ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF CAVAN) REGULATIONS, 1968.

The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) amended as regards the said section 46 by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations :—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Cavan) Regulations, 1968.

2 Commencement.

2. These Regulations shall come into operation on the 1st day of October, 1968.

3 Interpretation.

3. In these Regulations save where the context otherwise requires—

"the Act" means the Road Traffic Act, 1961 ;

" road " means a public road;

" perimeter road " means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or town;

" special speed limit " and " built-up area speed limit " have the meaning respectively assigned to them in Part IV of the Act;

" distance " means distance as measured along the centre line of a road.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following :—

(a) ambulances

(b) fire brigade vehicles and

(c) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocation.

7. Articles 5 and 6 of the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) in so far as they relate to roads in the County of Cavan are hereby revoked.

FIRST SCHEDULE

ROADS DECLARED NOT TO BE PUBLIC ROADS IN A BUILT-UP AREA FOR THE PURPOSES OF SECTION 45 of THE ROAD TRAFFIC ACT, 1961 .

1. The following roads in the town of Belturbet : —

(a) The Rosskeeragh Road, The Aghalane Road, The Grilly Road, The Creeny Road, Noghan Lane.

(b) The Cavan Road between the town boundary and a point 20 yards north-west of the westernmost entrance to Marian Park.

(c) The Straheglin Road between the town boundary and a point 15 yards south of Mill Hill.

(d) The Kilconny Road between its junction with the Aghalane Road and a point 325 yards west of its eastern junction with the Ballyconnell Road.

(e) The Ballyconnell Road for a distance of 730 yards from the town boundary at the junction of the said road with the Aghalane Road.

(f) The road connecting the Kilconny Road with Buttermilk Bridge.

(g) The Noghan Road between the town boundary and a point 100 yards north-east of its junction with the Kilconny Road.

(h) The Clones Road between the point where the town boundary intersects the southern side of the road and the centre of Creeny Bridge.

2. The following roads in the Urban District of Cavan : —

(a) Keadew Lane between the Urban District boundary and a point 30 yards from its junction with the Belturbet Road.

(b) The Belturbet Road between the Urban District boundary and a point 100 yards north of its junction with the Cootehill Road.

(c) The Cootehill Road for a distance of 200 yards from the Urban District boundary.

(d) The Cock Hill Road for a distance of 320 yards from the Urban District boundary.

(e) The Old Dublin Road between the Urban District boundary and a point 50 yards north-east of its junction with the Dublin Road.

(f) The road leading northwestwards from the Old Dublin Road towards Gallows Hill between its junction with the Old Dublin Road and a point 60 yards south of the Fair Green.

(g) The Swellan Road between the Urban District boundary and a point 30 yards south of its junction with the road leading north-eastwards towards Station Road.

3. The following roads in the town of Cootehill : —

(a) The Lisnasaran Road, The Redhills Road, The Pound Road.

(b) The Monaghan Road between the town boundary and a point 150 yards south-east of its junction with the Redhills Road.

(c) The Shercock Road between the town boundary and a point 75 yards south-east of its junction with the New Line.

(d) The Mountain Lodge Road between the town boundary and a point 30 yards north of its junction with the Pound Road.

SECOND SCHEDULE

ROADS DECLARED TO BE PUBLIC ROADS IN A BUILT-UP AREA FOR THE PURPOSES OF SECTION 45 of THE ROAD TRAFFIC ACT, 1961 .

1. The following roads at Arvagh : —

(a) Broad Road, Longford Street, Pound Street, Porter's Row.

(b) The Cavan-Carrigallen road between a point 20 yards north-west of its junction with the Gowna Road and a point 300 yards north-west of its junction with Pound Street.

(c) The Drumlish Road for a distance of 200 yards from its junction with Pound Street.

(d) The Ballinalee Road for a distance of 125 yards from its junction with Broad Road.

2. The following roads at Bailieborough : —

(a) Church Street, Henry Street, Main Street, Market Square, New Road, William Street.

(b) The Shercock Road for a distance of 200 yards from its junction with Main Street.

(c) The Cavan Road for a distance of 220 yards from its junction with Church Street.

(d) The Galbolie Road for a distance of 200 yards from its junction with Henry Street.

(e) Barrack Street and its continuation as the Virginia Road between its junction with Main Street and a point 100 yards south-west of its junction with the Kells Road.

(f) The Kells Road for a distance of 100 yards from its junction with the Virginia Road.

(g) The Institute Road for a distance of 110 yards from its junction with Market Square.

(h) The Kingscourt Road for a distance of 200 yards from its junction with Main Street.

