26. A decision of the Minister under this Act, or a screening decision deemed by this Act to have been made, shall not be questioned, including as to its validity, other than by way of judicial review or appeal under this Chapter, and in such an appeal the appellant may raise any of the grounds of challenge that could be raised by the appellant in judicial review proceedings against the decision.
