16.— Subsections (1) and (2) of section 21 of the Act of 1976 shall apply to the subsidiary as they apply to the Board subject to the following modifications:
(a) the reference to the Board shall be construed as a reference to the subsidiary; and
(b) references to the Minister shall be construed as references to the Minister for the Environment, Community and Local Government.
