S.I. No. 471/1999 - Dual Forecast Jackpot Regulations, 1999.


BORD NA gCON, in exercise of the powers conferred on it, by subsection (3) of Section 40 and by subsection (3) of Section 5 of the Greyhound Industry Act, 1958 , (No. 12 of 1958), hereby makes the following regulations, that is to say:—

Definitions.

1. In these regulations:—

(a) “Dual Forecast Jackpot Pool” means a pool for nominating the winning greyhound and the second greyhound in the correct order of finish in two selected races.

(b) “Combination” means a bet in the Dual Forecast Jackpot Pool in which the person making the bet nominates the numbers of selected greyhounds in the manner required for the pool.

(c) “Winning Combination” means the nomination of the winning greyhound and the second greyhound in correct order of finish in each of the selected races in the pool.

Number of runners.

2. The Dual Forecast Jackpot Pool shall be held only in races in which there are at least three advertised runners.

Purchase of Tickets.

3. Bets on the Dual Forecast Jackpot can only be made by the use of Selection Cards. These cards are available at all Totalisator Outlets.

Valid tickets.

4. Tickets purchased in respect of selections made are valid only for that meeting and except as provided in article 14 of these regulations no refund of the purchase price or any part thereof shall be made.

Tickets lost or mislaid.

5. The operator, his officers or servants shall not be liable, if for any reason whatever, a jackpot ticket is lost, or mislaid.

Dead Heat.

6. (a) In the event of a dead heat for first place in a selected race then the tickets bearing the number of such dead heating greyhounds shall be deemed winning combinations for that selected race.

(b) In the event of a dead heat for second place in a selected race then the tickets bearing the number of the first placed greyhound coupled with the numbers of such dead heating greyhounds shall be deemed winning combinations for that selected race.

No unit on winning combination or combinations.

7. (a) If after the completion of the selected races in the pool, there are no winning units on the winning combination or combinations then the net pool shall be carried forward to the next selected races in the meeting.

(b) If after the completion of the final selected races at a meeting, there are no winning combination or combinations then the operator may, at his discretion carry forward the net pool either in whole or in such parts as the operator may determine to the net pool in a subsequent Dual Forecast Jackpot Pool at the next meeting or a subsequent meeting at that track.

Calculation of dividend.

8. The dividend shall be calculated by dividing the net pool by the total number of units on the winning combination or combinations of the selected races.

Payment of Dividends.

9. Dividends shall be payable on the presentation of the appropriate winning ticket or tickets whole and not unreasonably defaced or unrecognisable.

Withdrawn greyhounds.

10. (a) If a greyhound is withdrawn in any one of the selected races prior to the “off” of the first selected race, tickets bearing the number of the withdrawn greyhound may be exchanged or cancelled prior to the off of the first selected race.

In the event of tickets containing the withdrawn greyhound not being exchanged or cancelled then all combinations which include the withdrawn greyhound in that race shall be disregarded and the remaining selected greyhound shall be deemed to be a winning combination in the event of finishing first in that selected race.

(b) If more than one greyhound is withdrawn in any of the selected races, then the withdrawn greyhounds in that race shall be disregarded and any combination bearing more than one withdrawn greyhound shall be deemed identical to the combination in which the greatest number of units has been staked in the forecast pool in that selected race.

(c) If an equal number of units in such selected race has been staked on more than one forecast combination, then the combination bearing the numerically lowest number of the first and second selected greyhound in the combination shall be deemed to be the selected combination.

Race not run or declared a ‘no race’.

11. If one of the two selected races in the Dual Forecast Jackpot Pool at any meeting is for any reason not run or declared a ‘no race’ or postponed to another race meeting, each combination selected in the Dual Forecast Jackpot Pool for such race shall be deemed to be a winning combination and the remaining race will be deemed to form the Dual Forecast Jackpot Pool at that meeting.

Less than three runners.

12. If as a result of greyhounds being withdrawn there are less than three runners in any of the selected races then each combination in that race shall be deemed to be a winning combination and the remaining selected race shall be deemed to form the Dual Forecast Jackpot Pool at that meeting.

Jackpot carryover.

13. A jackpot carryover, if any, shall only be added to the pool at a meeting in the event of the minimum two selected races being run. In the event of less than the two selected races being run then the carryover will be brought forward to the next meeting.

Abandoned or postponed meeting.

14. In the event of a meeting being abandoned or postponed before the completion of the first selected race then the pool shall be cancelled and the total amount staked in the pool at the meeting shall be refunded on presentation of tickets.

15. Save as otherwise provided in these regulations the provisions of the Greyhound Race Track (Totalisator) (Operating) Regulations 1971 ( S.I. No. 47 of 1971 shall apply in respect of bets made and accepted in the Dual Forecast Jackpot Pool.

16. These regulations shall come into operation on the 1st day of December, 1999.

EXPLANATORY NOTE.
