S.I. No. 182/2004 - Statistics (Quarterly Survey of Construction) Order 2004


I, MARY HANAFIN, Minister of State at the Department of the Taoiseach, in exercise of the powers conferred on me by section 25 (1) of the Statistics Act 1993 (No. 21 of 1993), and the Statistics (Delegation of Ministerial Functions) Order 2002 ( S.I. No. 313 of 2002 ), and for the purpose of giving further effect to Council Regulation (EC) No. 1165/98 (Annex B) of 19 May 19981 , hereby order as follows:

1.  This Order may be cited as the Statistics (Quarterly Survey of Construction) Order 2004.

2.  This Order applies to all persons and undertakings (other than public authorities) which are at any time during a period in which a survey referred to in Article 3 is undertaken, engaged in building or construction activities, allied trades or other activities of a like nature, classified for statistical purposes under section F of NACE Rev 1 (set out in the Annex to Council Regulation (EEC) No. 3037/90 of 9 October 19902 as amended by Commission Regulation (EEC) No. 761/93 of 24 March 19933 ).

3.  Information, the general nature of which is specified in the Schedule to this Order, is prescribed as information required to be provided for the purposes of surveys of persons or undertakings to which this Order applies undertaken by the Central Statistics Office at intervals of not less than 11 weeks and not more than 14 weeks (the first of which shall be undertaken in April 2004).

4.  A person or undertaking to which this Order applies is prescribed as a person or undertaking required to provide the Central Statistics Office with information the general nature of which is specified in the Schedule to this Order.

5.  A person or undertaking required by virtue of this Order to provide information to the Central Statistics Office shall provide such information by the completion of forms and questionnaires prepared by the Director General of the Central Statistics Office in accordance with section 23 of the Statistics Act 1993 (No. 21 of 1993).

6.  A person or undertaking required by virtue of this Order to furnish information shall be deemed to comply with that obligation where, with the consent of the Director General of the Central Statistics Office, the information is furnished by electronic means, and provided that the Director General approves the format or manner in which the information is provided.

SCHEDULE

1.   Particulars of the nature of the business.

2.   Particulars of the number of persons engaged in the undertaking in the period concerned.

3.   Particulars of the value of new construction work done (including the substantial refurbishment of an existing building) in the period concerned.

4.   Particulars of the value of repair and maintenance work done in the period concerned.

5.   Particulars of the value of all new contracts and orders obtained for new construction (including the substantial refurbishment of an existing building) in the period concerned.

6.   Particulars of the value of all new contracts and orders obtained for repair and maintenance in the period concerned.

7.   Particulars of the type or nature (including, existing, proposed or intended use) of the building or construction concerned.

EXPLANATORY NOTE.

(This note is not part of the Instrument and does not purport to be a legal interpretation.)

This is a new survey, which will provide quarterly statistics on output in the construction sector. These figures are important to the construction industry and this survey is supported by the Construction Industry Federation. The statistics are also required for EU comparisons under Council Regulation (EC) No. 1165/98. The information on our surveys facilitates the Government in decision making.
