3. It shall be lawful for the said Commissioners, with the Sanction of the Lords Commissioners of Her Majesty’s Treasury, to acquire any Waters, Lands, Tenements, and
Hereditaments which may be necessary or convenient for the said Canal, either by Purchase or by way of Lease.
