S.I. No. 9/2003 - Statistics (Census of Industrial Production) Order 2003


I, Mary Hanafin, Minister of State at the Department of the Taoiseach, in exercise of the powers conferred on me by section 25 (1) of the Statistics Act 1993 (No. 21 of 1993) and the Statistics (Delegation of Ministerial Functions) Order 2002 ( S.I. No. 313 of 2002 ) hereby order as follows:

1.         This Order may be cited as the Statistics (Census of Industrial Production) Order 2003.

2.         In this Order, unless the context otherwise requires, a reference to an Article or Schedule is a reference to an Article of or a Schedule to this Order.

3.         This Order applies to an undertaking that is engaged in any activity described in Schedule 1.

4.         An undertaking to whom this Order applies is prescribed as an undertaking required to provide the Central Statistics Office with information relating to industrial production, the general nature of which information is specified in Schedule 2.

5.         Information, the general nature of which is specified in Schedule 2 is prescribed as information required to be provided for the purposes of surveys of undertakings to whom this Order applies, (the first of which shall be undertaken in the year 2003).

6.         Information referred to in Article 5 shall be provided when requested by the Director General, weekly, monthly, quarterly, half yearly or annually.

7.          (1)      Subject to paragraph (2) of this Article, an undertaking required by virtue of this Order to provide information to the Central Statistics Office shall provide such information by the completion of forms and questionnaires prepared by the Director General of the Central Statistics Office in accordance with section 23 of the Statistics Act 1993 (No. 21 of 1993).

(2)        An undertaking required by virtue of this Order to furnish information shall be deemed to comply with that obligation where, with the consent of the Director General of the Central Statistics Office, the information is furnished by electronic means, and provided that the Director General approves the format or manner in which the information is provided.

Schedule 1

1.         Energy and water.

Prospecting or exploration (including the preparation of sites) for and extraction of coal, turf oil and natural gas, mineral oil refining and the generation, transmission, and distribution of electric energy, manufacture of gas in gas works, water supply and distribution.

2.         Non-energy producing minerals.

Prospecting or exploration (including the preparation of sites) for and extraction and processing of non-energy producing minerals and derived products.

3.         Manufacturing industries.

The mechanical or chemical transformation of inorganic or organic substances into new products, together with associated repair work and the assembly of component parts of manufactured products.

Schedule 2

1.         Particulars of the undertaking covered in the return.

2.         Particulars of the value of turnover invoiced during the year by the undertaking.

3.         Particulars of the value of operating subsidies received during the year by the undertaking.

4.         Particulars of the value of purchases during the year by the undertaking.

5.         Particulars of the value of indirect taxes which fall due for payment during the year by the undertaking.

6.         Particulars of the value of fixed capital assets acquired and disposed of by the undertaking during the year.

7.         Particulars of the value of stocks and work in progress of the undertaking at the beginning and end of the period concerned.

8.         Particulars of the number of persons engaged in the undertaking on a specified reference week during the year.

9.         Particulars of the value of gross earnings paid to employees during the year by the undertaking.

10.       Particulars of the value of other labour costs incurred during the year by the undertaking.

11.       E-commerce details relating to the undertaking.

Explanatory Note

Statistics (Census of Industrial Production) Order, 2003

S.I. No. 9 of 2003

The Census of Industrial Production comprises of two separate but closely related annual inquiries, namely:

(i)       the Census of Industrial Enterprises (required under EC Directive), which covers those enterprises which are wholly or primarily engaged in industrial production and have three of more persons engaged.

(ii)      the Census of Industrial Local Units which covers all industrial local units with three or more persons engaged.

An enterprise is defined as the smallest combination of legal units that is an organisational unit producing goods and services, which benefits from a degree of autonomy in decision making, especially for the allocation of its current resources. A local unit is defined as an enterprise or part thereof situated in a geographically identified place.

The Census relates in principle to the calendar year and is conducted by post. Following collection of the data, provisional overall results are released covering turnover, wages and salaries, labour costs, net output, gross output, persons engaged for the manufacturing industry, mining, quarrying, turf production together with electricity, gas and water supply.
