ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF KILDARE) REGULATIONS, 1969.

The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) amended as regards the said section 46 by section 25 of the Road Traffic Act, 1968 (No. 25 of 1969) hereby makes the following Regulations : —

1 Citation

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Kildare) Regulations, 1969.

2 Commencement.

2. These Regulations shall come into operation on the 1st day of March, 1969.

3 Interpretation.

3. In these Regulations save where the context otherwise requires—

" the Act " means the Road Traffic Act, 1961 ;

" road " means a public road;

" special speed limit " and " built-up area speed limit " have the meanings respectively assigned to them in Part IV of the Act;

" distance " means distance as measured along the centre line of a road.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the act.

5 Special speed limit.

5. (1) Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

(2) Fifty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Fourth Schedule to these Regulations.

(3) Sixty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Fifth Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limits prescribed in article 5 of these Regulations and from the built-up area speed limit the following : —

(a) ambulances,

(b) fire brigade vehicles and

(c) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocation.

7. Articles 5 and 6 of the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) in so far as they relate to roads in the County of Kildare are hereby revoked.

FIRST SCHEDULE

Roads declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads in the Urban District of Athy :—

(a) The Ballintubbert Road.

(b) The Carlow Road between the Urban District boundary and a point 75 yards south of its junction with the Aughaboura Road.

(c) The Ballylinan Road for a distance of 100 yards from the Urban District boundary.

(d) The Fortbarrington Road for a distance of 475 yards from the point where the Urban District boundary intersects the eastern side of the road.

(e) The Stradbally Main Road between the Urban District boundary and a point 150 yards north-west of its junction with the Ballintubbert Road.

(f) The Monasterevin Road between the Urban District boundary and a point 410 yards south of the point where the said boundary intersects the western side of the road.

(g) The Naas Road between the Urban District boundary and a point 25 yards east of its junction with the Kildare Road.

2. The following roads in the town of Droichead Nua :—

(a) Great Connell Road.

(b) The Naas Road for a distance of 360 yards from the town boundary.

(c) The Milltown or Station Road for a distance of 160 yards from the town boundary.

(d) The part of the Morristownbiller Road which lies inside the town boundary north-west of a point 350 yards north-west of its junction with the Stand-house Road.

3. The following roads in the Urban District of Naas :—

(a) The Mill Lane, Canal Bank, Monread Road, Fishery Lane, Tipper Road and its northern and southern branches.

(b) The Craddockstown Road between the Urban District boundary and a point 230 yards north-west of the railway bridge.

(c) The Ballymore-Eustace Road for a distance of 1,330 yards from the Urban District boundary.

(d) The Kilcullen Road between the Urban District boundary and a point 80 yards south of its junction with Patricia Avenue.

(e) The Rathasker Road between the Urban District boundary and a point 250 yards south of its junction with the Droichead Nua Road.

(f) The road leading from the Rathasker Road to the Kilcullen Road between the townlands of Bluebell and Rathasker.

(g) The Droichead Nua Road between the Urban District boundary and a point 100 yards west of its junction with St. David's Terrace.

(h) The Caragh Road for a distance of 1,800 yards from the Urban District boundary.

(i) The Sallins Road between the Urban District boundary and a point 50 yards north of St. Joseph's Road.

(j) The Dublin Road between the Urban District boundary and a point 25 yards north-east of its junction with St. Corban's Place.

(k) The Blessington Road between the Urban District boundary and a point 20 yards south-east of its junction with the Friary Road.

SECOND SCHEDULE

Roads declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following road adjacent to the Urban District of Athy :—

The Kildare Road for a distance of 300 yards from the boundary of the Urban District of Athy.

2. The following roads at Castledermot :—

(a) Carlow Gate, School Lane, The Square, The Abbeylands Housing Scheme roads.

(b) The Dublin-Carlow road between a point 5 yards south of the Pike Cross and a point 100 yards south-west of its junction with the Tullow Road.

(c) The Deals between a point 25 yards west of its junction with the Corballis Road and its junction with the Dublin-Carlow road.

(d) Keenan's Lane for a distance of 50 yards from its junction with the Dublin-Carlow road.

