S.I. No. 233/2025 - Protected Disclosures Act 2014 (Disclosure to Prescribed Persons) (Amendment) Order 2025


I, JACK CHAMBERS, Minister for Public Expenditure, National Development Plan Delivery and Reform, in exercise of the powers conferred on me by section 7 (2) of the Protected Disclosures Act 2014 (No. 14 of 2014) (as adapted by the Public Expenditure and Reform (Alteration of Name of Department and Title of Minister) Order 2023 ( S.I. No. 19 of 2023 )), hereby order as follows:

1. This Order may be cited as the Protected Disclosures Act 2014 (Disclosure to Prescribed Persons) (Amendment) Order 2025.

2. The Schedule to the Protected Disclosures Act 2014 (Disclosures to Prescribed Persons) Order 2020 ( S.I. No. 367 of 2020 ) is amended –

(a) by the substitution of the following for reference number 3:

The chief executive officer of Rásaíocht Con Éireann.

All matters relating to the management and development by Rásaíocht Con Éireann of the greyhound industry as provided for by the Greyhound Racing Acts 1958 to 2019.

(b) by the deletion of reference number 8,

(c) by the substitution of the following for reference number 35:

The company secretary of the Irish Aviation Authority

(a) All matters relating to the management of Irish controlled airspace, the safety regulation of Irish civil aviation and the oversight of civil aviation security in the State.

(b) All matters relating to the setting of the maximum level of airport and aviation terminal services charges.

(c) All matters relating to the licensing of the travel trade in the State, including the granting of licences to tour operators and travel agents.

(d) All matters relating to the licensing of airlines and approval of groundhandling services providers.

(e) All matters relating to the discharge of the State’s responsibilities for schedule co-ordination and slot allocation and the appointment of a schedules facilitator and slot co-ordinator.

(f) All matters relating to the monitoring and enforcement in the State of acts adopted by an institution of the European Union regarding air passenger rights and the provision of assistance to passengers with reduced mobility.

All matters relating to the functions of the Personal Injuries Resolution Board under section 54 of the Personal Injuries Assessment Board Act 2003 (No. 46 of 2003) as amended by the Personal Injuries Resolution Board Act 2022 (No. 42 of 2022).

(e) by the substitution of the following for reference number 69:

The chief executive officer of the Road Safety Authority

All matters relating to –

(a) driver testing and licensing, vehicle standards and roadworthiness testing, road safety research and the promotion of road safety,

(b) the enforcement of statutory provisions relating to road passenger transport and road haulage (including cabotage and combined transport),

(c) the performance of the functions of the market surveillance authority for motor vehicles, trailers, two-wheeled or three-wheeled vehicles and quadricycles,

(d) driving and rest time rules for professional drivers and working time rules for persons performing mobile road transport activities,

(e) the issuance of tachograph cards and driver certificates of professional competence,

(f) roadside enforcement of legislation relating to the posting of drivers and hired vehicles without drivers for the carriage of goods by road, and

(g) the registration of driving instructors, driver vocational training and compulsory basic training for motorcyclists.
