ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF MAYO) REGULATIONS, 1969.

The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) amended as regards the said section 46 by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations :—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Mayo) Regulations, 1969.

2 Commencement.

2. These Regulations shall come into operation on the 1st day of April, 1969.

3 Interpretation.

3. In these Regulations save where the context otherwise requires " the Act " means the Road Traffic Act, 1961 ;

" road " means a public road;

" special speed limit " and " built-up area speed limit " have the meanings respectively assigned to them in Part IV of the Act;

" distance " means distance as measured along the centre line of a road;

" perimeter road " means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or a town.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following :—

(a) ambulances,

(b) fire brigade vehicles and

(c) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocation.

7. Articles 5 and 6 of the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) in so far as they relate to roads in the County of Mayo are hereby revoked.

FIRST SCHEDULE.

Roads declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads in the Urban District of Ballina :

(a) The Swinford Road between the Urban District boundary and a point 460 yards from the point where the said boundary intersects the north-eastern side of the road.

(b) The Sligo Road where the said road is a perimeter road.

(c) Cockle Street or Primrose Hill for a distance of 485 yards from the point where the Urban District boundary intersects the south-eastern side of the road.

(d) The Crossmolina Road for a distance of 115 yards from the Urban District boundary.

(e) The Old Crossmolina Road between the Urban District bounary and a point 300 yards from the point where the said boundary intersects the southern side of the road.

(f) The Foxford Road for a distance of 168 yards from the Urban District boundary.

(g) The Downhill Road between the Urban District boundary and a point 35 yards from its junction with the Sligo Road.

(h) The road leading northwards from the Ballina House Road towards the townland of Belleek.

2. The following roads in the Urban District of Castlebar :

(a) The Moneen Road where the said road is a perimeter road.

(b) The Old Glenisland Road where the said road is a perimeter road.

(c) The Claremorris Road for a distance of 280 yards from the Urban District boundary.

(d) The Claremorris (Lower) Road between the Urban District boundary and a point 20 yards east of its junction with McHale Road.

(e) The Westport Road between the Urban District boundary and a point 20 yards south-west of its southern junction with St. Patrick's Avenue.

3. The following roads in the Urban District of Westport :

(a) The Corrig Road, The Pound Road (eastern), The Pound Road (western), The Carrowbaun Road, The Carrownalurgan Road, The New Forest Road, The Paddock Road, The Attireesh Road, The Buckwaria Road, The Lodge Road.

(b) The Ballinrobe Road for a distance of 1220 yards from the Urban District boundary.

(c) The Sandyhill Road between the Urban District boundary and a point 10 yards north-west of the centre point of the Railway Bridge.

(d) the Leenane Road for a distance of 1110 yards from the Urban District boundary.

(e) The Louisburgh Road (i) for a distance of 145 yards from the point where it is intersected by the Urban District boundary and (ii) between a point 80 yards east of its junction with Quay Hill and a point 310 yards west of its junction with the Leenane Road.

(f) The Newport Road for a distance of 1275 yards from the Urban District boundary.

(g) The Castlebar Road for a distance of 1050 yards from the Urban District boundary.

SECOND SCHEDULE.

Roads declared to be public roads in a built-up area for the purposes of section 45 of the act.

1. The following road at Achill Sound :

The Keel-Newport road between a point 80 yards west of its junction with New Road and the western abutment of Achill Sound Swing Bridge.

2. The following roads adjacent to the Urban District of Ballina :

(a) The Ballina House Road, The Leigue Road.

(b) The Bonniconlon Road for a distance of 293 yards from the point where the boundary of the Urban District of Ballina intersects the southern side of the road.

(c) The Quay Road for a distance of 135 yards from the boundary of the Urban District of Ballina.

(d) The Bohernasup Road where the said road is a perimeter road.

3. The following roads at Ballinrobe :

(a) Bowgate Street, Brewery Lane, Bridge Street, Church Lane, The Common, Corn Market, Glebe Street, High Street, Main Street, Market Place, New Line, New Street, New Street Cottages Road, Weaver Row, Watson's Lane.

