ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF SLIGO) REGULATIONS, 1994.

The Minister for the Environment in exercise of the powers conferred on him by sections 5 and 45 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 46 of the said Act as amended by the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Sligo) Regulations, 1994.

2 Commencement.

2. These Regulations shall come into operation on the 1st day of March, 1994.

3 Interpretation.

3. In these Regulations save where the context otherwise requires—

"the Act" means the Road Traffic Act, 1961 ;

"built-up area speed limit" and "special speed limit" have the meanings respectively assigned to them in Part IV of the Act;

"distance" means distance as measured along the centre line of the road;

"National Road" means a road declared to be a National Road in the Local Government (Roads and Motorways) Act, 1974 (Declaration of National Roads) Order, 1977 ( S.I. No. 164 of 1977 ) and any reference to the number of such road shall be a reference to the number of such road as shown in column 1 of the First and Second Schedules to the aforementioned Order;

"perimeter road" means a road on and along the roadway of which there runs the boundary or a borough of an urban district, or a town and shall be considered as being within such boundary for the purposes of these Regulations;

"road" means a public road.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles in the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be expected from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:—

(a) ambulances,

(b) fire brigade vehicles, and

(c) vehicles used by members of the Garda Siochana in the performance of their duties as such members.

7 Revocation.

7. The Road Traffic (County of Sligo) (Speed Limits) Regulations 1987 ( S.I. No. 162 of 1987 ( S.I. No. 162 of 1987 ) are hereby revoked.

FIRST SCHEDULE

Roads in the County of Sligo declared not to be public roads in a built-up area for the purposes of section 45 of the Act.

1. The following roads in the Borough of Sligo:

(a) Shannon Eighter.

(b) The Barroe Road (National Road N16) between the borough boundary and a point 20 metres north-east of its junction with Yeats Heights.

(c) The Ballytivnan Road for a distance of 150 metres south-west of the borough boundary.

(d) Far Finisklin between the borough boundary and a point 10 metres north-west of its junction with the access road to Finisklin Industrial Estate.

(e) The Oakfield Road between the borough boundary and a point 610 metres south of its junction with the Maugheraboy Road.

(f) The Newtownholmes Road between the borough boundary and a point 597 metres south of its junction with Circular Road.

(g) The Manorhamilton Road between the borough boundary and its junction with the Hazelwood Road.

(h) The Screens Road between the borough boundary and a point 137 metres from its junction with the Strandhill Road.

(i) The Bundoran Road (National Road N15) for a distance of 580 metres south of the borough boundary.

SECOND SCHEDULE

Roads in the County of Sligo declared to be public roads in a built-up area for the purposes of section 45 of the Act.

1. The following roads in Ballymote:

(a) The Fair Green Road, Lord Edward Street, O'Connell Street, Back Road, Marren Park, The Lane, Hill View Drive.

(b) The Tobercurry Road for a distance of 392 metres south-west of its junction with the Sligo Road.

(c) The Sligo Road for a distance of 375 metres north-west of its junction with the Tobercurry Road.

(d) Teeling Street and its continuation as the Riverstown Road between its junction with the Tobercurry Road and a point 685 metres north-east of its junction with Lord Edward Street.

(e) Emmet Street and its continuation as Grafton Street and the Castlebaldwin Road for a distance of 330 metres southeast of its junction with Lord Edward Street.

(f) The Boyle Road for a distance of 340 metres south east of its junction with Wolfe Tone Street.

(g) Wolfe Tone Street and its continuation as the Keenaghan Road for a distance of 960 metres south of its junction with the Boyle Road.

(h) The Gorteen Road for a distance of 600 metres south-west of its junction with Wolf Tone Street.

(i) The Corhober Road for a distance of 210 metres south-east of its junction with the Keenaghan Road.

2. The following roads at Ballintogher:

(a) The Dromahair-Collooney road between a point 200 metres north-east of its junction with the Sligo Road and a point 285 metres south-west of the said junction.

(b) The Sligo Road for a distance of 70 metres from its junction with the Dromahair-Collooney road.

(c) The Barrack Road for a distance of 225 metres from its junction with the Dromahair-Collooney road.

3. The following roads at Ballysodare (Ballisodare):

(a) The Sligo-Dublin road (National Road N4) between a point 285 metres north-west of its junction with the Station Road and a point 480 metres south-east of its junction with the Ballina Road (National Road N59).

