AN ACT TO APPROPRIATE TO THE PROPER SUPPLY SERVICES AND PURPOSES SUMS GRANTED BY THE CENTRAL FUND (PERMANENT PROVISIONS) ACT, 1965 AND TO MAKE CERTAIN PROVISIONS IN RELATION TO THE POST OFFICE SAVINGS BANK AND THE ISSUE OF MONEYS OUT OF THE CENTRAL FUND FOR SUPPLY SERVICES. [26th December, 1987]

BE IT ENACTED BY THE OIREACHTAS AS FOLLOWS:

Appropriation of sums voted for supply services, viz., £6,716,399,000.

1.—(1) The sums granted by the Central Fund (Permanent Provisions) Act, 1965 , out of the Central Fund towards making good the supply granted, amounting in the aggregate to the sum of six thousand, seven hundred and sixteen million, three hundred and ninety-nine thousand pounds and comprising the sum of two hundred thousand pounds for the service of the year ended on 31st day of December, 1986, and the sum of six thousand, seven hundred and sixteen million, one hundred and ninety-nine thousand pounds for the service of the year ending on the 31st day of December, 1987, are appropriated for the services and purposes expressed in the Schedule hereto.

(2) In addition to the grants out of the Central Fund referred to in the foregoing subsection of this section, there may be applied out of any money directed under section 2 of the Public Accounts and Charges Act, 1891 , to be applied as appropriations-in-aid of the grants for the services and purposes specified in the Schedule hereto, the sums respectively set forth in column (4) of the said Schedule amounting, as appears thereby, in the aggregate to the sum of six hundred and sixty-one million, three hundred and seventy-five thousand pounds.

Amendment of Finance Act, 1948.

2.Section 14 of the Finance Act, 1948 , is hereby amended by the substitution for subsection (3) of the following subsection:

“(3) The minimum period for which interest on a deposit shall be calculated shall, with effect as on and from the 1st day of January, 1988, be one day.”.

Amendment of Central Fund (Permanent Provisions) Act, 1965.

3.—(1) The Central Fund (Permanent Provisions) Act, 1965 , is hereby amended by—

(a) the substitution in section 2 for “Central Fund in the year” of “Central Fund”, and

(b) the substitution in section 4 for “Central Fund in the year for which the supply is granted” of “Central Fund”,

and the said sections, as so amended, are set out in the Table to this subsection.

2. As from the commencement of the financial year ending on the 31st day of March, 1967, and of every subsequent financial year, the Minister, as respects any supply service for which a sum was appropriated in respect of the immediately preceding financial year in the Appropriation Act of that year, shall, provided that during the year he asks Dáil Éireann to grant supply for that service in respect of the year, be authorised to issue out of the Central Fund, and apply towards making good such supply, sums not exceeding in the aggregate four-fifths of the sum so appropriated, subject, as regards any particular issue and application, to his considering it to be necessary.

4. Where, in the financial year ending on the 31st day of March, 1967, or any subsequent financial year supply is granted by Dáil Éireann—]

(a) for a supply service for the year, being a service for which a sum was not appropriated in the Appropriation Act of the immediately preceding financial year, or

(b) for a supply service of the next following financial year,

the Minister may issue out of the Central Fund and apply towards making good the supply, sums not exceeding in the aggregate the amount of the grant.

(2) This section shall be deemed to have come into operation on the 21st day of December, 1965.

Short title.

4.—This Act may be cited as the Appropriation Act, 1987.
