EXPLANATORY NOTE.

This schemes removes restrictions on the matter which may be included on the address side of election communications which may be sent, free of postage, by candidates in a Dáil Election. The Scheme also increases the amount of the deposit required from candidates who wish to post such communications before they are duly entitled to do so and amends the regulations relating to the treatment of undelivered election communications.