(e) Church Lane for a distance of 100 yards from its junction with the Dublin-Carlow road.

(f) The Tullow Road for a distance of 25 yards from its junction with the Dublin-Carlow road.

(g) The Newtownallen Road between the Square and a point 30 yards east of its junction with Mageney Road.

(h) The Athy Road between the Square and a point 50 yards north-west of its junction with Carlow Gate.

(i) The Hamilton Road for a distance of 100 yards from its junction with the Dublin-Carlow road.

3. The following roads at Celbridge : —

(a) Main Street, St. Patrick's Park.

(b) The Lucan Road for a distance of 100 yards from its junction with the Hazelhatch Road.

(c) The Hazelhatch Road for a distance of 50 yards from its junction with the Lucan Road.

(d) The Templemills Road for a distance of 50 yards from its junction with the Hazelhatch Road.

(e) The Clane Road for a distance of 25 yards from its junction with Tail Lane.

(f) Tail Lane and its continuation as the Oldtown Road to a point 150 yards north-west of its junction with the western-most entrance to St. Patrick's Park.

(g) The Maynooth Road for a distance of 400 yards from its junction with Main Street.

4. The following road at the Curragh Camp :—

The Ballymany Cross-Brownstown road between a point 75 yards north-west of its junction with Collins Road West and a point 200 yards south-east of its junction with O'Higgins Road West.

5. The following roads adjacent to the town of Droichead Nua :—

(a) Moore Park, Moorfield Crescent.

(b) The Barretstown Road between the boundary of the town of Droichead Nua and a point 50 yards north-east of its junction with the Common Road.

(c) The Common Road for a distance of 250 yards from its junction with the Barretstown Road.

(d) The Stand-house Road for a distance of 400 yards from the point where the boundary of the town of Droichead Nua intersects the southern side of the road.

(e) The Kildare Road between the boundary of the town of Droichead Nua and a point 20 yards south-west of its junction with the Morristownbiller Road.

(f) The Green Road for a distance of 350 yards from its junction with the Kildare Road.

(g) The Morristownbiller Road between its junction with the Kildare Road and a point 350 yards north-west of its junction with the Stand-house Road.

6. The following roads at Kilcock :—

(a) Canal Street, Cemetery Lane, Luby's Lane, Mill Lane, School Street, The Square, Fair Green.

(b) The Dublin-Mullingar road between a point 120 yards south-east of its junction with the Naas Road and a point 720 yards north-west of the said junction.

(c) The Naas Road for a distance of 680 yards from its junction with the Dublin-Mullingar road.

(d) The Rathcoffey Road for a distance of 430 yards from its junction with the Naas Road.

(e) The Dunshaughlin Road between its junction with the Square and the boundary between the counties of Kildare and Meath.

7. The following roads at Kilcullen :—

(a) The Nicholastown Housing Scheme roads, The Square.

(b) The Naas-Carlow road between a point 140 yards south of its junction with the Ballymore-Eustace Road and a point 290 yards south-west of its junction with the Droichead Nua Road.

(c) The Dunlavin Road for a distance of 200 yards from its junction with the Naas-Carlow road.

(d) The Droichead Nua Road for a distance of 140 yards from its junction with the Naas-Carlow road.

8. The following roads at Kildare :—

All roads (other than the roads described at reference 5 in the Third Schedule to these Regulations) in the area enclosed by a line commencing at a point on the Milltown Road 400 yards north of its junction with the Melitta Road and drawn thence in straight lines successively to the following points:—

(a) a point on the Rathangan (via Dunmurry) Road 20 yards north of its junction with the Fair Green Cottages Road,

(b) a point on the Old Road 50 yards north of its junction with Bohereenagerr,

(c) a point on the South Green Road 50 yards north-west of its junction with Bohereenagerr,

(d) a point on the Redhills Road 70 yards north-west of its junction with Pigeon Lane,

(e) a point on the Monasterevin Road 350 yards west of its junction with Pigeon Lane,

(f) a point on the Athy Road 350 yards south of its junction with St. Brigid's Square,

(g) a point on the Tully Road 220 yards south of its junction with the Convent Road,

(h) a point on the Frenchfurze Road 370 yards south-east of its junction with the Droichead Nua Road,

(i) a point on the Droichead Nua Road 760 yards north-east of its junction with the Frenchfurze Road,

(j) a point on the Melitta Road 740 yards east of its junction with the Milltown Road,

and thence in a straight line to the commencement point on the Milltown Road.