3. The following roads at Ballyconnell : —

(a) The Old Road, Doon or Mucklagh Lane, Doon Cottages Road, Mount Pleasant Road.

(b) The Belturbet-Swanlinbar road between a point 390 yards north-west of its junction with the Aghalane Road and a point 440 yards north-west of its junction with Main Street.

(c) The Killeshandra Road for a distance of 630 yards from its junction with the Belturbet-Swanlinbar road.

(d) The Ballinamore Road for a distance of 150 yards from its junction with the Belturbet-Swanlinbar road.

(e) Main Street and its continuation as the Derrylin Road for a distance of 700 yards from the junction of Main Street with the Belturbet-Swanlinbar road.

4. The following roads at Ballyhaise : —

(a) The Square.

(b) The Cavan-Clones road between a point 400 yards south of its junction with the Bog Road and a point 400 yards north of the said junction.

(c) The Bog road for a distance of 130 yards from its junction with the Square.

5. The following roads at Ballyjamesduff : —

(a) Brewery Lane, Market Street, Percy French Park, Percy French Place, Water Lane, Anne Street.

(b) Dublin Street and its continuation towards the Cavan Road.

(c) The Virginia Road for a distance of 460 yards from its junction with Dublin Street.

(d) Chapel Street and its continuation as the Oldcastle Road for a distance of 450 yards from the junction of Chapel Street with Granard Street.

(e) Granard Street and its continuation as the Granard Road for a distance of 320 yards from the junction of Granard Street with Chapel Street.

(f) The Ramonan Road for a distance of 50 yards from its junction with the Granard Road.

(g) The Rassan Road for a distance of 170 yards from its junction with the Cavan Road.

(h) The Cavan Road between the northern end of Market Street and a point 530 yards north-west of its junction with the Lishenry Road.

(i) The Lishenry Road for a distance of 160 yards from its junction with the Cavan Road.

(j) Stradone Street and its continuation as the New Inns Road for a distance of 300 yards from the junction of Stradone Street with Dublin Street.

6. The following roads at Bellananagh : —

(a) The Cavan-Mullingar road between a point 75 yards north-east of its junction with the Garrymore Road and a point 250 yards north-east of its junction with the Crossdoney Road.

(b) The Dublin Road for a distance of 230 yards from its junction with the Cavan-Mullingar road.

(c) The Crossdoney Road for a distance of 350 yards from its junction with the Cavan-Mullingar road.

7. The following roads at Blacklion : —

(a) The Florencecourt or Belturbet Road for a distance of 200 yards from its junction with the Enniskillen Road.

(b) The Enniskillen Road between its junction with the Manorhamilton Road and the boundary between the counties of Cavan and Fermanagh at Belcoo Bridge.

(c) The Manorhamilton Road for a distance of 300 yards from its junction with the Enniskillen Road.

8. The following roads at Butlers Bridge : —

(a) The Cavan-Clones road between a point 325 yards south-east of its junction with the Belturbet Road and a point 100 yards north of the said junction.

(b) The Belturbet Road for a distance of 80 yards from its junction with the Cavan-Clones road.

9. The following roads adjacent to the Urban District of Cavan : —

(a) The Drumavanagh Housing Scheme Road.

(b) The Dublin Road between the boundary of the Urban District of Cavan and a point 200 yards east of its junction with the Mullingar Road.

(c) The Mullingar Road between the boundary of the Urban District of Cavan and a point 200 yards south-east of the said boundary.

(d) The Killeshandra Road between the boundary of the Urban District of Cavan and a point 25 yards north-west of its junction with the Drumavanagh Housing Scheme Road.

10. The following roads adjacent to the town of Cootehill : —

(a) The Old Cavan Road.

(b) The Cavan Road where the said road is a perimeter road.

11. The following roads at Killeshandra : —

(a) The Station Road.

(b) The Cavan-Ballyconnell road between a point 65 yards south-east of its junction with the Arvagh Road and a point 575 yards west of its junction with the Belturbet Road.

(c) The Arvagh Road for a distance of 50 yards from its junction with the Cavan-Ballyconnell road.

(d) The Carrigallen Road for a distance of 330 yards from its junction with the Cavan-Ballyconnell road.

(e) The Belturbet Road for a distance of 280 yards from its junction with the Cavan-Ballyconnell road.

12. The following roads at Kilnaleck : —

(a) The road to the County Council dump.

(b) The Cavan-Oldcastle road between a point 300 yards north-west of its junction with the Crosskeys Road and a point 140 yards south-east of the said junction.

(c) The road leading westward from the Cavan-Oldcastle road at a point approximately 90 yards south-east of the junction of the latter road with the Crosskeys Road.

