ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF TIPPERARY NORTH RIDING) REGULATIONS, 1968.

The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) and as respects article 7 after consultation with the Commissioner of the Garda Síochána and the road authority concerned and as respects article 5 on the application of the said Commissioner hereby makes the following Regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Tipperary North Riding) Regulations, 1968.

2 Commencement.

2. These Regulations shall come into operation on the 1st day of September, 1968.

3 Interpretation.

3. In these Regulations save where the context otherwise requires—

"the Act" means the Road Traffic Act, 1961 ;

"road" means a public road;

"perimeter road" means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or a town;

"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act;

"distance" means distance as measured along the centre line of a road.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limits prescribed in article 5 of these Regulations and from the built-up area speed limit the following : —

(a) ambulances,

(b) fire brigade vehicles, and

(c) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocation.

7. Articles 5 and 6 of the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) in so far as they relate to roads in the County of Tipperary North Riding are hereby revoked.

FIRST SCHEDULE.

ROADS DECLARED NOT TO BE PUBLIC ROADS IN A BUILT-UP AREA FOR THE PURPOSES OF SECTION 45 of THE ROAD TRAFFIC ACT, 1961 .

1. The following roads in the Urban District of Nenagh : —

(a) The Moyroe Road, the Cloughjordan Road, the Ballintogher Road.

(b) The Limerick Road for a distance of 1,150 yards from the Urban District boundary.

(c) The Portroe Road between the Urban District boundary and a point 200 yards north-west of its junction with the Cudville Road.

(d) The Idrone or Dromin Road for a distance of 300 yards from the Urban District boundary.

(e) The Borrisokane Road between the Urban District boundary and a point 25 yards north-west of its junction with Ellard's Lane or St. Joseph's Park.

(f) The Old Birr Road for a distance of 560 yards from the Urban District boundary.

(g) The Dublin Road between the Urban District boundary and a point 25 yards east of its junction with the Old Well Road.

(h) The Thurles Road for a distance of 150 yards from the Urban District boundary.

(i) The Ballygraigue Road between the Urban District boundary and a point 480 yards from its junction with the Thurles Road.

(j) The Dolla Road for a distance of 895 yards from the Urban District boundary.

2. The following roads in the Urban District of Templemore : —

(a) The Borrisoleigh Road, The Ivy Hall Road.

(b) The Templetuohy Road for a distance of 1,300 yards from the point where it is intersected by the Urban District boundary.

(c) The Roscrea Road for a distance of 235 yards from the Urban District boundary.

(d) The Dunkerrin Road between the Urban District boundary and a point 100 yards from its junction with Richmond.

(e) Richmond and its continuation as the Thurles Road between the Urban District boundary and a point 150 yards north-east of the junction of the Thurles Road with the Borrisoleigh Road.

(f) The Wellington Lodge Road for a distance of 100 yards from its junction with the Thurles Road.

(g) The Woodville Road between the Urban District boundary and a point 250 yards south-east of its junction with the Back Road.

(h) The Cloone Road for a distance of 1,030 yards from the Urban District boundary.

3. The following roads in the Urban District of Thurles : —

(a) The Lewagh Road between a point 200 yards north of its junction with the Limerick Road and the point where the Urban District boundary intersects the north-eastern side of the road.

(b) The Sugar Factory Road for a distance of 230 yards from the Urban District boundary.

(c) The Ladywell or Littleton Road between the Urban District boundary and a point 50 yards from its junction with the Dublin Road.

(d) The Moyne Road between the Urban District boundary and a point 200 yard's north-east of its junction with Seán Treacy Avenue.

(e) The Loughmore Road between the Urban District boundary and a point 20 yards north of its junction with Seán Treacy Avenue.

(f) The Templemore Road between the Urban District boundary and a point 165 yards north of its junction with Cuchulainn Road.

SECOND SCHEDULE.

ROADS DECLARED TO BE PUBLIC ROADS IN A BUILT-UP AREA FOR THE PURPOSES OF SECTION 45 of THE ROAD TRAFFIC ACT, 1961 .

1.. The following roads at Borrisokane : —

(a) Convent Road.

(b) The Nenagh-Portumna road between a point 730 yards south of its junction with the Cloughjordan Road and a point 230 yards north of its junction with the Ballingarry Road.

(c) The Cloughjordan Road for a distance of 615 yards from its junction with the Nenagh-Portumna Road.

(d) The Finnoe Road for a distance of 150 yards from its junction with the Nenagh-Portumna road.

(e) The Ballingarry Road for a distance of 325 yards from its junction with the Nenagh-Portumna road.

(f) The Ballinderry Road for a distance of 100 yards from its junction with the Nenagh-Portumna road.

2. The following roads at Borrisoleigh : —

(a) The Nenagh-Thurles road between a point 100 yards north-west of its junction with the IIeigh Road and a point 200 yards south-east of its junction with the Templemore Road.

(b) The IIeigh Road for a distance of 50 yards from its junction with the Nenagh-Thurles road.

(c) The Pallas Road for a distance of 500 yards from its junction with the Nenagh-Thurles road.

(d) The Templemore Road for a distance of 350 yards from its junction with the Nenagh-Thurles road.

3. The following roads at Littleton : —

(a) The Ballybeg Road for a distance of 520 yards from its junction with the Dublin-Cork road.

(b) The New Birmingham Road for a distance of 100 yards from its junction with the Ballybeg Road.

(c) The Thurles Road for a distance of 455 yards from its junction with the Dublin-Cork road.