(b) The Ballina Road (National Road N59) for a distance of 930 metres from its junction with the Sligo-Dublin road (National Road N4).

(c) The Station Road for a distance of 335 metres from its junction with the Sligo-Dublin road (National Road N4).

4. The following roads at Bellaghy:

(a) The Charlestown-Collooney road (National Road N17) for a distance of 375 metres north of the boundary between the countries of Sligo and Mayo.

(b) The Banada Road between its junction with the Charlestown-Collooney road (National Road N17) at a point 30 metres south of its junction with the Brackloonagh Road.

5. The following roads at Bunnanaddan:

(a) The Ballymote-Tobercurry road between a point 225 metres north-east of its junction with the Achonry Road and a point 292 metres south of the said junction.

(b) The Achonry Road for a distance of 280 metres west of its junction with the Ballymote-Tobercurry road.

6. The following roads at Collooney:

(a) Old Street, Chapel Street, St. Mary's Green Road, Kiernan Avenue, Church View Road.

(b) The Northern Station Road for a distance of 55 metres from its junction with the Sligo-Dublin road (National Road N4).

(c) Barrack Street for a distance of 125 metres from its junction with St. Mary's Green Road.

(d) The Tobercurry Road (National Road N17) for a distance of 55 metres from its junction with St. Mary's Green Road.

(e) The Sligo-Dublin road (National Road N4) between a point 135 metres south-east of its junction with the Coolaney Road and a point 160 metres south-east of its junction with Chapel Street.

7. The following roads at Coolaney:

(a) The Collooney-Rathbarron road between a point 170 metres south-west of its junction with the Cabragh Road and a point 70 metres south of its junction with the Rockfield Road.

(b) The Rockfield Road for a distance of 65 metres from the Collooney-Rathbarron road.

8. The following roads at Dromore West:

(a) The Sligo-Ballina road (National Road N59) between a point 210 metres east of its junction with the Easkey Road and a point 250 metres of the said junction.

(b) The Easkey Road for a distance of 55 metres from its junction with the Sligo-Ballina road (National Road N59).

9. The following roads at Easkey:

(a) Mill Street, Shannonspark West Road.

(b) The Dromore West-Enniscrone road between a point 30 metres south-west of its junction with the Easkey Castle Road and a point 155 metres west of its junction with Shannonspark West Road.

10. The following roads at Gorteen:

(a) Shannon Drive.

(b) The Tobercurry-Boyle road between a point 248 metres north-west of its junction with the Ballymote-Ballaghadereen road and a point 137 metres south-east of its junction with the Drumrolla Road.

(c) The Ballymote-Ballaghadereen road between a point 137 metres north-east of its junction with the Tobercurry-Boyle road and a point 183 metres south-west of the said junction.

(d) The Drumrolla Road for a distance of 46 metres north-east of its junction with the Tobercurry-Boyle road.

11. The following roads at Grange:

(a) The Pine Grove housing estate roads.

(b) The Sligo-Bundoran Road (National Road N15) between a point 380 metres south-west of its junction with the Streedagh Road and a point 395 metres north-east of its junction with the Newtown Road.

(c) The Rinroe Road for a distance of 220 metres north-west of its junction with the Sligo-Bundoran Road (National Road N15).

(d) The Newtown Road and its continuation as the Aghagad Road between its junction with the Sligo-Bundoran Road (National Road N15) and a point 35 metres south of its junction with the Pine Grove housing estate entrance road.

12. The following roads at Inishcrone (Enniscrone):

(a) The Cliff Road, The Pier Road, The Burma Road.

(b) The Easkey-Ballina Road between a point 150 metres north-east of its junction with the Frankford Road and a point 165 metres south-west of its junction with the Muckduff Road.

(c) The road leading north from Main Street to the car park at the Hollow.

(d) The Frankford Road for a distance of 360 metres from its junction with the Easkey-Ballina Road.

13. The following roads at Monasteraden:

(a) The Ballaghadereen-Mullaghroe Road between a point 240 metres south-west of its junction with the Boyle Road and a point 292 metres north-east of the said junction.

( b ) The Moygara Road for a distance of 225 metres north-east of its junction with the Ballaghadereen-Mullaghroe Road.

( c ) The Boyle Road for a distance of 110 metres south-east of its junction with the Ballaghadereen-Mullaghroe Road.

