ROAD TRAFFIC (SIGNS) (AMENDMENT) REGULATIONS, 1992.

The Minister for the Environment in exercise of the powers conferred on him by section 5 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 95 of the said Act, as amended by section 6 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:—

1. (1) These Regulations may be cited as the Road Traffic (Signs) (Amendment) Regulations, 1992.

(2) These Regulations and the Road Traffic (Signs) Regulations 1962 to 1991 shall be construed as one and may be cited together as the Road Traffic (Signs) Regulations 1962 to 1992.

2. In these Regulations—

"the Act" means the Road Traffic Act, 1961 (No. 24 of 1961);

"access" means access by vehicles to premises adjacent to or accessible from a road;

"cycle track" means a part of a road including part of a footway or part of a roadway which is reserved for the use of pedal cycles and from which all mechanically propelled vehicles other than mechanically propelled wheelchairs are prohibited from entering except for the purpose of access;

"disabled drivers parking bay" means a space intended for the parking of a mechanically propelled vehicle on which is displayed a disabled persons permit granted in respect of such vehicle;

"disabled persons permit" means a permit granted in accordance with bye-laws made under Sections 89 and 90 of the Act;

"the Principal Regulations" means the Road Traffic (Signs) Regulations, 1962 (No. 171 of 1962);

"the Regulations of 1964" means the Road Traffic (Signs) (Amendment) Regulations, 1964 ( S.I. No. 56 of 1964 ).

"the Regulations of 1974" means the Road Traffic (Signs) (Amendment) Regulations, 1974 ( S.I. No. 247 of 1974 ).

3. Article 2 of the Regulations of 1964 (as amended by the Regulations of 1974) is hereby amended by the deletion of the following:—

" "Parking bay" means a space in a meter parking place or a disc parking place intended for the parking of one vehicle or, where the space is reserved for the parking of bicycles, more than one vehicle;"

and the substitution therefor of the following—

" "Parking bay" means a space in a meter parking place, a disc parking place or any other place on a public road intended for the parking of a mechanically propelled vehicle".

4. Article 12 of the Principal Regulations is hereby amended by

(1) the deletion of sub-paragraph (i) inserted by article 3 of the Regulations of 1964 (as amended by the Regulations of 1974) and the substitution therefor of the following sub-paragraph:

"(i) Roadway markings consisting of white lines approximately 150 millimetres wide as set out in Section B of Part VIII of the First Schedule to these Regulations to indicate in a meter parking place, a disc parking place or any other place on a public road, a parking bay and its limits and a buffer area and its limits provided that the dimensions of a parking bay may be reduced in the case of a parking bay reserved for the parking of mechanically propelled motor cycles used without side cars".

(2) the deletion of sub-paragraph (m) (inserted by article 3 of the Road Traffic (Signs) (Amendment) Regulations, 1969 ( S.I. No. 217 of 1969 ) (as amended by the Regulations of 1974), and

(3) the insertion after sub-paragraph (s) of the following sub-paragraphs—

"( t ) a continuous white line approximately 150 millimetres wide to indicate the right hand edge of a cycle track where it forms part of a roadway.

( u ) continuous white lines approximately 150 millimetres wide spaced approximately 1 metre apart — to indicate the right and left hand edges of a cycle track where it forms part of a footway.

( v ) roadway markings of the type provided for in Section B of Part VIII of the First Schedule to these Regulations accompanied by a symbol, as set out in Section C of Part VIII of the First Schedule to these Regulations, to indicate a parking bay for disabled drivers.

( w ) the words 'SCHOOL KEEP CLEAR' on either side of which shall be yellow lines — to indicate that stopping or parking a vehicle is prohibited at any time at that part of the roadway."

5. Section B of Part VIII of the First Schedule to the Principal Regulations (inserted by article 5 of the Regulations of 1964) (as amended by article 4 of the Regulations of 1974) is hereby amended by the deletion of the words—

"Roadway markings to indicate in a meter parking place each parking bay and buffer area and their limits"

and the substitution therefor of the following—

"Roadway markings to indicate in a meter parking place, a disc parking place or any other place on a public road intended for the parking of mechanically propelled vehicles, parking bays, buffer areas and their limits."

6. The First Schedule to the Principal Regulations is hereby amended by—

( a ) the addition to section D of Part III of paragraphs (j) and (k) and Sign 218 and Sign 219 as set out in the First Schedule to these Regulations.

( b ) the addition to Part VIII (inserted by article 5 of the Regulations of 1964) of the First Schedule to the Principal Regulations of Sections C and D as set out in the Second Schedule to these Regulations.

FIRST SCHEDULE

Paragraphs and Signs to be added to Section D of Part III of the First Schedule to the Principal Regulations:—

( j ) To indicate the commencement point of a cycle track.

( k ) To indicate the termination point of a cycle track.

SECOND SCHEDULE

New Sections to be added to Part VIII of the First Schedule to the Principal Regulations as inserted by article 5 of the Regulations of 1964.

"Section C: Roadway marking to indicate a disabled drivers parking bay."

EXPLANATORY NOTE.

These Regulations prescribe the traffic signs and roadway markings to be used to designate reserved on-street parking bays for disabled drivers, cycle tracks and the prohibition on the parking or stopping of vehicles outside school entrances.
