VOCATIONAL EDUCATION COMMITTEES (ALLOWANCES TO MEMBERS) RULES, 1963.

I, PATRICK J. HILLERY, Minister for Education, in exercise of the powers conferred on me by subsection (4) of section 6 of the Vocational Education (Amendment) Act, 1947 (No. 1 of 1947), as amended by section 5 of the Vocational Education (Amendment) Act, 1962 (No. 28 of 1962), hereby make the following Rules :—

1. These Rules may be cited as the Vocational Education Committees (Allowances to Members) Rules, 1963.

2. In these Rules—

" the Act of 1947 " means the Vocational Education (Amendment) Act, 1947 (No. 1 of 1947) ;

" county committee " and " approved sub-committee " have the meanings respectively assigned to them by subsection (1) of section 6 of the Act of 1947.

3. The amount of an allowance payable under paragraph (a) of subsection (4) of section 6 of the Act of 1947 by a county committee to a member of the county committee or of an approved sub-committee of the county committee shall be—

(a) four shillings and sixpence, in the case of a continuous period of not less than three hours but less than seven hours ;

(b) seven shillings, in the case of a continuous period of not less than seven hours.

4. Where a resolution under clause (ii) of paragraph (d) (inserted by section 5 of the Vocational Education (Amendment) Act, 1962 (No. 28 of 1962)) of subsection 4 of section 6 of the Act of 1947 is in force in relation to a county committee or an approved sub-committee of the county committee, the amount of the allowance which the county committee shall pay to a member of the county committee or approved sub-committee who—

(a) attended a meeting of the county committee or approved sub-committee at a place less than five miles by any route from his residence, and

(b) was obliged by reason of such attendance to remain away from his home for a continuous period of not less than three hours.

shall be an amount not exceeding thirteen shillings and sixpence.

5. A person shall not be paid more than one allowance in respect of any one period, notwithstanding that, being a member of a county committee and of an approved sub-committee, he attends meetings of both bodies during that period.

6. A county committee shall not pay an allowance to any person unless that person has previously furnished to the committee a claim in writing stating—

(a) the date and place of the meeting or meetings attended by him,

(b) the precise hours at which he left his residence to attend the meeting or meetings and at which he returned to his residence.

7. The Vocational Education Committees (Allowances to Members) Rules, 1947 (S. R. & O., No. 293 of 1947), are hereby revoked.

EXPLANATORY NOTE.

These rules govern the payment of allowances to members of county vocational education committees and of approved sub-committees of such county committees in respect of their attendance at meetings of the county committees or approved sub-committees.