(b) Chapel Road and its continuation as the Castlebar Road for a distance of 361 yards from its junction with Market Place.

(c) The Ballyglass road for a distance of 125 yards from its junction with Market Place.

(d) Abbey Road and its continuation as the Cloongowla Road for a distance of 400 yards from its junction with Bridge Street.

(e) Abbey Street and its continuation as the Hollymount Road for a distance of 420 yards from its junction with Abbey Road.

(f) The Roundfort Road for a distance of 439 yards from its junction with Watson's Lane.

(g) The Kilmaine Road for a distance of 400 yards from its junction with the New Line.

(h) The Neale Road for a distance of 570 yards from its junction with Corn Market.

(i) The Clonbur Road for a distance of 25 yards from its junction with the Neale Road.

(j) The Cushlough or Creag Road for a distance of 251 yards from its junction with Chapel Road.

(k) The Cornaroya Road for a distance of 152 yards from its junction with New Street.

4. The following roads at Ballyhaunis :

(a) Abbey Street, Barrack Street, Bridge Street, Market Square.

(b) The Ballinlough Road for a distance of 600 yards from its junction with the Irishtown Road.

(c) The Cloonfad Road for a distance of 150 yards from its junction with the Ballinlough Road.

(d) The Irishtown Road for a distance of 300 yards from its junction with the Ballinlough Road.

(e) Knox Street and its continuation as the Charlestown Road between Market Square and a point 40 yards north of its southernmost junction with the Pollnacroaghy Road.

(f) Clare Street and its continuation as the Claremorris Road for a distance of 295 yards from its junction with Market Square.

(g) The Annagh Lough Road for a distance of 80 yards from its junction with Main Street.

(h) Tooraree Cottages Road for a distance of 60 yards from its junction with the Knock Road.

(i) The Hazelhill Road for a distance of 25 yards from its junction with the Knock Road.

(j) Main Street and its continuation as the Knock Road between its junction with Bridge Street and a point 280 yards west of its junction with Tooraree Cottages Road,

5. The following roads at Belmullet :

All roads in the area enclosed by a line commencing at a point on the Castlebar Road 730 yards south-east of its junction with Carter Square and drawn thence in straight lines successively to the following points :—

(a) a point on the Corclagh Road 377 yards south of its junction with Carter Square.

(b) a point on the Coast Road leading south from William Street 330 yards south of its junction with William Street.

(c) the seaward terminal point of the Quay.

(d) a point on the High-Water Mark due west of the northern abutment of Belmullet Swing Bridge.

(e) the northern abutment of Belmullet Swing Bridge.

(f) a further point on the High-Water Mark 182 yards east of the northern abutment of Belmullet Swing Bridge.

and from the last mentioned point in a straight line to the commencement point on the Castlebar Road.

6. The following roads adjacent to the Urban District of Castlebar :

(a) The Staball Road.

(b) The Ballinrobe Road for a distance of 530 yards from the boundary of the Urban District of Castlebar.

(c) The Belcarra Road for a distance of 135 yards from its junction with the Ballinrobe Road.

(d) The Ballina Road for a distance of 440 yards from the boundary of the Urban District of Castlebar.

(e) The Pontoon Road where the said road is a perimeter road.

(f) The Newport Road for a distance of 330 yards from the boundary of the Urban District of Castlebar.

7. The following roads at Charlestown :

(a) The Circular Roads.

(b) The Ballaghaderreen-Swinford road between a point 25 yards west of its junction with the Doocastle Road and a point 730 yards south-west of the centre of the bridge at Market Square.

(c) The Ballyhaunis Road for a distance of 115 yards from its junction with the Ballaghaderreen-Swinford road.

(d) Main Street between its junction with the Ballaghaderreen-Swinford road and the boundary between the counties of Mayo and Sligo.

8. The following roads at Claremorris :

(a) Boherduff Cottages Road, Chapel Lane, Main Street, Market Square.

