FOREIGN PARCEL POST AMENDMENT (NO. 26) SCHEME 1991.

An Post, in exercise of the powers conferred on it by Section 70 of the Postal and Telecommunications Services Act, 1983 (No. 24 of 1983), and with the consent of the Minister for Tourism, Transport and Communications, hereby makes the following Scheme:

1. (i) This Scheme may be cited as the Foreign Parcel Post Amendment (No. 26) Scheme, 1991.

(ii) This Scheme shall be operative with effect from the 2nd day of April, 1991.

2. In this Scheme—

"the Principal Warrant" means the Foreign Parcel Post Warrant, 1953 ( S.I. No. 418 of 1953 ).

"Scheme No. 24" means the Foreign Parcel Post Amendment (No. 24) Scheme, 1989 ( S.I. No. 365 of 1989 ).

3. Paragraph 2 of Regulation 3 of the Principal Warrant is hereby revoked.

4. Regulation 4 of the Principal Warrant is hereby amended by the deletion of "(not being the United Kingdom)".

5. Paragraph 1 of Regulation 20 of the Principal Warrant is hereby amended by the deletion of "(other than the United Kingdom)".

6. Paragraph 2 of Regulation 20 of the Principal Warrant is hereby revoked.

7. The Second Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 4 of Scheme No. 24) of the entries in the First Schedule to this Scheme.

8. The Third Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 5 of Scheme No. 24) of the entries in the Second Schedule to this Scheme.

9. The Fifth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 6 of Scheme No. 24) of the entries in the Third Schedule to this Scheme.

10. The Schedule to the Foreign Parcel Post Amendment (No. 18) Warrant, 1983 ( S.I. No. 257 of 1983 ), is hereby amended by the substitution for the entries therein (inserted by Regulation 7 of Scheme No. 24) of the entries in the Fourth Schedule to this Scheme.

11. The First Schedule to the Foreign Parcel Post Amendment (No. 20) Scheme, 1985 ( S.I. No. 96 of 1985 ), is hereby amended by the substitution for the entries therein (inserted by Regulation 10 of Scheme No. 24) of the entries in the Fifth Schedule to this Scheme.

FIRST SCHEDULE.

Maximum Postage:

Parcel (except an Air Mail Parcel or unbagged containerised parcel):

£103 for a parcel not exceeding 25 kg.

Unbagged containerised parcel:

£3.60 per kg.

( a ) containerised by An Post:

(ii) £3.60 per kg on the total capacity of a 40 foot container, less £180.

( b ) containerised by customer:

(ii) For a full 20 foot container:

up to 2,500 kg - £4.00 per kg

up to 3,000 kg - £3.80 per kg

over 3,000 kg-£3.60 per kg

Air Mail Parcel:

£7.25 per 250g.

SECOND SCHEDULE.

Customs Clearance Fee:

On each parcel from outside the European Community where duty is payable:

£1.30

Outgoing Express Delivery Fee:

£3.00

Advice of Delivery Fee on outgoing insured parcel:

£1.00

THIRD SCHEDULE.

Cash-on-Delivery Parcels:

Cash-on-Delivery Fee:

£3.00 on outgoing parcel.

FOURTH SCHEDULE.

Maximum Postage:

Surface airlifted parcel (except parcel bagged by customer):

£6.00 for a parcel not exceeding 1 kilogramme in weight together with £1.95 for each 500 grammes or fraction of 500 grammes in excess of 1 kilogramme.

Surface airlifted parcel bagged by customer:

£5.20 per kilogramme

EXPLANATORY NOTE.

This scheme applies to the Foreign Parcel Post Service and comes into operation on 2nd April, 1991. It authorises increases in the maximum postage which may be charged on foreign parcels and in the fees charged for customs clearance, cash-on-delivery, express delivery and advice of delivery. It also authorises increases in the maximum size and weight of parcels acceptable for transmission in the international service.
