ROAD TRAFFIC (SPEED LIMITS) (COUNTY BOROUGH OF GALWAY AND COUNTY OF GALWAY) REGULATIONS, 1987.

The Minister for the Environment in exercise of the powers conferred on him by sections 5 and 45 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 46 of the said Act as amended by the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County Borough of Galway and County of Galway) Regulations, 1987.

2 Commencement.

2. These Regulations shall come into operation on the 2nd day of November, 1987.

3 Interpretation.

3. In these Regulations save where the context otherwise requires—

"the Act" means the Road Traffic Act, 1961 ;

"built-up area speed limit" and "special speed limit" have the meanings respectively assigned to them in Part IV of the Act.

"distance" means distance as measured along the centre line of a road;

"National Road" means a road declared to be a National Road in the Local Government (Road and Motorways) Act, 1974 (Declaration of National Roads) Order, 1977 ( S.I. No. 164 of 1977 ) and the Local Government (Roads and Motorways) Act, 1974 (Declaraton of National Roads) Order, 1980 ( S.I. No. 277 of 1980 ) and any reference to the number of such road shall be a reference to the number of such road as shown in column 1 of the First Schedule or column 1 of the Second Schedule to the aforementioned Orders:

"perimeter road" means a road on and along the roadway of which there runs the boundary of a county borough or a town;

"road" means a public road;

4 Built-up area speed limit

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5. Forty miles per hour shall be the speed limit for mechanically properlled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:—

( a ) ambulances,

( b ) fire brigade vehicles, and

( c ) vehicles used by members of the Garda Siochana in the performance of their duties as such members.

7 Revocation.

7. The Road Traffic (Speed Limits) (County of Galway) Regulations, 1979 ( S.I. No. 189 of 1979 ) are hereby revoked.

FIRST SCHEDULE

Roads in the county of Galway declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads in the Urban District of Ballinasloe:—

( a ) Taughmaconnell Road, the Parkmore Road, the Rooaun Road, the Derrymullan Road, the Kilclooney Road, the Atticorra Road.

( b ) The Beechlawn Road between its junction with the Portumna Road and the urban district boundary.

( c ) The road connecting Beechlawn Cross Roads with Dunlo Street for a distance of 312 metres north of its junction with the Beechlawn Road and its continuation southwards to the urban district boundary.

( d ) The road connecting Poolboy Bridge with Dunlo Street between its junction with the Beechlawn Road and a point 175 metres south east of its junction with the road connecting Beechlawn Cross Roads with Dunlo Street.

( e ) The road connecting the Beechlawn Road with the road connecting Poolboy Bridge with Dunlo Street.

( f ) The Athenry Road between the urban district boundary and a point 108 metres south-west of its junction with the Deerpark Road.

( g ) The Loughrea Road (National Road N6) between the urban district boundary and a point 211 metres southwest of its junction with the Portumna Road.

( h ) The Ahascragh Road for a distance of 960 metres from the urban district boundary.

( i ) The Deerpark Road between the Urban District Boundary and a point 400 metres west of its junction with the Athenry Road.

( j ) The Portumna Road between the Urban District Boundary and a point 247 metres south east of its junction with Loughrea Road (National Road N6).

2. The following roads in the County Borough of Galway:—

( a ) The Ballymoneen East Road, the Cloonacauneen Road, the Menlough-Ballindooley road.

( b ) The Coolagh Road between its junction with the Menlough-Ballindooley road and a point 680 metres north of its junction with Terry land Road.

( c ) The Ballymoneen West road between its junction with the Rahoon road and a point 1,330 metres north of its junction with Barna Road.

( d ) The Cappagh Road between the county borough boundary and a point 1,000 metres northwest of its junction with the Barna Road.

( e ) The Letteragh Road between the county borough boundary and a point 168 metres north-west of its junction with the Circular road.

( f ) The Oranmore Road (National Road N6) between the county borough boundary and a point 405 metres east of its junction with the Ballybaan Road.

( g ) The Tuam Road (National Road N17) between a point where the county borough boundary intersects the south-eastern side of the road and a point 200 metres north-east of its junction with the Castlegar-Ballindooley road.