14. The following roads at Riverstown:

( a ) The Rusheen-Heapstown Road between a point 125 metres north of its junction with the Cuiltylough Road and a point 230 metres south-east of its junction with the Drumfin Road.

( b ) The Drumfin Road between its junction with the Rusheen-Heapstown Road and a point 40 metres north-west of its junction with the Townagh Road.

( c ) The Townagh Road for a distance of 385 metres from its junction with the Drumfin Road.

( d ) The road leading north-west along the river to the sewerage works from the northern side of the Drumfin Road.

( e ) The Cuiltylough Road for a distance of 270 metres from its junction with the Rusheen Road.

15. The following roads at Rosses Point:—

( a ) The Chapel Road, Greenland, Greenland Cottages Road, The Line, The Rosses Lane, The Village Road, Deadman's Point Road.

( b ) The Sligo Road (via the Promenade) between its termination at Bomore Point and a point 625 metres west of its junction with the Ballyweelin Road.

16. The following roads adjacent to the Borough of Sligo:

( a ) The Strandhill Road between the borough boundary and a point 46 metres west of its junction with Gibraltar Road.

( b ) The Cairns Road between the borough boundary and a point 130 metres north-west of its junction with the Green Road.

( c ) The Hazelwood Road and its continuation as the Dromahair Road between the borough boundary and a point 72 metres south-east of its junction with Hazelwood Avenue.

( d ) Hazelwood Avenue for a distance of 1750 metres south of its junction with the Hazelwood Road.

17. The following roads at Strandhill:—

( a ) Buenos Aires Drive, The Burma Road.

( b ) The Sligo-Culleenamore road between a point 310 metres east of its junction with the Larass Road and a point 455 metres south of its junction with Buenos Aires Drive.

18. The following roads at Tobercurry:—

( a ) The Circular Road, The Carrowntober Road, The Square, The Relief Road, The Back Lane.

( b ) The Collooney-Charlestown Road (National Road N17) between a point 128 metres south-west of its junction with the Cloonacool Road and a point 475 metres south-west of its junction with the Ballina Road.

( c ) The Ballina Road for a distance of 475 metres west of its junction with the Collooney-Charlestown Road (National Road N17).

( d ) The Ballyara Road for a distance of 229 metres north-west of its junction with the Collooney-Charlestown Road (National Road N17).

( e ) The Carrowntober Housing Estate Roads.

( f ) Emmet Street and its continuation as the Gorteen Road for a distance of 530 metres south-east of its junction with the Square.

( g ) The Mountain Road for a distance of 425 metres south-east of its junction with the Collooney-Charlestown road (National Road N17).

( h ) The Mountain Road Housing Estate Roads.

THIRD SCHEDULE

Roads in the County of Sligo in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following road at Ballynacarrow.—

The Sligo-Galway road (National Road N17) between a point 420 metres north-east of its junction with the Rathnarrow Road and a point 408 metres south-west of the said junction.

2. The following roads at Ballinafad:—

( a ) the Sligo-Dublin Road (National Road N4) between a point 145 metres south-east of its junction with the Bunnadubber Road and a point 30 metres north-west of its junction with the Gortalough Road.

( b ) The Gortalough Road for a distance of 75 metres north-east of its junction with the Sligo-Dublin road (National Road N4).

( c ) The Bunnadubber Road for a distance of 120 metres south-west of its junction with the Sligo-Dublin road (National Road N4).

3. The following road at Ballymote:—

( a ) The Tobercurry Road between a point 392 metres south-west of its junction with the Sligo Road and a point 835 metres south-west of the said junction.

( b ) The Sligo Road between a point 375 metres north west of its junction with the Tobercurry Road and a point 810 metres north-west of the said junction.

4. The following roads at Belladrihid — Ransboro:—

( a ) The Belladrihid — Strandhill Road between a point 58 metres north-west of its junction with the Sligo-Dublin road (National Road N4) and a point 850 metres south-west of its junction with the Knocknarea Road.

( b ) The Knocknarea Road for a distance of 140 metres north of its junction with the Belladrihid-Strandhill road.

5. The following roads at Castlebaldwin:—

( a ) The Sligo-Dublin road (National Road N4) between a point 105 metres north-west of its junction with the Cleavry Road and a point 150 metres south-east of the said junction.

( b ) The Cleavry Road for a distance of 330 metres from its junction with the Sligo-Dublin road (National Road N4).

