AN ACT TO MAKE PROVISION FOR THE RATING OF THE OWNERS OF SMALL DWELLINGS IN LIEU OF THE OCCUPIERS THEREOF IN THE CASE OF RATES WHICH BUT FOR THIS ACT WOULD BE MADE ON SUCH OCCUPIERS AND TO MAKE PROVISION FOR THE ADJUSTMENT OF RENTS AND OTHER MATTERS CONNECTED WITH THE RATING OF SUCH OWNERS.
