ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF MAYO) REGULATIONS, 1980

The Minister for the Environment in exercise of the powers conferred on him by sections 5 and 45 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 46 of the said Act as amended by Section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Mayo) Regulations, 1980.

2 Commencement.

2. These Regulations shall come into operation on the 21st day of July, 1980.

3 Interpretation.

3. In these Regulations save where the context otherwise requires "the Act" means the Road Traffic Act, 1961 ;

"road" means a public road;

"perimeter road" means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or a town;

"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act;

"distance" means distance as measured along the centre line of a road.

4 Built -up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:—

( a ) ambulances,

( b ) fire brigade vehicles, and

( c ) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocations.

7. The Road Traffic (Speed Limits) (County of Mayo)Regulations, 1969 ( S.I. No. 36 of 1969 ), and the Road Traffic (Speed Limits) (County of Mayo) (Amendment) Regulations, 1973 ( S.I. No. 300 of 1973 ) are hereby revoked.

FIRST SCHEDULE

Roads in the County of Mayo declared not to be public roads in a built-up area for the purposes of Section 45 of the Road Traffic Act, 1961 .

1. The following roads in the Urban District of Ballina:—

( a ) The Swinford Road between the urban district boundary and a point 420 metres from the point where the said boundary intersects the north-eastern side of the road.

( b ) The Sligo Road where the said road is a perimeter road.

( c ) Cockle Street or Primrose Hill for a distance of 443 metres from the point where the urban district boundary intersects the south-eastern side of the road.

( d ) The Crossmolina Road for a distance of 105 metres from the urban district boundary.

( e ) The Old Crossmolina Road between the urban district boundary and a point 274 metres from the point where the said boundary intersects the southern side of the road.

( f ) The Foxford Road for a distance of 154 metres from the urban district boundary.

( g ) The Downhill Road between the urban district boundary and a point 32 metres from its junction with the Sligo Road.

( h ) The road leading northwards from the Ballina House Road towards the townland of Belleek.

2. The following roads in the Urban District of Castlebar:—

( a ) The Claremorris Road for a distance of 256 metres from the urban district boundary.

( b ) The Claremorris (Lower) Road between the urban district boundary and a point 18 metres east of its junction with McHale Road.

( c ) The Westport Road between the urban district boundary and a point 18 metres south-west of its southern junction with St. Patrick's Avenue.

3. The following roads in the Urban District of Westport:—

( a ) The Corrig Road, The Pound Road (eastern), The Pound Road (western), The Carrowbaun Road, The Carrownalurgan Road, The New Forest Road, The Paddock Road, The Attireesh Road, The Buckwaria Road, The Lodge Road.

( b ) The Ballinrobe Road for a distance of 1,115 metres from the urban district boundary.

( c ) The Sandyhill Road between the urban district boundary and a point 95 metres north west of the centre point of the Railway Bridge.

( d ) The Louisburgh Road

(i) for a distance of 283 metres west of its junction with the Leenane Road.

(ii) between a point 73 metres east of its junction with Quay Hill and a point 132 metres east of its junction with the urban district boundary.

( e ) The Newport Road for a distance of 563 metres from the urban district boundary.

( f ) The Castlebar Road for a distance of 613 metres from the urban district boundary.

SECOND SCHEDULE

Roads in the County of Mayo declared to be public roads in a built-up area for the purposes of section 45 of the Act.

1. The following roads at Achill Sound:—

( a ) The Keel-Newport road between a point 142 metres west of its junction with New Road and a point 517 metres north-east of the centre line of Achill Sound Swing Bridge.

( b ) Points Road.

( c ) St. Fionnan's Road for a distance of 548 metres from its junction with Points Road.

2. The following road at Balla:—

The Castlebar-Claremorris road between a point 320 metres west of its junction with the Kiltimagh Road and a point 185 metres south-east of its junction with the Mayo Abbey Road.

3. The following roads adjacent to the Urban District of Ballina:—

( a ) The Ballina House Road.

( b ) The Leigue Road for a distance of 22 metres north of its junction with the urban district boundary.

( c ) The Bunnyconnellan Road for a distance of 268 metres from the point where the urban district boundary intersects the southern side of the road.

( d ) The Quay Road northwards from its junction with the urban district boundary to a point 9 metres south of its junction with Creggs Road.

