EXPLANATORY NOTE

(This note is not part of the Instrument and does not purport to be a legal interpretation.)

These Regulations amend the driver licensing regulations in order to provide that drivers renewing a licence or learner permit do not have to surrender their existing licence or permit with their application for renewal, but instead must surrender it on receipt of the new licence/permit. The Regulations also make a number of minor amendments.
