ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF LONGFORD) REGULATIONS, 1968.

The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) and as respects article 7 after consultation with the Commissioner of the Garda Síochána and the road authority concerned and as respects article 5 on the application of the said Commissioner hereby makes the following Regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Longford) Regulations, 1968.

2 Commencement.

2. These Regulations shall come into operation on the 1st day of March, 1968.

3 Interpretation.

3. In these Regulations save where the context otherwise requires

"the Act" means the Road Traffic Act, 1961 ;

"road" means a public road;

"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act;

"distance" means distance as measured along the centre line of a road;

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:—

( a ) ambulances,

( b ) fire brigade vehicles, and

( c ) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocation.

7. Articles 5 and 6 of the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) in so far as they relate to roads in the County of Longford are hereby revoked.

FIRST SCHEDULE

Roads declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads in the town of Granard:

( a ) Mills Lane, Ballinagall Road, Gaynor's Lane, Bunlahy Road, Aughnagarron Road, Robinstown Lane, Cartron Lane, Abbeylara Road.

( b ) The Longford Road between the town boundary and a point 170 yards east of its junction with Mills Lane.

( c ) The part of the Gowna Road which lies inside the town boundary for a distance of 1,350 yards from the point where the said boundary intersects the north-eastern side of the road.

( d ) The Tromra Road between the town boundary and a point 20 yards north-west of its junction with Barrack Street.

( e ) The Cavan Road between the town boundary and a point 25 yards north-east of its junction with the Ballyjamesduff Road.

( f ) The Ballyjamesduff Road between the town boundary and a point 25 yards east of its junction with the Cavan Road.

( g ) The Castlepollard Road between the town boundary and a point 25 yards south-east of its junction with the Meathas Truim Road.

( h ) The Meathas Truim Road for a distance of 1,200 yards from the town boundary.

( i ) The Granard-Kill road between the town boundary and a point 170 yards north-east of its junction with Mills Lane.

2. The following roads in the Urban District of Longford:

( a ) Demesne Lane, Abbeycartron Lane, The Camp Road.

( b ) The Stokestown Road for a distance of 280 yards from the Urban District boundary.

( c ) The Athlone Road between the Urban District boundary and a point 40 yards south-west of its junction with St. Michael's Road.

( d ) The Dublin Road between the Urban District boundary and a point 20 yards north-west of the junction of the said road with Teffia Park.

( e ) The Major's Well Road and its continuation as the Cavan Road for a distance of 340 yards from the Urban District boundary.

( f ) The Sligo Road between the Urban District boundary and a point 600 yards south of the junction of the said road with the Camp Road.

SECOND SCHEDULE

Roads declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads at Ballinalee:—

( a ) The Longford-Granard road between a point 50 yards west of its junction with the Arva Road and a point 350 yards east of the said junction.

( b ) The Arva Road between its junction with the Longford-Granard road and a point 300 yards south of its junction with the Soran Road.

( c ) The Garvagh Road between its junction with the Longford-Granard road and a point 10 yards north of its junction with the France Road.

2. The following roads at Ballymahon:—

( a ) Marian Terrace, Workhouse Road.

( b ) The Longford-Mullingar road between a point 375 yards south-east of its junction with the Moygh Road and a point 130 yards south-east of its junction with the Keel Road.

( c ) The Meathas Truim Road for a distance of 420 yards from its junction with the Longford-Mullingar road.

( d ) The Ballymulvey Road for a distance of 100 yards from its junction with the Longford-Mullingar road.

( e ) The Keel Road for a distance of 240 yards from its junction with the Longford-Mullingar road.

( f ) The Athlone Road for a distance of 50 yards from its junction with the Longford-Mullingar road.

3. The following roads at Drumlish:

( a ) The Longford-Arva road between a point 240 yards north-east of its junction with the Newtown Forbes Road and a point 200 yards north-east of its junction with the Meathas Truim Road.

( b ) Main Street and its continuation as the Mohill Road for a distance of 300 yards from the junction of Main Street with the Longford-Arva road.

( c ) The Meathas Truim Road for a distance of 300 yards from its junction with the Longford-Arva road.