( e ) The Bohernasup Road where the said road is a perimeter road.

4. The following roads at Ballinrobe:—

( a ) Bowgate Street, Brewery Lane, Bridge Street, Church Lane, The Common, Corn Market, Glebe Street, High Street, Main Street, Market Place, New Line, New Street, New Street Cottages Road, Weaver Row, Watson's Lane.

( b ) Chapel Road and its continuation as the Castlebar Road for a distance of 515 metres from its junction with Market Place.

( c ) The Ballyglass Road for a distance of 114 metres from its junction with Market Place.

( d ) Abbey Road and its continuation as the Cloongowla Road for a distance of 366 metres from its junction with Bridge Street.

( e ) Abbey Street and its continuation as the Hollymount Road for a distance of 384 metres from its junction with Abbey Road.

( f ) The Roundfort Road for a distance of 730 metres from its junction with Watson's Lane.

( g ) The Kilmain Road for a distance of 366 metres from its junction with the New Line.

( h ) The Neale Road for a distance of 521 metres from its junction with Corn Market.

( i ) The Clonbur Road for a distance of 187 metres from its junction with the Neale Road.

( j ) The Cushlough or Creagh Road for a distance of 595 metres from its junction with Chapel Road.

( k ) The Cornaroya Road for a distance of 139 metres from its junction with New Street.

5. The following roads at Belcarra:—

( a ) The Castlebar-Ballyglass road between a point 10 metres south-east of its junction with the Elm Hall Road and a point 20 metres north of its junction with the Ballinafad Road.

( b ) The Manulla Road for a distance of 485 metres from its junction with the Castlebar-Ballyglass road.

6. The following roads at Ballycastle:—

( a ) Main Street, Back Lane north of Main Street.

( b ) The Killala Road for a distance of 175 metres south-east of its junction with the Lacken Road.

( c ) The Lacken Road for a distance of 120 metres north of its junction with Main Street and for a distance of 65 metres east of its junction with Back Lane.

( d ) Carrowkillock Upper Road for a distance of 30 metres from its junction with the Killala Road.

( e ) Crossmolina Road for a distance of 95 metres from its junction with Main Street.

( f ) Belmullet Road for a distance of 100 metres west of its junction with the Crossmolina Road.

7. The following roads at Ballyhaunis:—

( a ) Abbey Street, Barrack Street, Bridge Street, Market Square.

( b ) The Ballinlough Road for a distance of 548 metres from its junction with the Irishtown Road.

( c ) The Cloonfad Road for a distance of 137 metres from its junction with the Ballinlough Road.

( d ) The Irishtown Road for a distance of 274 metres from its junction with the Ballinlough Road.

( e ) Knox Street and its continuation as the Charlestown Road between Market Square and a point 37 metres north of its southernmost junction with the Pollnacroaghy Road.

( f ) Clare Street and its continuation as the Claremorris Road for a distance of 270 metres from its junction with Market Square.

( g ) The Annagh Lough Road for a distance of 73 metres from its junction with Main Street.

( h ) Tooraree Cottages Road for a distance of 55 metres from its junction with the Knock Road.

( a ) The Ballina-Belmullet road between a point 90 metres north-west of its junction with the Geesala Road and a point 1,120 metres east of that junction.

( b ) The Geesala Road for a distance of 175 metres west of its junction with the Ballina-Belmullet road.

( c ) The Mulranny road between its junction with the Ballina-Belmullet road and a point 150 metres south of the centre line of the main Bangor Bridge.

( d ) The Church Road.

9. The following roads at Belmullet:—

All roads in the area enclosed by a line commencing at a point on the Castlebar Road 668 metres south-east of its junction with Carter Square and drawn thence in straight lines successively to the following points:—

( a ) a point on the Corclagh Road 345 metres south of its junction with Carter Square,

( b ) a point on the Coast Road leading south from William Street 302 metres south of its junction with William Street,

( c ) The seaward terminal point of the Quay,

( d ) a point on the High-Water Mark due west of the northern abutment of Belmullet Swing Bridge,

( e ) the northern abutment of Belmullet Swing Bridge

( f ) a further point on the High-Water Mark 166 metres east of the northern abutment of Belmullet Swing Bridge, and from the last mentioned point in a straight line to the commencement point on the Castlebar Road.

