EUROPEAN COMMUNITIES (IDENTIFICATION AND REGISTRATION OF BOVINE ANIMALS) REGULATIONS, 2004.

I, Mary Coughlan, Minister for Agriculture and Food, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972) and for the purpose of giving effect to Council Directive 97/12 (EC)1 of 17 March 1997, Council Regulation (EC) 820/972 of 21 April 1997 as repealed by Council Regulation (EC) 1760/20003 of 17 July 2000, Commission Regulation (EC) 2628/974 of 29 December 1997, Commission Regulation (EC) 2629/975 of 29 December 1997, Commission Regulation (EC) No. 2630/976 of 29 December 1997, Commission Regulation (EC) No. 494/987 and Commission Regulation (EC) No. 1678/988 of 29 July 1998 insofar as they relate to the identification and registration of births of animals and the issue of animal passports and keeping of registers, hereby make the following Regulations:—

These Regulations may be cited as the European Communities (Identification and Registration of Bovine Animals) Regulations, 2004.

In these Regulations the “1999 Regulations” means the European Communities (Identification and Registration of Bovine Animals) Regulations, 1999 (S.I. 276 of 1999).

The following Regulation is substituted for Regulation 3 of the 1999 Regulations:

3. In the case of an animal born on his or her holding and identified in accordance with the 1999 Order, a keeper shall within seven days of the date on which the animal has been so identified complete and return an application form or an animal event sheet in respect of that animal in accordance with paragraph (a), (b) or (c):—

(a) Where the application is not returned electronically, the keeper shall:

(i) sign the application form at the place indicated, and

(ii) return the application form by post to the address indicated.

(b) Where the application is completed and returned electronically, no signature shall be required.

(c) Where the animal event sheet is completed and returned electronically, no signature shall be required.
