TELEPHONE (AMENDMENT) REGULATIONS, 1973.

I, CONOR CRUISE O'BRIEN, Minister for Posts and Telegraphs, in exercise of the powers conferred on me by section 2 of the Telegraph Act, 1885, hereby make, with the consent of the Minister for Finance, the following regulations:

1. (1) These Regulations may be cited as the Telephone (Amendment) Regulations, 1973.

(2) The Telephone Regulations, 1959 to 1971, and these Regulations may be cited together as the Telephone Regulations, 1959 to 1973.

2. These Regulations shall come into operation on the 1st day of October, 1973.

3. The Interpretation Act, 1937 (No. 38 of 1937), applies to these Regulations.

4. In these Regulations—

" the No. 1 Regulations of 1971 "means the Telephone (Amendment) Regulations, 1971 ( S.I. No. 63 of 1971 );

" the No. 2 Regulations of 1971 "means the Telephone (Amendment) (No. 2) Regulations, 1971 ( S.I. No. 269 of 1971 ).

5. (1) The Telephone Regulations, 1959 ( S.I. No. 118 of 1959 ), shall be amended by:

(a) the substitution of "2p" for "1.66p" in Regulation 5 (2) (a) (inserted therein by Regulation 5 (a) of the No. 1 Regulations of 1971);

(b) the substitution of "2.75p" for "1.75p" in Regulation 5 (2) (b) (inserted therein by Regulation 5 (b) of the No. 1 Regulations of 1971);

(c) the substitution of "3p" for "2p" in Regulation 5 (3) (a) (inserted therein by Regulation 5 (c) of the No. 1 Regulations of 1971);

(d) the substitution of "3p" for "2p" in Regulation 5 (3) (b) (inserted therein by Regulation 5 (d) of the No. 1 Regulations of 1971);

(e) the substitution of the following for the Second Schedule (inserted therein by Regulation 4 (a) of the No. 2 Regulations of 1971):

"SECOND SCHEDULE

Charges for Subscriber Dialled Trunk Calls

In respect of each period or part of a period of time specified in the Table to this Schedule which is appropriate to the call and during which the call continues—

(a) the sum of 2p shall be charged to a subscriber without a coinbox, and

(b) the sum of 3p shall be paid by a caller from a call office for the first period of time, 2p for the second period of time and 2p for the third period of time; and if the length of the call exceeds those periods combined, the aforementioned cycle of payment shall apply in relation to such further time as the call continues.

(2) In Regulation 8 of the Principal Regulations the following are hereby revoked, namely:

"and in respect of every subscriber dialled trunk call made from a coinbox exchange line" in paragraph (2); and paragraph (3).

(3) In accordance with the provisions of subparagraphs (a) to (d) of paragraph (1) and paragraph (2) of this regulation hereof, paragraphs (2) and (3) of Regulation 5 of the Principal Regulations shall have effect as set out in Part I of the Table to this regulation and Regulation 8 (2) of the Principal Regulations shall have effect as set out in Part II of the said Table.

Table

Part I

(2) In respect of every call made by a subscriber to a telephone in the same telephone group or to a telephone in another telephone group which is regarded as adjacent to the telephone group of the subscriber making the call there shall be charged to the subscriber and paid by him—

(a) if he rents an exchange line without a coinbox—the sum of 2p,

(b) if he rents a coinbox exchange line—the sum of 2.75p.

(3) (a) In respect of every call made by a caller from a call office to a telephone in the same telephone group or to a telephone in another telephone group which is regarded as adjacent to the telephone group of the call office from which the call is being made there shall be charged the sum of 3p,

(b) In respect of every call made from a coinbox exchange line to a telephone in the same telephone group or to a telephone in another telephone group which is regarded as adjacent to the telephone group of the coinbox exchange line from which the call is being made there shall be placed in the coinbox the sum of 3p.

Part II

(2) In respect of every subscriber dialled trunk call made by a caller from a call office there shall be placed in the coinbox a sum calculated in accordance with the Second Schedule to these Regulations which is appropriate to the call.

EXPLANATORY NOTE

The purpose of these regulations is to amend the Telephone Regulations 1959 to 1971 to provide for the following alterations in charges:—

LOCAL CALLS

Charge to non-coinbox subscriber

Increase from 1.66p to 2p

Charge to caller from coinbox or call office

Increase from 2p to 3p

Charge to renter of coinbox line.. ..

Increase from 1.75p to 2.75p

TRUNK CALLS

Calls from non-coinbox line

(i) Increase from 1.66p to 2p for each specified period of time on subscriber dialled calls. The period of time allowed on Cross Channel calls is increased proportionately.

(ii) Increase of 20% on internal calls obtained through operator.

Calls from a call office or coinbox line

(i) Increase in certain charges for calls obtained through operator—internal day rates from 12p and 17p to 14p and 21p and night rates from 9p and 12p to 10p and 14p respectively; Cross Channel day and night rates from 32p and 22p to 35p and 24p respectively—all per 3 minutes.

(ii) The method of charging for such calls if dialled by a caller from a call office is specified.

(iii) References to coinbox exchange lines from which subscriber dialled trunk calls may be made have been deleted. No such lines have been provided.
