item " Investments " in the General Fund. The regulations revoke the Central Bank of Ireland (Form of Statement of Accounts) Regulations, 1943, as amended.