9. The following roads at Leixlip :—

(a) Buckley's Lane, Mill Lane, Old Hill Road, Ralf Square,Spionkop Cottages Road, St. Mary's Park, McMahon's Lane.

(b) The Dublin-Mullingar road between the boundary of the counties of Kildare and Dublin and a point 125 yards north of its junction with the Old Hill Road.

(c) The Confey Road for a distance of 450 yards from its junction with the Dublin-Mullingar road.

(d) The road connecting Mill Lane with St. Mary's Park between its junction with Mill Lane and its junction with St. Mary's Park.

(e) The Ballygoran Road between a point 75 yards from its junction with the Dublin-Mullingar road and a point 220 yards west of its junction with the road leading to Louisa Bridge.

(f) The Celbridge Road between a point 150 yards from its junction with the Dublin-Mullingar road and a point 1,150 yards from the said junction.

(g) The road connecting the Ballygoran Road with the Dublin-Mullingar road at Louisa Bridge between its junction with the Ballygoran Road and a point 100 yards south of its junction with the Dublin-Mullingar road.

10. The following roads at Maynooth :—

(a) All roads (other than the road described at reference 7 in the Third Schedule to these Regulations) in the area enclosed by a line commencing at a point on the Dublin-Mullingar road 25 yards west of its junction with Carton Lane and drawn thence in straight lines successively to the following points : —

(i) a point on the Straffan Road 100 yards south-east of its junction with Market Square,

(ii) the most southerly point of Harbour Lane or Leinster Street,

(iii) a point on the Rathcoffey Road 300 yards from its junction the Dublin-Mullingar road,

(iv) a further point on the Dublin-Mullingar road 170 yards west of its junction with the Moyglare Road,

(v) a point on the Moyglare Road 300 yards north-west of its junction with the Dublin-Mullingar road,

(vi) a point on the Dunboyne Road 250 yards north-west of its junction with the Dublin-Mullingar road

and thence to the commencenment point on the Dublin-Mullingar road.

(b) The roads in Leinster Park not included in the description at reference (a) above.

11. The following roads at Monasterevin : —

(a) Cowpasture Cottages Road, Drogheda Row, Drogheda Street, Market Square, New Cottages Road, St Mary's Lane, Togher Road, Whelan's Row or Whelan's Street.

(b) The Kildare-Portlaoise road between a point 200 yards east of its junction with Drogheda Street and a point 175 yards south-west of the centre point of Town's Bridge.

(c) The Portarlington Road (incorporating West End, Moore Street and Main Street) between a point 25 yards south of the Railway Bridge and its junction with Market Square.

(d) The Canal Road or High Bridge Road between its junction with the Portarlington Road and a point 20 yards north-east of its junction with Drogheda Street.

(e) The Rathangan Road for a distance of 400 yards from Cowpasture Cross Roads.

(f) The Cowpasture Road between its junction with Drogheda Row and a point 450 yards south-east of the said junction.

12. The following roads at Rathangan : —

(a) Ard Mhuire Cottages Road, Bridge Street, Chapel Street, Crescent Cottages Road, Main Street, Market Square, New Street.

(b) The Monasterevin Road for a distance of 100 yards from its junction with the Kildare Road.

(c) The Kildare Road for a distance of 200 yards from its junction with the Monasterevin Road.

(d) The Lullymore Road for a distance of 170 yards from its junction with New Street.

(e) The Ballydermot Road between its junction with Main Street and a point 100 yards south-east of Yellow Lough Cross Roads and the road connecting this part of the Ballydermot Road with the Sheane Road.

(f) The Sheane Road between its junction with Main Street and a point 200 yards east of Sheane Cross Roads.

THIRD SCHEDULE

Roads in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following roads in and adjacent to the Urban District of Athy :—

(a) The Carlow Road between a point 75 yards south of its junction with the Aughaboura Road and a point 625 yards south of the said junction.

