ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF GALWAY) REGULATIONS, 1979.

The Minister for the Environment in exercise of the powers conferred on him by sections 5 and 45 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 46 of the said Act as amended by the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations: —

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Galway) Regulations, 1979.

2 Commencement.

2. These Regulations shall come into operation on the 11th day of June, 1979.

3 Interpretation.

3. In these Regulations save where the context otherwise requires—

"the Act" means the Road Traffic Act, 1961 ;

"road" means a public road;

"perimeter road" means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or a town;

"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act;

"distance" means distance as measured along the centre line of a road.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following: —

( a ) ambulances,

( b ) fire brigade vehicles, and

( c ) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocations.

7. The Road Traffic (Speed Limits) (County of Galway) Regulations, 1968 ( S.I. No. 110 of 1968 ), na Rialacháin Um Thrácht ar Bhóithre (Luasteorainneacha) (Contae na Gaillimhe) (Leasú), 1970 (I.R. Uimh. 126 de 1970) and the Road Traffic (Speed Limits) (County of Galway) (Amendment) Regulations, 1972 ( S.I. No. 225 of 1972 ) are hereby revoked.

FIRST SCHEDULE

Roads in the County of Galway declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads in the Urban District of Ballinasloe:—

( a ) Taughmaconnell Road, The Parkmore Road, The Rooaun Road, The Portumna Road, The Deerpark Road, The Derrymullan Road, The Kilclooney Road, The Atticorra Road.

( b ) The Dublin Road between the urban district boundary and point 255 metres east of its junction with the Shannonbridge Road.

( c ) The Shannonbridge Road for a distance of 425 metres from the urban district boundary.

( d ) Beechlawn Road and its continuation to Pollboy Bridge.

( e ) The road connecting Pollboy Bridge with Dunlo Street and its continuation to the urban district boundary from a point 275 metres south-east of its junction with Dunlo Street.

( f ) The Athenry Road between the urban district boundary and a point 229 metres west of its junction with the Ahascragh Road.

( g ) The Ahascragh Road for a distance of 1,125 metres from the urban district boundary.

( h ) The Loughrea Road between the urban district boundary and a point 256 metres south-west of its junction with Harris Road.

( i ) The roads connecting Beechlawn Road with the road leading from Dunlo Street to Pollboy Bridge.

2. The following roads in the Borough of Galway: —

( a ) The Letteragh Road.

( b ) The Oranmore Road between the borough boundary and a point 46 metres east of its junction with the Ballyloughaun Road.

( c ) The Claregalway Road for a distance of 1,050 metres from the borough boundary.

( d ) Sean Mulvoy Road between its junction with the Headford Road and a point 91 metres west of its junction with New Cemetery Cross.

( e ) The Headford Road for a distance of 2,377 metres from the borough boundary.

( f ) The Coolagh Road between the borough boundary and its junction with the Terryland Road.

( g ) The Terryland Road for a distance of 1,372 metres from its junction with the Coolagh Road.

( h ) The road connecting the Headford Road with the Coolagh Road.

( i ) The Moycullen Road for a distance of 870 metres from the borough boundary.

( j ) The Barna-Taylor's Hill road between the borough boundary and a point 128 metres west of its junction with Thread-needle Road.

( k ) The Rahoon Road between the borough boundary and its junction with the road connecting Rahoon Road with the Seamus Quirke Road.

( l ) Cloran's (or Grave's) Road between, its junction with the Rahoon Road and a point 137 metres north of its junction with the Barna-Taylor's Hill road.

( m ) The road connecting the Rahoon Road with the Seamus Quirke Road.

( n ) The Seamus Quirke Road between a point 37 metres north of its junction with the Rahoon Road and a point 137 metres west of its junction with the Moycullen Road.

( o ) The Circular Road, excluding that portion of the road between its junction with the Moycullen Road and a point 201 metres south-west of that junction.

( b ) The Woodford Road for a distance of 192 metres from the town boundary.

( d ) The Ballinasloe Road between the town boundary and a point 18 metres north-east of its westernmost junction with the Garrybreedia Road.

( e ) The Caheronaun Road for a distance of 777 metres from the town boundary.

( f ) The Bullaun Road between the town boundary and a point 155 metres north of its junction with Nunnery Lane.

( g ) The Athenry Road between the town boundary and a point 458 metres south-east of its junction with the Raruddy Road.

SECOND SCHEDULE.

Roads in the County of Galway declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads at Ahascragh: —

( a ) Church Road.

( b ) The Ballinasloe-Mount Bellew Bridge road between a point 412 metres west of its junction with the Kilconnell Road and a point 393 metres north of its junction with Church Road.

( c ) The Kilconnell Road for a distance of 73 metres from its junction with the Ballinasloe-Mount Bellew Bridge road.

2. The following roads at Ardrahan: —

( a ) The Galway-Limerick road between a point 119 metres north-west of its junction with Market Square and a point 128 metres south of the said junction.

( b ) Market Square and its continuation to the Craughwell Road.

( b ) a point on the Dooneen Road 91 metres south-east of its junction with Bridge Street,

( c ) a point on the Ballyconneely Road 27 metres south-west of its junction with Bridge Street,

( d ) a point on Beach Road 55 metres west of its junction with Main Street,

( e ) a point on the Sky Road 69 metres west of its junction with High Road,

( f ) a point on the Westport Road 389 metres from Courthouse junction,

( g ) the northernmost point of the Hospital Road,

The Moylough-Dunmore road between a point 2,490 metres north of its junction with the Tuam Road and a point 3310 metres north of the said junction.

( a ) The Finney-Leenane road between a point 135 metres south-east of its junction with the Graveyard Road and a point 135 metres north of its junction with the Carrowkeel Road.

( b ) The Cong Road between its junction with the Finney-Leenane road and a point 90 metres east of its junction with the Carrowhekeen Road.

( c ) The Carrowhekeen Road for a distance of 50 metres from its junction with the Cong Road.

15. The following roads at Corrandulla:—

( a ) The road leading to Laghtgeorge from the main Galway-Headford road between a point 503 metres west of its junction with the Castlecreevy Road and a point 503 metres south-east of the said junction.

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) (County of Galway) Regulations, 1968 ( S.I. No. 110 of 1968 ), na Rialacháin Um Thrácht um Bhóithre (Luasteorainneacha) (Contae na Gaillimhe) (Leasú), 1970 (I.R. Uimh. 126 de 1970) and the Road Traffic (Speed Limits) (County of Galway) (Amendment) Regulations, 1972 ( S.I. No. 225 of 1972 ) and alter the speed limits applicable to certain roads in County Galway.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit of 30 m.p.h. prescribed by section 45 of the Road Traffic Act, 1961 , thus enabling a special speed limit of 40 m.p.h. to be applied to some of these roads.

The Regulations declare that the roads mentioned in the Second Schedule which would otherwise be outside the scope of the built-up area speed limit of 30 m.p.h. shall be subject to that limit.

The Regulations prescribe a speed limit of 40 m.p.h. in respect of the public roads mentioned in the Third Schedule.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the courses of duty are excepted from all speed limits by the Regulations.
