S.I. No. 279/2016 - Planning and Development Act 2000 (Designation of Strategic Development Zone: Poolbeg West, Dublin City) Order 2016.


Notice of the making of this Statutory Instrument was published in

“Iris Oifigiúil” of 31st May, 2016.

The Government, pursuant to a proposal by the Minister for the Environment, Community and Local Government, being of the opinion that the development specified in Article 3 of the following order is of economic and social importance to the State, in exercise of the powers conferred on them by section 166 of the Planning and Development Act 2000 (No. 30 of 2000) (as adapted by the Environment, Heritage and Local Government (Alteration of Name of Department and Title of Minister) Order 2011 ( S.I. No. 193 of 2011 )), hereby order as follows:

1. (1) This Order may be cited as the Planning and Development Act 2000 (Designation of Strategic Development Zone: Poolbeg West, Dublin City) Order 2016.

(2) This Order comes into operation on 18th day of May 2016

2. In this Order “Act” means the Planning and Development Act 2000 (No. 30 of 2000).

3. The area shown as the “designated area” on the map titled “Proposed Strategic Development Zone at Poolbeg West, Dublin City” dated January 2016 and attached to this Order is designated as a site for the establishment of a strategic development zone in accordance with Part IX of the Act for a mixed use development which may principally include residential development, commercial and employment activities including, office, hotel, leisure and retail facilities, port related activities and the provision of educational facilities, transport infrastructure, emergency services and the provision of community facilities as referred to in Part III of the First Schedule to the Act, including health and childcare services, as appropriate.

4. The site referred to in Article 3 has been designated for the establishment of a strategic development zone for the development specified in that Article, taking into consideration—

(a) the National Spatial Strategy 2002-2020 which identifies the city of Dublin as a gateway,

(b) the regional planning guidelines for the Greater Dublin Area 2010-2022 which emphasise the consolidation of the metropolitan area,

(c) the Dublin port masterplan 2012-2040,

(d) the core strategy and objectives of the Dublin City Development Plan 2011-2017, and

(e) wider Government policy to support economic development.

5. The development agency specified for the purposes of section 168 of the Act is Dublin City Council.