10. The following roads at Bunnyconnellan:—

( a ) Main Street.

( b ) The Ballina Road for a distance of 340 metres west of its junction with the western boundary of the Enniscrone Road.

( c ) The Tubbercurry Road for a distance of 170 metres north-east of its junction with the eastern boundary of the Enniscrone Road.

( a ) The Ballaghaderreen-Charlestown road between a point 90 metres west of its junction with the Barrow Road and a point 20 metres west of its junction with the Kilmovee Road.

( b ) The Barroe Road for a distance of 50 metres north of its junction with the Ballaghaderreen-Charlestown road.

12. The following roads adjacent to the Urban District of Castlebar:—

( a ) The Staball Road.

( b ) The Ballinrobe Road for a distance of 665 metres from the urban district boundary.

( c ) The Belcarra Road for a distance of 123 metres from its junction with the Ballinrobe Road.

( d ) The Turlough Road for a distance of 915 metres from the urban district boundary.

( e ) The Pontoon Road for a distance of 615 metres from the urban district boundary.

( f ) The Newport Road for a distance of 615 metres from the urban district boundary.

( g ) The Moneen Road from the urban district boundary to a point 730 metres north of its junction with the Lower Claremorris Road.

( h ) The Burren Road for a distance of 365 metres north of its junction with the Pontoon Road.

( i ) The Old Glenisland Road from the urban district boundary to a point 10 metres south of its junction with the Carronbridge Road.

( b ) The Ballaghaderreen-Swinford road between a point 23 metres west of its junction with the Doocastle Road and a point 667 metres south-west of the centre of the bridge at Market Square.

( c ) The Ballyhaunis Road from its junction with the Ballaghaderreen-Swinford road to a point 5 metres south of its junction with the Lavybeg Road.

( d ) Main Street between its junction with the Ballaghaderreen-Swinford road and the boundary between the counties of Mayo and Sligo.

14. The following roads at Claremorris:—

( a ) Boherduff Cottages Road, Chapel Lane, Main Street, Market Square.

( b ) The Hollymount Road for a distance of 974 metres from its junction with the Ballindine Road.

( c ) The Ballindine Road for a distance of 604 metres from its junction with the Hollymount Road.

( d ) The Ballyglass-Mayo Abbey road for a distance of 610 metres from its junction with the Hollymount Road.

( e ) The Fair Green Road and its continuation as the Cloonconnor Road for a distance of 223 metres from its junction with the Ballyhaunis Road.

( f ) The Ballyhaunis Road for a distance of 925 metres from its junction with D'Alton Street.

( g ) D'Alton Street and its continuation as the Knock Road for a distance of 850 metres from its junction with the Ballyhaunis Road.

( h ) Mount Street and its continuation as the Castlebar Road for a distance of 914 metres from its junction with D'Alton Street.

15. The following roads at Cong:—

( a ) The Circular Road.

( b ) The Clonbur-Cross road between the point where it is intersected by the county boundary and a point 90 metres east of its junction with the Neale Road.

( c ) The road connecting Main Street with the Circular Road.

( d ) Church Road for a distance of 63 metres from its junction with the Circular Road.

( e ) The Neale Road for a distance of 90 metres from its junction with the Cross Road.

( f ) The Drumsheel Road from a point 5 metres north of Drumsheel Bridge to the county boundary on the Drumsheel Road.

16. The following roads at Crossmolina:—

( a ) The Back Lanes, Main Street, School Lane, Bord na Móna Housing Scheme Road.

( b ) Mullenmore Street and its continuation as the Castlebar Road for a distance of 690 metres from its junction with Ballina Street.

( c ) Chapel Street and its continuation as the Rakestreet Road for a distance of 594 metres from its junction with Main Street.

( d ) Ballina Street and its continuation as the Ballina Road for a distance of 1,129 metres from its junction with Mullenmore Street.

( e ) Erris Street and its continuation as the Belmullet Road for a distance of 502 metres from its junction with Church Street.

( f ) Church Street and its continuation as the Killala Road for a distance of 192 metres from its junction with Erris Street.

17. The following roads at Foxford:—

( a ) Bridge Street, Market Street, Pound Street, Providence Road, The Mill Road.