(d) The Fair Green Road for a distance of 120 yards from its junction with the Cavan-Oldcastle road.

(e) The Crosskeys Road for a distance of 530 yards from its junction with the Cavan-Oldcastle road.

(f) The Old Road for a distance of 100 yards from its northern junction with the Cavan-Oldcastle road.

13. The following roads at Kingscourt : —

(a) Main Street, Market Square, Mount St Joseph's Cottages Road.

(b) The Shercock Road for a distance of 490 yards from its junction with the Bailieborough Road.

(c) The Carrickmacross Road for a distance of 60 yards from junction with Main Street.

(d) The Enniskeen Road for a distance of 50 yards from its junction with Main Street.

(e) The Nobber Road for a distance of 540 yards from its junction with the Enniskeen Road.

(f) Hall Street and its continuation as the Moynalty Road for a distance of 315 yards from the junction of Hall Street with Main Street.

(g) The parts of St. Mary's Road between Hall Street and the Rocks Road and between the Rocks Road and the Bailieborough Road.

(h) The Rocks Road for a distance of 315 yards from its junction with Market Square.

(i) The Bailieborough Road between its junction with Main Street and a point 50 yards north-west of its junction with Cornakill Lane.

(j) Cornakill Lane for a distance of 50 yards from its junction with the Bailieborough Road.

14. The following roads at Shercock : —

(a) Main Street.

(b) The Bailieboro Road for a distance of 220 yards from its junction with Main Street.

(c) The Cavan Road for a distance of 60 yards from its junction with the Cootehill Road.

(d) The Cootehill Road for a distance of 140 yards from its junction with Main Street.

(e) The Bleech Cross Road for a distance of 75 yards from its junction with Main Street.

(f) The Carrickmacross Road for a distance of 100 yards from its junction with Main Street

(g) The Kingscourt Road for a distance of 550 yards from its junction with the Carrickmacross Road.

15. The following roads at Swanlinbar : —

(a) The Cavan-Enniskillen road between a point 200 yards south of its junction with the Derrylin Road and a point 285 yards north-east of its junction with the Glangevlin Road.

(b) The Derrylin Road for a distance of 365 yards from its junction with the Cavan-Enniskillen road.

(c) The Drumcask Road for a distance of 75 yards from its junction with the Cavan-Enniskillen road.

(d) The Glangevlin Road for a distance of 270 yards from its junction with the Cavan-Enniskillen road.

16. The following roads at Virginia : —

(a) Rahardrum Cottages Lanes, New Street.

(b) The Cavan-Kells road between a point 70 yards north-west of its junction with the Ballyjamesduff Road and a point 435 south-east of its junction with the Bailieborough Road.

(c) The Bailieborough Road for a distance of 120 yards from its junction with the Cavan-Kells road.

(d) The Ballyjamesduff Road for a distance of 70 yards from its junction with the Cavan-Kells road.

THIRD SCHEDULE

ROADS IN RESPECT OF WHICH A SPECIAL SPEED LIMIT OF 40 MILES PER HOUR IS PRESCRIBED.

1. The following roads at Bailieborough : —

(a) The roads serving the Drumbannon Cottages.

(b) The Cavan Road between a point 220 yards from its junction with Church Street and a point 795 yards from the said junction.

2. The following roads at Bawnboy : —

(a) The Ballyconnell-Swanlinbar road between a point 105 yards south-east of its junction with the Ballinamore Road and a point 400 yards north-west of the said junction.

(b) The Ballinamore Road for a distance of 140 yards from its junction with the Ballyconnell-Swanlinbar road.

3. The following roads in the town of Belturbet : —

(a) Marian Park.

(b) The Cavan Road between a point 25 yards west of its junction with the Golf Links Road and a point 20 yards northwest of its westernmost junction with Marian Park.

4. The following road in and adjacent to the Urban District of Cavan : —

The Belturbet Road between a point 100 yards north of its junction with the Cootehill Road and a point 570 yards north of the said junction.

5. The following road in the town of Cootehill : —

The Shercock Road between a point 75 yards south-east of its junction with the New Line and a point 100 yards northwest of its junction with the Lisnasaran Road.

6. The following roads at Virginia : —

(a) The Cavan-Kells road between a point 70 yards north-west of its junction with the Ballyjamesduff Road and a point 400 yards northwest of the said junction.

(b) The Ballyjamesduff Road between a point 70 yards northwest of its junction with the Cavan-Kells road and a point 430 yards northwest of the said junction.

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) Regulations, 1963 and 1965, in their application to the County of Cavan and alter the speed limits applicable to certain roads in this area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by Section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule for all mechanically propelled vehicles.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