( c ) The Ballyrush Road for a distance of 40 metres from its junction with the Sligo-Dublin road (National Road N4).

6. The following roads at Cliffoney:—

( a ) The Sligo-Bundoran road (National Road N15) between a point 266 metres south-west of its junction with the Mullaghmore Road and a point 397 metres north-east of the said junction.

( b ) The Mullaghmore Road for a distance of 286 metres north-west of its junction with the Sligo-Bundoran road (National Road N15).

( c ) The Chapel Road for a distance of 475 metres south-east of its junction with the Sligo-Bundoran road (National Road N15).

( d ) The road serving the County Council housing estate.

7. The following roads at Collooney:

( a ) The Sligo-Dublin road (National Road N4) between a point 160 metres south-east of its junction with Chapel Street and a point 15 metres south of its junction with Church View Road.

( b ) The Ballygawley Road for a distance of 250 metres from its junction with the Sligo-Dublin road (National Road N4).

( c ) Barrack Street between its junction with the Sligo-Dublin road (National Road N4) and a point 125 metres from its junction with St. Mary's Green Road.

8. The following roads at Culfadda:

( a ) The Mullaghroe-Ballymote road between a point 33 metres south-east of its junction with the Kesh Road and a point 506 metres north-west of the said junction.

( b ) The Kesh Road for a distance of 90 metres north-east of its junction with the Mullaghroe-Ballymote road.

9. The following roads at Curry:

( a ) The Charlestown-Collooney road (National Road N17) between a point 80 metres south-west of its northernmost junction with the village Road and a point 90 metres north-east of its junction with the Banada Road.

( b ) The Village Road for a distance of 400 metres south-west of its northernmost junction with the Charlestown-Collooney road (National Road N17).

10. The following roads at Dromore West:—

( a ) The Sligo Road (National Road N59) between a point 210 metres east of its junction with the Easkey Road and a point 500 metres east of the said junction.

( b ) The Easkey Road between a point 55 metres north-west of its junction with the Sligo-Ballina road (National Road N59) and a point 400 metres north-west of the said junction.

( c ) The Ballina Road (National Road N59) between a point 250 metres west of its junction with the Easkey Road and a point 500 metres west of the said junction.

11. The following road at Grange:—

The Sligo-Bundoran Road (National Road N15) between a point 380 metres south-west of its junction with the Streedagh Road and a point 157 metres south-west of its junction with Aughagad Lane.

12. The following road at Rathcormack:—

The Sligo-Bundoran road (National Road N15) between a point 140 metres east of its junction with the Rosses Point Road and a point 295 metres north-west of its junction with the Clooneen Road.

13. The following roads in and adjacent to the Borough of Sligo:—

( a ) The Dublin Road (National Road N4) between the borough boundary and a point 160 metres south of its junction with the Dromahair Road.

( b ) The Rosses Point Road between the borough boundary and a point 625 metres west of its junction with the Ballyweelin Road.

( c ) The Dromahair Road between a point 72 metres south-east of its junction with Hazelwood Avenue and a point 1054 metres south-east of the said junction.

14. The following roads at Strandhill:

( a ) The Strandhill-Sligo road between a point 46 metres west of its junction with the Gibraltar Road and a point 310 metres east of its junction with the Larass Road.

( b ) The Sligo-Culleenmore road between a point 455 metres south of its junction with Buenos Aires Drive and a point 320 metres south-east of its junction with Carrowdough Lane.

( c ) The Barnasrahy Road for a distance of 520 metres from its junction with the Sligo-Strandhill road.

( d ) The Woodville Road for a distance of 310 metres from its junction with the Sligo-Strandhill road.

15. The following roads at Tobercurry:—

( a ) The Charlestown Road (National Road N17) between a point 475 metres south-west of its junction with the Ballina Road and a point 40 metres south-west of its junction with Lover's Lane.

( b ) The Gorteen Road between a point 530 metres from the junction of Emmet Street with the Square and a point 1400 metres from the said junction.

( c ) The Ballina Road between a point 475 metres from its junction with the Coolooney-Charlestown road (National Road N17) and a point 1067 metres from the said junction.

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) (County of Sligo) Regulations, 1987 ( S.I. No. 162 of 1987 ) and alter the speed limits applicable to certain roads in the area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule.

Ambulances, fire brigade vehicles and vehicles used by the Garda Síochana in the course of duty are exempted from all speed limits by the Regulations.