(b) The Naas Road between a point 25 yards east of its junction with the Kildare Road and a point 425 yards east of the said junction.

2. The following roads in and adjacent to the town of Droichead Nua :—

(a) The Ballymany Housing Scheme roads.

(b) Great Connell Road for a distance of 250 yards from its junction with the Naas Road.

(c) The Naas Road between a point 360 yards south-west of the boundary of the town of Droichead Nua and a point 50 yards north-east of Buckley's Cross Roads.

(d) The Kildare Road between a point 20 yards south-west of its junction with the Morristownbiller Road and a point 1,120 yards south-west of the boundary of the town of Droichead Nua.

3. The following road at Kilcock :—

The Dublin-Mullingar road between a point 120 yards south-east of its junction with the Naas Road and a point 470 yards south-east of the said junction.

4. The following roads at Kilcullen :—

(a) The Naas-Carlow road between a point 710 yards north of its junction with the Ballymore-Eustace Road and a point 140 yards south of the said junction.

(b) The Ballymore-Eustace Road for a distance of 200 yards from its junction with the Naas-Carlow road.

5. The following roads at Kildare :—

(a) The Droichead Nua Road between a point 150 yards east of its junction with the Convent Road and a point 760 yards north-east of its junction with the Frenchfurze Road.

(b) The Frenchfurze Road for a distance of 370 yards from its junction with the Droichead Nua Road.

(c) The Monasterevin Road between a point 100 yards west of its junction with Pigeon Lane and a point 350 yards west of the said junction.

6. The following roads at Leixlip :—

(a) The Dublin-Mullingar road between a point 50 yards north-west of its junction with the Ballygoran Road and a point 125 yards north of its junction with the Old Hill Road.

(b) The Celbridge Road for a distance of 150 yards from its junction with the Dublin-Mullingar road.

(c) The Ballygoran Road for a distance of 75 yards from its junction with the Dublin-Mullingar road.

7. The following road at Maynooth :—

The Dublin-Mullingar road between a point 40 yards east of its junction with Main Street and a point 25 yards west of its junction with Carton Lane.

8. The following road at Monasterevin :—

The Kildare-Portlaoise road between a point 250 yards north-east of the centre point of Clogheen Canal Bridge and a point 175 yards south-west of the centre point of Town's Bridge.

9. The following roads in the Urban District of Naas :—

(a) The Kilcullen Road between a point 1,400 yards from the Urban District boundary and a point 80 yards south of its junction with Patricia Avenue.

(b) The Droichead Nua Road between a point 1,320 yards from the Urban District boundary and a point 100 yards west of its junction with St. David's Terrace.

(c) The Sallins Road between a point 1,500 yards from the Urban District boundary and a point 50 yards north of St. Joseph's Road.

(d) The Dublin Road between a point 830 yards from the Urban District boundary and a point 25 yards north-east of its junction with St. Corban's Place.

FOURTH SCHEDULE

Roads in respect of which a special speed limit of 50 miles per hour is prescribed.

The following road in and adjacent to the Urban District of Naas :—

The Dublin-Naas road dual-carriageway and its continuation as the Dublin-Naas road between a point 510 yards north-east of its junction with the Golf Club Road (Johnstown Cross) and a point 830 yards south-west of the boundary of the Urban District of Naas.

FIFTH SCHEDULE

Roads in respect of which a special speed limit of 60 miles per hour is prescribed.

The following road between Johnstown and the boundary between the counties of Dublin and Kildare :—

The Dublin-Naas road dual-carriageway between the boundary of the counties of Kildare and Dublin and a point 510 yards north-east of its junction with the Golf Club Road (Johnstown Cross).

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) Regulations, 1963 to 1967, in their application to the County of Kildare and alter the speed limits applicable to certain roads in that area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by Section 45 of the Road Traffic Act, 1961 , and declare the publicroads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe speed limits of 40, 50 and 60 miles per hour in respect of the public roads mentioned in the Third, Fourth and Fifth Schedules, respectively, for all mechanically propelled vehicles.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