( b ) The Castlebar Road for a distance of 128 metres southwards from its junction with Pound Street.

( c ) The Dispensary Road for a distance of 32 metres from its junction with Chapel Road.

( d ) Chapel Road and its continuation as the Swinford Road for a distance of 242 metres from its junction with Dispensary Road.

( e ) The Rinanna Road for a distance of 150 metres north of its junction with the Swinford Road.

( a ) The Kiltimagh-Charlestown road between a point 164 metres south-west of the centre line of Trimogue Bridge and a point 137 metres north of its junction with the Swinford Road.

( b ) The Swinford Road for a distance of 338 metres from its junction with the Kiltimagh-Charlestown road.

( c ) The Kilmovee Road for a distance of 411 metres from its junction with the Kiltimagh-Charlestown road.

20. The following roads at Killala;

26. The following road at Murrisk:—

The Westport-Louisburgh road between a point 75 metres west of its junction with the Barrier Road and a point 320 metres west of its junction with the Abbey Road.

27. The following roads at Newport:—

( a ) Barrack Hill, Newbridge Street.

( b ) The Westport-Achill road between a point 22 metres south west of its junction with the Sandymount Road and a point 605 metres north of its junction with the Glenhest Road.

( c ) The Sandymount Road for a distance of 181 metres from its junction with the Westport-Achill road.

( d ) The Carrowkennedy Road for a distance of 82 metres from its junction with the Westport-Achill road.

( e ) The Quay Road.

( f ) Castlebar Street and its continuation as the Castlebar Road for a distance of 319 metres from its junction with the Westport-Achill road.

( g ) The road connecting Castlebar Street with the Westport-Achill road.

( h ) The Glenhest Road from its junction with the Westport-Achill road to a point 335 metres north-east of the said junction.

28. The following roads at Shrule:—

( a ) Market Place.

( b ) The Kilmaine-Galway road between a point 13 metres north of its junction with the Glencorrib Road and the boundary between the counties of Mayo and Galway at Shrule Bridge.

( c ) The Glencorrib Road for a distance of 380 metres from its junction with the Kilmaine-Galway road.

( d ) The Dalgan Road for a distance of 310 metres from its junction with the Kilmaine-Galway road.

29. The following roads at Swinford:

( a ) Back Lane, Brookville Avenue, Chapel Street, Circular Road, Davitt's Terrace, Main Street, O'Connor's Lane, Pound Street, Sancta Maria Terrace, St. Ita's Terrace, Station Road, Kilbride Cottages Road.

( b ) The Foxford Road for a distance of 900 metres west of its junction with the Aclare Road.

( c ) The Castlebar Road for a distance of 240 metres west of its junction with the Kiltimagh Road.

( d ) The Kiltimagh Road for a distance of 195 metres south of its junction with the Castlebar Road.

( e ) The Kilkelly Road for a distance of 448 metres from its junction with Davitt's Terrace.

( f ) The Park Road from its junction with the Kilkelly Road to a point 20 metres east of its junction with the Kiltimagh Road.

( g ) Back Street and its continuation as the Charlestown Road to a point 5 metres east of its junction with the Cullaun Road.

( h ) The Aclare Road for a distance of 59 metres from its junction with the Foxford Road.

THIRD SCHEDULE

Roads in the County of Mayo in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following roads at Balla:—

( a ) Market Square, The Back Line.

( b ) The Mayo Abbey Road for a distance of 640 metres south of its junction with the Castlebar-Claremorris road.

( c ) The Lane to Tobermarry.

( d ) The Kiltimagh Road for a distance of 265 metres east of its junction with the Castlebar-Claremorris road.

( e ) The Dooras Road for a distance of 25 metres north of its junction with the Castlebar Road.

2. The following roads at Ballina:—

( a ) The Foxford Road between a point 154 metres north of the urban district boundary and a point 770 metres south of the said boundary.

( b ) The Quay Road between a point 9 metres south of its junction with Creggs Road and a point 875 metres north of the said junction.

( c ) The Leigue Road between a point 22 metres north of the urban district boundary and a point 760 metres north of the said boundary.

( d ) The Creggs Road for a distance of 30 metres south-east of its junction with the Quay Road.