( d ) The Hill Road for a distance of 50 yards from its junction with the Longford-Arva road.

4. The following roads at Keenagh:

( a ) The Longford-Ballymahon road between a point 200 yards north-west of its junction with the Abbeyderg Road and a point 130 yards south-east of its junction with the Island Bridge Road.

( b ) The Abbeyderg Road for a distance of 165 yards from its junction with the Longford-Ballymahon road.

( c ) The Island Bridge Road for a distance of 155 yards from its junction with the Longford-Ballymahon road.

5. The following roads at Lanesborough:

( a ) Power Station Road.

( b ) The Longford-Roscommon road between a point 100 yards east of its junction with the Power Station Road and the boundary between the counties of Longford and Roscommon at Lanesborough Bridge.

( c ) Church Road for a distance of 25 yards from its junction with the Ballymahon Road.

( d ) The Ballymahon Road for a distance of 615 yards from its junction with the Longford-Roscommon road.

( e ) The roads serving the Bórd na Móna Housing Scheme

( f ) The Rathcline Road for a distance of 160 yards from its junction with the Ballymahon Road.

6. The following roads adjacent to the Urban District of Longford:

( a ) Ardnacassagh Lane, Park Road.

( b ) The Moydow Road for a distance of 55 yards from its junction with the Park Road.

( c ) Farnagh Lane for a distance of 50 yards from its junction with the Moydow Road.

7. The following roads at Meathas Truim:

( a ) Back Lane, Church Lane, Marian Terrace, St. Patrick's Terrace.

( b ) The Dublin-Longford road between a point 150 yards south-east of its junction with the Granard Road and a point 240 yards west of its junction with the Athlone Road.

( c ) The Athlone Road for a distance of 170 yards from its junction with the Dublin-Longford Road.

( d ) The Bracklon Road for a distance of 460 yards from its junction with the Dublin-Longford road.

( e ) The Granard Road for a distance of 120 yards from its junction with the Dublin-Longford road.

8. The following roads at Newtown Forbes:—

( a ) The Longford-Sligo road between a point 100 yards south-east of its junction with Curry Lane and a point 100 yards north-west of its junction with the Leitrim Road.

( b ) Curry Lane for a distance of 50 yards from its junction with the Longford-Sligo road.

( c ) The Cahanagh Road for a distance of 70 yards from its junction with the Longford-Sligo road.

( d ) The Leitrim Road for a distance of 140 yards from its junction with the Longford-Sligo road.

THIRD SCHEDULE

Roads in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following roads at Ballymahon:

( a ) Leo Casey Terrace.

( b ) The Longford Road between a point 150 yards north-west of its junction with the Moygh Road and a point 375 yards south-east of the said junction.

( c ) The Moygh Road for a distance of 180 yards from its junction with the Longford-Mullingar road.

( d ) The Athlone Road between a point 50 yards south-west of its junction with the Longford-Mullingar road and a point 400 yards south-west of the said junction.

2. The following road in the town of Granard:

The Cavan Road between a point 750 yards south of the town boundary and a point 25 yards north-east of its junction with the Ballyjamesduff Road.

3. The following roads in and adjacent to the Urban District of Longford:

( a ) Demesne Lane, Abbeycartron Lane.

( b ) The Camp Road for a distance of 250 yards from its junction with the Sligo Road.

( c ) The Dublin Road between a point 20 yards north-west of its junction with Teffia Park and a point 80 yards north-west of its junction with View Mount Road.

( d ) The Major's Well Road and its continuation as the Cavan Road between the boundary of the Urban District of Longford and a point 340 yards south-west of the said boundary.

( e ) The Sligo Road between a point 600 yards south of its junction with the Camp Road and a point 10 yards north-west of the said junction.

4. The following road at Meathas Truim:

The Dublin Road between a point 150 yards south-east of its junction with the Granard Road and a point 530 yards south-east of the said junction.

EXPLANATORY NOTE

These Regulations replace the Road Traffic (Speed Limits) Regulations, 1963 and 1965, in their application to the County of Longford and alter the speed limits applicable to certain roads in this area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule for all mechanically propelled vehicles.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
