ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF ROSCOMMON) REGULATIONS, 1988.

The Minister for the Environment in exercise of the powers conferred on him by section 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) amended as regards the said section 46 by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Roscommon) Regulations, 1988.

2 Commencement.

2. These Regulations shall come into operation on the 10th day of October, 1988.

3 Interpretation.

3. In these Regulations save where the context otherwise requires "the Act" means the Road Traffic Act, 1961 ;

"built-up area speed limit" and "special speed limit" have the meanings respectively assigned to them in Part IV of the Act;

"distance" means distance as measured along the centre line of a road;

"National Road" means a road declared to be a National Road in the Local Government (Roads and Motorways) Act, 1974 (Declaration of National Roads) Order, 1977 ( S.I. No. 164 of 1977 ) and any reference to the number of such road shall be a reference to the number of such road as shown in column 1 of the First Schedule or column 1 of the Second Schedule to the aforementioned Order;

"perimeter road" means a road on and along the roadway of which there runs the boundary of a town;

"road" means a public road;

4 Built-up area speed limit.

4. (1)Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:

( a ) ambulances,

( b ) fire brigade vehicles, and

( c ) vehicles used by members of the Garda Siochana in the performance of their duties as such members.

7 Revocation.

7. The Road Traffic (Speed Limits) (County of Roscommon) Regulations, 1980 (S.I. 355 of 1980) are hereby revoked.

FIRST SCHEDULE

Roads declared not to be public roads in a built-up area for the purposes of Section 45 of the Road Traffic Act, 1961 .

1. The following roads in the town of Boyle:—

( a ) The Copse Road, The Boherboy Road.

( b ) The Felton Road between the point where the town boundary intersects the southern side of the road and a point 18 metres west of its junction with Station Road.

( c ) Chapel Street and its continuation as the Tobercurry Road between the town boundary and a point 155 metres south-west of the junction of Chapel Street with the Mockmoyne Road.

( d ) The Mockmoyne Road and its continuation as the Ballymote Road for a distance of 640 metres from the point where the town boundary intersects the northern side of the Ballymote Road.

( e ) The road connecting the Ballymote Road with the Tobercurry Road.

( f ) The Easkey Road between the town boundary and a point 128 metres south-east of its junction with the Copse Road.

( g ) The Carrick-on-Shannon Road (National Road N4) for a distance of 100 metres from the point where the town boundary intersects the northern side of the road.

( h ) The Sligo Road (National Road N4) for a distance of 448 metres from the point where the town boundary intersects the eastern side of the road.

2. The following road in the town of Roscommon:—

The Ballybride Road between the point where the town boundary intersects the southern side of the road and a point 23 metres south-west of the point where the said boundary intersects the northern side of the road.

SECOND SCHEDULE

Roads declared to be public roads in a built-up area for the purposes of Section 45 of the Road Traffic Act, 1961 .

1. The following roads at Athleague:

( a ) The Roscommon-Turloughmore road (National Road N63) between a point 201 metres north-east of its junction with the Athlone Road and a point 55 metres south of its junction with the Castlecoote Road.

( b ) The Athlone Road for a distance of 220 metres from its junction with the Roscommon-Turloughmore road (National road N63).

( c ) The Castlecoote Road between its junction with the Roscommon-Turloughmore road (National Road N63) and a point 220 metres north-west of its junction with the Rookwood Road.

( d ) The Rookwood Road for a distance of 37 metres from its junction with the Castlecoote Road.

2. The following roads adjacent to the Urban District of Athlone:

( a ) St. Coman's Park.

( b ) The Galway Road (National Road N6) for a distance of 402 metres from the point where the boundary of the urban district of Athlone intersects the north western side of the road.

( c ) The Tuam Road between its junction with the Galway Road (National Road N6) and a point 137 metres east of its junction with the Mountwilliam Road.

3. The following roads at Ballaghaderreen:

All roads in the area enclosed by a line commencing at a point on the Frenchpark Road 750 metres south-east of its junction with the Circular Road and drawn thence in straight lines successively to the following points:—

( a ) A point on the Circular Road 92 metres north-west of its junction with Aughalustia Road.

