S.I. No. 192/2003 - Importation of Dogs and Cats Order, 2003


I, Joe Walsh, Minister for Agriculture and Food, in exercise of the powers conferred on me by sections 3 , 11 and 13 of the Diseases of Animals Act 1966 (No. 6 of 1966 (as adapted by the Agriculture, Food and Rural Development (Alteration of Name of Department and Title of Minister) Order 2002 ( S.I. No. 306 of 2003 )), hereby order as follows —

1.         This Order may be cited as the Importation of Dogs and Cats Order, 2003.

2.         In this Order “Pet Travel Scheme (Pilot Arrangements) (England) Order 1999” means the Order entitled as such and made in the United Kingdom by the Minister for Agriculture, Fisheries and Food, the Secretary of State for Scotland and the Secretary of State for Wales on 22 December 1999.

3.         Article 1(2) of the Importation of Dogs and Cats Order of 1929 (S.R. & O. No. 4 of 1929) shall not apply to a case of a dog or a cat being brought to the State if each of the following conditions is satisfied in respect the dog or cat:

(a)  The dog or cat had been brought to the United Kingdom, the Channel Islands or the Isle of Man,

(b)  The dog or cat qualified for an exemption from placement of dogs and cats into quarantine in the United Kingdom, the Channel Islands or the Isle of Man by reason of its complying with the provisions of the Pet Travel Scheme (Pilot Arrangements) (England) Order, 1999, and

(c)  It had not been outside the territory of the United Kingdom, The Channel Islands or the Isle of Man between the time it had been brought to that territory and the time of its arrival in the State.

4.         (1)  The Importation of Dogs and Cats (Amendment) Order, 2000 ( S.I. No. 56 of 2000 ) is hereby revoked.

(2)  Any dog or cat brought into the State under the provisions of the Importation of Dogs and Cats (Amendment) Order, 2000 ( S.I. No. 56 of 2000 ) may continue to remain in the State.

This Order allows pet dogs and cats entering the UK from countries approved under the terms of their Pet Travel Scheme (PETS), and which are microchipped vaccinated, blood tested and certified in accordance with the provisions of that scheme, to continue their journey to Ireland without the need for quarantine.