( e ) The Bunnyconnellan Road between a point 268 metres from where the urban district boundary intersects the southern side of the road to a point 725 metres south-east of the said boundary.

3. The following roads at Ballindine:—

( a ) The Claremorris-Tuam road between a point 127 metres north-west of its junction with the Ballyhaunis Road and a point 86 metres south-east of its junction with the Dunmore Road,

The Claremorris Road between a point 270 metres from the junction of Clare Street and its continuation as the Claremorris Road with Market Square and a point 750 metres from the said junction.

5. The following roads at Bellavary:—

( a ) The Castlebar-Swinford road between a point 25 metres west of its junction with the Loughtavarry Road and a point 455 metres east of its junction with the Foxford Road.

( b ) The Foxford Road for a distance of 320 metres north of its junction with the Castlebar-Swinford road.

( c ) The Balla Road between its junction with the Castlebar-Swinford road and a point 20 metres north of its junction with the Keelogues Road.

( d ) The Loughtavarry Road for a distance of 31 metres from its junction with the Castlebar-Swinford road.

6. The following roads at Binghamstown:—

( a ) The Belmullet-Blacksod road between a point 590 metres north of its junction with the Ballymacsheeron-Emlybeg road and a point 80 metres south of the said junction.

( b ) The Ballymacsheeron-Emlybeg road between a point 75 metres west of its junction with the Belmullet-Blacksod road and a point 75 metres east of the said junction.

7. The following roads in and adjacent to the Urban District of Castlebar:—

( a ) The Westport Road between a point 864 metres south-west of the point where the urban district boundary intersects the southern side of the road and a point 18 metres south-west of its southern junction with St. Patrick's Avenue.

( b ) Ballinrobe Road between a point 665 metres south of its junction with Ballycarra Road and a point 950 metres south of the said junction.

( c ) The Claremorris Road between a point 256 metres west of the urban district boundary and a point 960 metres east of its junction with the Ballinrobe Road.

9. The following roads at Crossmolina:—

( a ) St. Mary's Park.

( b ) Erris Street and its continuation as the Belmullet Road between a point 502 metres west of its junction with Church Street and a point 941 metres west of the said junction.

10. The following roads at Foxford:—

( a ) The Swinford Road between a point 242 metres north-east of the junction of Chapel Road and its continuation as the Swinford Road with the Dispensary Road and a point 192 metres south-west of its junction with the Borhallagh Road.

( b ) The Ballina Road between a point 320 metres north of its junction with the Pontoon Road and a point 635 metres north of the said junction.

11. The following roads at Keel and Dooagh:—

( a ) The Achill Sound-Keem Bay road from a point 180 metres south-west of its junction with the Dugort Road to a point 30 metres west of Keel Lough Bridge.

( b ) The Dugort Road for a distance of 30 metres north-east of its junction with the Achill-Keem Bay road.

12. The following roads at Lahardane:—

( a ) The Castlebar-Crossmolina road from a point 90 metres east of its junction with the Lahardane-Bofeenaun road and a point 10 metres south of its junction with the Carrowskeheen Road.

( b ) The Bofeenaun-Lahardane road for a distance of 100 metres south of its junction with the Castlebar-Crossmolina road.

( c ) The Addergoole Road for a distance of 100 metres east of its junction with the Castlebar-Crossmolina road.

13. The following road at Shrule:—

The Kilmaine-Galway road between a point 13 metres north of its junction with the Glencorrib Road and a point 395 metres north of the said junction.

14. The following roads in the Urban District of Westport:—

( a ) The Louisburgh Road between a point 73 metres east of its junction with Quay Hill and a point 283 metres west of its junction with the Leenane Road.

( b ) The Ballinrobe Road between a point 1,115 metres from the urban district boundary and a point 804 metres from the said boundary.

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) (County of Mayo) Regulations, 1969 ( S.I. No. 36 of 1969 ) and the Road Traffic (Speed Limits) (County of Mayo) (Amendment) Regulations, 1973 ( S.I. No. 300 of 1973 ) and alter the speed limits applicable to certain roads in this area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit of 30 m.p.h. prescribed by section 45 of the Road Traffic Act 1961 and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 m.p.h. in respect of the public roads mentioned in the Third Schedule.

Ambulances, fire brigade vehicles, and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