( h ) The Headford Road (National Road N84) between the county borough boundary and a point 1,420 metres north of its junction with Terryland Road.

( i ) The Rahoon Road between the outermost intersection of the county borough boundary with the road and a point 860 metres north-west of its junction with Bishop O'Donnell Road.

( j ) The Mincloon Road and its continuation northwards between its junction with the Rahoon Road and the county borough boundary.

( k ) The Clybaun Road between its junction with the Rahoon Road and a point 1,330 metres north of its junction with the Barna Road.

( l ) The Castlegar-Ballindooley road between its junction with the Headford Road (National Road N84) and a point 480 metres north-west of the northernmost intersection of the county borough boundary with the road.

( m ) The main Monivea Road where the said road is a perimeter road.

( n ) The main Monivea Road between a point where the county borough boundary intersects the northern side of the road and a point 60 metres north-east of its eastern junction with the old Monivea Road.

( o ) The Ballybrit Road for a distance of 290 metres from its junction with the main Monivea Road.

( p ) The Ballagh Road between its junction with the Mincloon Road and a point 540 metres south west of its junction with the Moycullen Road.

3. The following roads in the town of Loughrea:—

( a ) The Raruddy Road, The Raheen Road, The Clonoo Road.

( b ) The Woodford Road for a distance of 192 metres from the town boundary.

( c ) The Tynagh or Portumna Road for a distance of 256 metres from the town boundary.

( d ) The Ballinasloe Road (National Road N6) for a distance of 210 metres south-west of the point where the town boundary intersects the northern side of the road.

( e ) The Caheronaun Road for a distance of 478 metres from the town boundary.

( f ) The Bullaun Road for a distance of 95 metres from the town boundary.

( g ) The Athenry Road (National Road N6) between the town boundary and a point 25 metres south-east of its junction with the Raruddy Road.

( h ) The Old Galway Road and its continuation as the Cartron Road between the town boundary and a point 25 metres east of its junction with the Raheen Road.

( i ) The Gort Road (National Road N66) for a distance of 455 metres from the town boundary.

4. The following roads in the town of Tuam:—

( a ) The Killaloonty Road between the point where the town boundary intersects the south-western side of the road and a point 18 metres north of its junction with the Galway Road (National Road N17).

( b ) The Galway Road (National Road N17) between the point where the town boundary intersects the north-western side of the road and a point 195 metres west of its junction with the Killaloonty Road.

SECOND SCHEDULE

Roads in the County of Galway declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads at Ahascragh:—

( a ) Church Road.

( b ) The Ballinasloe-Mount Bellew Bridge road between a point 412 metres west of its junction with the Kilconnell Road and a point 393 metres north of its junction with Church Road.

( c ) The Kilconnell Road for a distance of 73 metres from its junction with the Ballinasloe-Mount Bellew Bridge road.

2. The following roads at Ardrahan:—

( a ) The Galway-Limerick road (National Road N18) between a point 119 metres north-west of its junction with Market Square and a point 228 metres south-east of the said junction.

( b ) Market Square and its continuation to the Craughwell Road.

( c ) The Kinvara Road for a distance of 23 metres from its junction with Market Square.

3. The following roads at Athenry:—

All roads in the area enclosed by a line commencing at a point on the Tuam Road 759 metres north-west of its junction and drawn thence in straight lines successively to the following points:—

EXPLANATORY NOTE

These Regulations replace the Road Traffic (Speed Limits) (County of Galway) 1979 ( S.I. No. 189 of 1979 ) and alter the speed limits applicable to certain roads in Galway City and County.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit of 30 mph prescribed by section 45 of the Road Traffic Act, 1961 .

The Regulations declare that the roads mentioned in the Second Schedule, which would otherwise be outside the scope of the built-up area speed limit of 30 mph shall be subject to that limit.

The Regulations prescribe a speed limit of 40 mph in respect of the public roads mentioned in the Third Schedule.

Ambulances, fire brigade vehicles and Garda Siochana vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