4. The following roads at Newport : —

(a) The Limerick-Thurles road between a point 455 yards south-west of its junction with the Ballinahinch Road and a point 400 yards east of its junction with the Killoscully Road.

(b) The Ballinahinch Road for a distance of 500 yards from its junction with the Limerick-Thurles road.

(c) The Killoscully Road for a distance of 660 yards from its junction with the Limerick-Thurles road.

(d) The Murroe Road for a distance of 175 yards from its junction with the Limerick-Thurles road.

(e) The loop road which junctions with the southern side of the Limerick-Thurles road at points approximately 70 yards and 140 yards north-west of the junction of the Murroe Road with the Limerick-Thurles road.

5. The following roads at Roscrea : —

(a) Abbey Street, Air Hill, Assumption Park, Ballyhall, Carroll's Row, Chapel Lane, Cnoc Mhuire, The Crescent, Gaol Road, Glebe View, The Mall, The New Line, River Lane, Rosemount.

(b) The Dublin-Limerick road between a point 100 yards east of its junction with the Short Corville Road and a point 160 yards south-west of its junction with the New Line.

(c) The Tullamore-Templemore road between a point 650 yards north of its junction with the Ashbury Road and a point 50 yards south-east of its junction with Air Hill.

(d) The Knock Road for a distance of 220 yards from its junction with the Corville Road.

(e) The Corville Road for a distance of 150 yards from its junction with the Knock Road.

(f) The Ashbury Road between its junction with the Tullamore-Templemore road and a point 100 yards south-west of its junction with the Dungar Road.

(g) The Golden Grove Road for a distance of 550 yards from its junction with the Tullamore-Templemore road.

(h) The Birr Road for a distance of 550 yards from its junction with the Tullamore-Templemore road.

(i) The Montevideo Road for a distance of 220 yards from its junction with the Birr Road.

(j) The Shinrone Road for a distance of 100 yards from its junction with the Dublin-Limerick road.

(k) The Carrick Road for a distance of 50 yards from its junction with the Tullamore-Templemore road.

(l) The Short-Corville Road for a distance of 180 yards from its junction with the Dublin-Limerick road.

6. The following roads adjacent to the Urban District of Thurles : —

(a) The Limerick Road for a distance of 270 yards from the point where the boundary of the Urban District of Thurles intersects the western side of the road.

(b) The Lewagh Road between its junction with the Limerick Road and a point 200 yards north of the said junction.

(c) The Holycross Road where the said road is a perimeter road.

(d) The Horse and Jockey Road where the said road is a peri meter road.

(e) The Two-Mile-Borris Road for a distance of 110 yards from the point where the boundary of the Urban District of Thurles intersects the northern side of the road.

THIRD SCHEDULE.

ROADS IN RESPECT OF WHICH A SPECIAL SPEED LIMIT OF 40 MILES PER HOUR IS PRESCRIBED.

1. The following roads at Cloughjordan : —

(a) Hospital Lane.

(b) The Moneygall-Borrisokane road between a point 500 yards south-east of its junction with the Shinrone Road and a point 700 yards west of the said junction.

(c) The Nenagh Road for a distance of 350 yards from its junction with the Moneygall-Borrisokane road.

(d) The Shinrone Road for a distance of 75 yards from its junction with the Moneygall-Borrisokane road.

2. The following road at Littleton : —

The Dublin-Cork road between a point 200 yards north-east of its junction with the Thurles Road and a point 170 yards south-west of the said junction.

3. The following roads in the Urban District of Nenagh : —

(a) The Borrisokane Road between a point 25 yards north-west of its junction with Ellard's Lane or St. Joseph's Park and a point 275 yards north-west of the said junction.

(b) The Dublin Road between a point 25 yards east of its junction with the Old Well Road and a point 600 yards east of the said junction.

(c) The Limerick Road between a point 680 yards north-east of the Urban District boundary and a point 1,150 yards north-east of the said boundary.

(d) The Portroe Road between a point 200 yards north-west of its junction with the Cudville Road and a point 80 yards south-east of the Urban District boundary.

4. The following road at Newport : —

The Murroe Road between a point 175 yards south of its junction with the Limerick-Thurles road and a point 460 yards south of the said junction.

5. The following roads at Roscrea : —

(a) The Dublin-Limerick road between a point 100 yards east of its junction with the Short Corville Road and a point 650 yards east of the said junction.

(b) The Tullamore-Templemore road between a point 50 yards south-east of its junction with Air Hill and a point 130 yards north of its junction with the Corville School Road.

6. The following roads in and adjacent to the Urban District of Templemore : —

(a) The Roscrea Road between a point 235 yards south of the boundary of the Urban District of Templemore and a point 175 yards north of the said boundary.

(b) The Borrisoleigh Road for a distance of 150 yards from its junction with the Thurles Road.

(c) Richmond and its continuation as the Thurles Road between a point 50 yards north of the junction of the Thurles Road with the Wellington Lodge Road and a point 150 yards north-east of the junction of the Thurles Road with the Borrisoleigh Road.

7. The following road at Toomevara : —

The Dublin-Limerick road between a point 350 yards north-east of its junction with the Pallas Road and a point 100 yards north-east of its junction with the Silvermines Road.

8. The following roads at Two-Mile-Borris : —

(a) The Thurles-Turnpike road between a point 200 yards east of its junction with the Moyne Road and a point 150 yards west of the said junction.

(b) The Moyne Road for a distance of 150 yards from the Thurles-Turnpike road.

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) Regulations, 1963 and 1965, in their application to the County of Tipperary, North Riding, and alter the speed limits applicable to certain roads in this area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule for all mechanically propelled vehicles.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
