TOTALISATOR (MULTIPLE EVENT) REGULATIONS, 1966.

I, JOHN LYNCH, Minister for Finance, in exercise of the powers conferred on me by subsection (1) of section 6 of the Totalisator Act, 1929 (No. 22 of 1929), hereby make the following regulations :—

1. These Regulations may be cited as the Totalisator (Multiple Event) Regulations, 1966.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to these Regulations.

3. In these Regulations—

" the Act " means the Totalisator Act, 1929 (No. 22 of 1929) ;

" the licensees " means the persons licensed under the Act to set up, maintain and work the totalisator in relation to which that expression is used ;

" multiple event " means an event in which more than two horse races taking place on the same racecourse are involved ;

" the Principal Regulations" means the Totalisator Regulations, 1930, as amended by the Totalisator (Amendment) Regulations, 1938 ( S. R. & O. No. 134 of 1938 ), the Totalisator Regulations, 1944 ( S. R. & O. No. 195 of 1944 ), and the Totalisator (Amendment) Regulations, 1956 ( S.I. No. 146 of 1956 ).

4. Subject to these Regulations, the Principal Regulations shall apply in respect of a totalisator on a multiple event and for that purpose—

(a) Regulations 14, 15, 16, 17, 19 and 20 of the Principal Regulations shall be construed as if the references to tickets included references to counterfoils of tickets for staking on a multiple event, and

(b) Regulation 6 of the Totalisator (Amendment) Regulations, 1938, shall be construed as if the reference to those Regulations included a reference to these Regulations.

5. No totalisator ticket for staking on a multiple event shall be issued less than ten minutes before the time at which the earliest of the relevant races is due to start.

6. Every totalisator ticket for staking on a multiple event—

(a) shall have stated thereon particulars, in full, of the races involved in the multiple event and the sum staked in respect of which it is issued,

(b) shall have one or more lines of blank spaces, depending on the amount staked, in which the holder may nominate his selections,

(c) shall have either the date and place of issue thereof stated thereon or, to signify the date and place of issue thereof, a code word composed of not less than four letters written thereon,

(d) shall have clearly printed thereon a statement that it is issued subject to the regulations made by the Minister under subsection (1) of section 6 of the act and for the time being in force, and

(e) shall have a counterfoil attached thereto.

7.—(1) The following provisions shall, so far as they extend, regulate the application by the licensees of money staked by means of totalisator tickets participating in a multiple event (and, accordingly, nothing in Regulation 13 of the Principal Regulations shall apply in relation to such application) :

(a) not less than eighty-five per cent. of the total amount so staked shall be distributable amongst the holders of counterfoils of successful totalisator tickets,

(b) where there are no successful totalisator tickets, not less than eighty-five per cent. of the total amount so staked shall be carried forward and added to the amount distributable at such subsequent multiple event, whether at the same or another racecourse, as the licensees shall determine,

(c) where money is distributable amongst the holders of counterfoils of successful totalisator tickets, but by reason of an act of God, unlawful act of any person, riot, civil commotion, fire, strike, mechanical breakdown of the totalisator or any part thereof, or any other cause it is not possible to ascertain the individual amounts so distributable to such holders respectively, every sum so staked shall, notwithstanding subparagraph (a) of this paragraph, be repayable in full to the holder of the counterfoil of the totalisator ticket issued in respect of such sum,

(d) every sum distributed to the holder of a counterfoil of a successful totalisator ticket shall be calculated to a multiple of sixpence and for that purpose every fraction of sixpence shall, as the licensees may think proper in respect of each such fraction, be treated as a complete sixpence or be disregarded.

(2) In this Regulation any reference to a successful totalisator ticket shall be construed as a reference to a ticket containing one or more correct lines of selections.

8. The licensees shall cause a printed copy of these Regulations to be kept posted up in a prominent place on or near every totalisator worked by them at all times while such totalisator is being worked, and every sum staked by means of a totalisator on a multiple event shall be deemed to be so staked subject to and on the terms of relevant provisions of the Principal Regulations and these Regulations.

These Regulations set out conditions which will apply to totalisator betting on events in which more than two horse races taking place on the same racecourse are involved.