(b) The Hollymount Road for a distance of 1025 yards from its junction with the Ballindine Road.

(c) The Ballindine Road for a distance of 661 yards from its junction with the Hollymount Road.

(d) The Ballyglass-Mayo Abbey Road for a distance of 73 yards from its junction with the Hollymount Road.

(e) The Fair Green Road and its continuation as the Cloonconnor Road for a distance of 244 yards from its junction with the Ballyhaunis Road.

(f) The Ballyhaunis Road for a distance of 470 yards from its junction with D'Alton Street.

(g) D'Alton Street and its continuation as the Knock Road for a distance of 930 yards from its junction with the Ballyhaunis Road.

(h) Mount Street and its continuation as the Castlebar Road for a distance of 1000 yards from its junction with D'Alton Street.

9. The following roads at Crossmolina :

(a) The Back Lanes, Main Street, School Lane, Bord na Móna Housing Scheme Road.

(b) Mullenmore Street and its continuation as the Castlebar Road for a distance of 425 yards from its junction with Ballina Street.

(c) Chapel Street and its continuation as the Rakestree Road for a distance of 650 yards from its junction with Main Street.

(d) Ballina Street and its continuation as the Ballina Road for a distance of 1235 yards from its junction with Mullenmore Street.

(e) Erris Street and its continuation as the Belmullet Road for a distance of 550 yards from its junction with Church Street.

(f) Church Street and its continuation as the Killala Road for a distance of 210 yards from its junction with Erris Street.

10. The following roads at Foxford :—

(a) Bridge Street, Market Street, Pound Street, Providence Road, The Mill Road.

(b) The Castlebar Road for a distance of 140 yards southwards from its junction with Pound Street.

(c) The Dispensary Road for a distance of 35 yards from its junction with Chapel Road.

(d) Chapel Road and its continuation as the Swinford Road for a distance of 265 yards from its junction with Dispensary Road.

(e) The Rinanna Road for a distance of 50 yards from its junction with Swinford Road.

(f) The Ballina Road for a distance of 350 yards from its junction with the Pontoon Road.

(g) The Pontoon Road for a distance of 220 yards from its junction with the Ballina Road.

(h) The Clossagh Road for a distance of 50 yards from its junction with the Pontoon Road.

11. The following roads at Kilmaine :—

(a) The Ballinrobe-Shrule road between a point 121 yards north of its junction with the Neale Road and a point 192 yards south of its junction with the Tuam Road.

(b) The Tuam Road for a distance of 320 yards from its junction with Ballinrobe-Shrule road.

(c) The Neale Road for a distance of 215 yards from its junction with the Ballinrobe-Shrule road.

12. The following roads at Kiltimagh :—

(a) Market Square.

(b) The Bohola-Balla road between a point 295 yards north of its junction with the Swinford Road and a point 70 yards south-west of its junction with the Pollagh Road.

(c) George's Street and its continuation as the Kilkelly Road for a distance of 500 yards from its junction with the Bohola-Balla road.

(d) The Cloonkedagh Road for a distance of 125 yards from its junction with the Bohola-Balla road.

(e) Thomas Street and its continuation as the Knock Road for a distance of 620 yards from its junction with the Bohola-Balla road.

(f) The Cloonmore Road for a distance of 210 yards from its junction with the Bohola-Balla road and the road connecting this part of the Cloonmore Road with the Bohola-Balla road.

(g) The Pollagh Road for a distance of 45 yards from its junction with the Bohola-Balla road.

(h) The Circular Roads north and south of Thomas Street, north of George's Street and west of Main Street and Aiden Street.

(i) The Swinford Road for a distance of 250 yards from its junction with the Bohola-Balla road.

13. The following roads at Knock :—

(a) Graveyard Road.

(b) The Claremorris-Kilkelly road between a point 264 yards north of its junction with the Churchfield Road and a point 51 yards south of its junction with the Kiltimagh Road at Heneghan's Cross Roads.

14. The following roads at Newport :—

(a) Barrack Hill, Newbridge Street.

