I, Michael Creed, Minister for Agriculture, Food and the Marine, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972), for the purpose of giving effect to Commission Implementing Directive (EU) 2020/177 of 11 February 20201 , hereby make the following regulations: | ||
1. These Regulations may be cited as the European Communities (Vegetable Seeds) (Amendment) (No. 3) Regulations 2020. | ||
2. The European Communities (Vegetable Seeds) Regulations 2001 ( S.I. No. 306 of 2001 ) are amended by substituting in Regulation 2(1) for the definition of “Directive” (as amended by the European Communities (Vegetable Seeds) (Amendment) (No. 2) Regulations 2020 ( S.I. No. 160 of 2020 )) the following: | ||
“‘Directive’ means Council Directive 2002/55/EC of 13 June 20022 , Council Directive 2003/61/EC of 18 June 20033 , Regulation (EC) No 1829/2003 of the European Parliament and of the Council of 22 September 20034 , Council Directive 2004/117/EC of 22 December 20045 , Commission Directive 2016/124/EC of 5 December 20066 , Commission Directive 2009/74/EC of 26 June 20097 , Commission Implementing Directive 2013/45/EU of 7 August 20138 , Commission Implementing Directive (EU) 2016/317 of 3 March 20169 , Commission Implementing Directive (EU) 2020/432 of 23 March 202010 and Commission Implementing Directive (EU) 2020/177 of 11 February 2020 ;”. | ||
3. The European Communities (Vegetable Seeds) (Amendment) (No.2) Regulations 2020 ( S.I. No. 160 of 2020 ) are revoked. | ||

EXPLANATORY NOTE | ||

These Regulations give effect to the provisions of Commission Implementing Directive (EU) 2020/177 by amending the Annexes I and II to Directive 2002/55/EC as they relate to inspections for Union regulated non-quarantine pests (RNQPs) and measures intended to prevent their presence on vegetable seeds for planting. | ||
