S.I. No. 524/2018 - Statistics (Information and Communication Technologies Survey) Order 2018

I, LEO VARADKAR, Taoiseach, in exercise of the powers conferred on me by section 25 (1) of the Statistics Act 1993 (No. 21 of 1993) and for the purpose of giving full effect to Council Regulation (EC) No. 808/2004 of the European Parliament and of the Council of 21 April 20041 , amended by Regulation (EC) No. 1893/2006 of the European Parliament and of the Council of 20 December 20062 , Regulation (EC) No. 1137/2008 of the European Parliament and of the Council of 22 October 20083 , Regulation (EC) No. 1006/2009 of the European Parliament and of the Council of 16 September 20094 , in so far as it relates to Annex 1 thereto, hereby order as follows:

1. (1) This Order may be cited as the Statistics (Information and Communication Technologies Survey) Order 2018.

(2) This Order comes into operation on 1 January 2019.

2. (1) In this Order—

“Regulation” means Regulation (EC) No. 808/2004 of the European Parliament and of the Council of 21 April 20041 amended by Regulation (EC) No. 1893/2006 of the European Parliament and of the Council of 20 December 20062, Regulation (EC) No. 1137/2008 of the European Parliament and of the Council of 22 October 20083, Regulation (EC) No. 1006/2009 of the European Parliament and of the Council of 16 September 20094;

“survey” means the Information and Communication Technologies Survey conducted by the Central Statistics Office for the purposes of obtaining from undertakings to which this Order applies information specified in the Schedule, for the purposes of compliance with the Regulation, in so far as it relates to Annex I thereto.

(2) A word or expression that is used in this Order and also used in the Regulation has the same meaning in this Order as in the Regulation, other than where the context otherwise requires.

3. This Order applies to an undertaking that is classified for statistical purposes under section C, D, E, F, G, H, I, J, K, L, M, N or R or division 95 of NACE Rev. 2 as set out in Annex I to Regulation (EC) No. 1893/2006 of the European Parliament and of the Council of 20 December 20062.

4. A requirement on undertakings to which this Order applies to provide, for the purposes of the survey, information the general nature of which is specified in the Schedule, in relation to each year in the period from 2019 to 2023 is prescribed for the purposes of section 25 of the Statistics Act 1993 (No. 21 of 1993).

SCHEDULE

1. Information regarding the following, as it relates to the undertaking concerned during the year to which the information relates:

(a) ICT systems and their usage;

(b) use of the internet and other electronic networks;

(c) e-commerce;

(d) e-business processes and organisational aspects;

(e) use of ICT to exchange information and services with governments and public administrations;

(f) ICT competence and the need for ICT skills;

(g) barriers to use of ICT, the internet and other electronic networks, e-commerce and e-business processes;

(h) ICT expenditure and investment;

(i) ICT security and trust;

(j) use of ICT and its impact on the environment;

(k) access to and use of the internet and other network technologies for connecting objects and devices;

(l) access to and use of technologies providing the ability to connect to the internet or other networks from anywhere at any time.

2. Information on the time taken by the undertaking concerned to complete the questionnaire, form or other record prepared by the Director General for the collection of the information referred to in paragraph 1.