(b) The Westport-Achill road between a point 25 yards south-west of its junction with the Sandymount Road and a point 82 yards south-west of its junction with the Glenhest Road.

(c) The Sandymount Road for a distance of 20 yards from its junction with the Westport-Achill road.

(d) The Carrowkennedy Road for a distance of 90 yards from its junction with the Westport-Achill road.

(e) The two forks of the Quay Road for a distance of 25 yards from their junctions with the Westport-Achill road.

(f) Castlebar Street and its continuation as the Castlebar Road for a distance of 350 yards from its junction with the Westport-Achill road.

(g) The road connecting Castlebar Street with the Westport-Achill road.

(h) Church Lane for a distance of 30 yards from its junction with the Westport-Achill road.

15. The following roads at Shrule :—

(a) Market Place.

(b) The Kilmaine-Galway road between a point 15 yards north of its junction with the Glencorrib Road and the boundary between the counties of Mayo and Galway at Shrule Bridge.

(c) The Glencorrib Road for a distance of 416 yards from its junction with the Kilmaine-Galway road.

(d) The Dalgan Road for a distance of 340 yards from its junction with the Kilmaine-Galway road.

16. The following roads at Swinford :—

(a) Back Lane, Brookville Avenue, Chapel Street, Circular Road, Davitt's Terrace, Main Street, O'Connor's Lane, Pound Street, Sancta Maria Terrace, St. Ita's Terrace, Station Road, Kilbride Cottages Road.

(b) The Foxford Road for a distance of 140 yards from its junction with the Aclare Road.

(c) The Castlebar Road for a distance of 160 yards from its junction with the Kiltimagh Road.

(d) The Kiltimagh Road for a distance of 30 yards from its junction with the Castlebar Road.

(e) The Kilkelly Road for a distance of 490 yards from its junction with Davitt's Terrace.

(f) The Park Road for a distance of 150 yards from its junction with the Kilkelly Road.

(g) Back Street and its continuation as the Charlestown Road for a distance of 490 yards from its junction with Main Street.

(h) The Aclare Road for a distance of 65 yards from its junction with the Foxford Road.

THIRD SCHEDULE.

Roads in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following roads at Balla :—

(a) Market Square, The Back Line.

(b) The Castlebar-Claremorris road between a point 337 yards south of its junction with the Kiltimagh Road and a point 198 yards south-east of its junction with the Mayo Abbey Road.

(c) The Mayo Abbey Road for a distance of 300 yards from its junction with the Castlebar-Claremorris road.

(d) The Lane to Tobermurry.

2. The following road in and adjacent to the Urban District of Castlebar :—

The Westport Road between a point 946 yards south-west of the point where the boundary of the Urban District of Castlebar intersects the southern side of the road and a point 20 yards south-west of its southern junction with St. Patrick's Avenue.

3. The following road at Charlestown :—

The Ballyhaunis Road between a point 115 yards south of its junction with the Ballaghaderreen-Swinford road and a point 315 yards south of the said junction.

4. The following road at Claremorris :—

The Ballyhaunis Road between a point 470 yards north-east of its junction with D'Alton Street and a point 1012 yards north-east of the said junction.

5. The following raods at Crossmolina :—

(a) St. Mary's park.

(b) Erris Street and its continuation as the Belmullet Road between a point 550 yards west of its junction with Church Street and a point 1030 yards west of the said junction.

6. The following road at Shrule :—

The Kilmaine-Galway road between a point 15 yards north of its junction with the Glencorrib Road and a point 433 yards north of the said junction.

7. The following roads in the Urban District of Wesport :—

(a) The Louisburgh Road between a point 80 yards east of tis junction with Quay Hill and a point310 yards west of its junction with the Leenane Road.

(b) The Ballinrobe Road between a point 1220 yards from the Urban District boundary and a point 880 yards from the said boundary.

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) Regulations, 1963 and 1965, in their application to the County of Mayo and alter the speed limits applicable to certain roads in this area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by Section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule.

Ambulances, fire brigade vehicles and Garda vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