( b ) A point on the Castlerea or Ballyhaunis Road 105 metres south-east of its junction with Main Street.

( c ) A point on the Convent Road 503 metres north-west of its junction with Main Street.

( d ) A point on the Charlestown Road 23 metres south-east of its junction with the Pulboy Road.

( e ) A point on the Boherbee Road 412 metres north-west of its junction with Pound Street.

( f ) The northernmost point of D'Alton Terrace.

( g ) The northernmost point of the road to the 38 KV Station, Kilcolman.

( h ) A point on the Sligo Road 956 metres from the junction of Pound Street with Market Square, and from the last-mentioned point in a straight line to the commencement point on the Frenchpark Road.

4. The following roads at Ballinlough:—

( a ) The Castlerea-Ballyhaunis road (National Road N60) between a point 272 metres east of its junction with the Carraghs Road and a point 238 metres north-west of its junction with the Station Road.

( b ) The Station Road for a distance of 142 metres from its junction with the Castlerea-Ballyhaunis road (National Road N60).

( c ) Glynn Street and its continuation as the Williamstown Road for a distance of 183 metres from the Junction of Glynn Street with the Castlerea-Ballyhaunis road (National Road N60).

5. The following roads at Ballintober:

( a ) The Ballymoe Road for a distance of 411 metres from its junction from the Roscommon-Castlerea road.

( b ) The Castleplunkett Road for a distance of 549 metres from its junction with the Roscommon-Castlerea Road.

( c ) The Roscommon-Castlerea (via Rosmeen) road between a point 337 metres south-east of its junction with the Ballymoe Road and a point 229 metres north-west of its junction with the Carrowmore Road.

( d ) The Carrowmore road between its junction with the Roscommon-Castlerea (via Rosmeen) road and a point 123 metres north-west of the said junction.

6. The following roads at Ballyfarnon:

( a ) The Sligo-Keadue road between a point 46 metres south-east of its junction with the Boyle Road and a point 38 metres north-west of its junction with the Bridgecarton Road.

( b ) The Square.

( c ) The Gubberudda Road for a distance of 139 metres from its junction with the Sligo-Keadue Road.

7. The following roads at Ballyleague:

( a ) The Roscommon-Longford road (National Road N63) for a distance of 1006 metres from the boundary between the counties of Roscommon and Longford at Lanesborough Bridge.

( b ) The Scramogue Road for a distance of 247 metres from its junction with the Roscommon-Longford Road (National Road N63).

8. The following roads adjacent to the town of Boyle:

( a ) Abbeytown County Council Housing Estate road.

( b ) The Abbeytown Road for a distance of 895 metres from the point where the boundary of the town of Boyle intersects the southern side of the road.

( c ) The Roscommon Road (National Road N61) from the point where the boundary of the town of Boyle intersects the eastern side of the road and a point 311 metres south-east of the point where the said boundary intersects the western side of the road.

9. The following roads at Carrick-on-Shannon:

( a ) Beirne's Lane, Cortober Road, Liberty Hill.

( b ) The Sligo Dublin road (National Road N4) for a distance of 403 metres from the boundary between the counties of Roscommon and Leitrim at Carrick-on-Shannon Bridge.

( c ) The Elphin Road for a distance of 1,238 metres from its junction with the Sligo-Dublin road (National Road N4).

( d ) The Croghan Road between its junction with the Elphin Road and a point 777 metres from the said junction.

10. The following roads at Castlerea:

( a ) All roads in the area enclosed by a line commencing at a point on the Ballintober road 64 metres south-east of its junction with Church Road and drawn thence in straight lines successively to the following points:—

(i) a point on the Roscommon Road (National Road N60) 374 metres south-east of the centre of the railway crossing,

(ii) a point on the Arm Road 18 metres west of the centre line of the bridge over the River Suck,

(iii) a point on the Ballindrumlea Road 905 metres north-east of its junction with Main Street,

and from the last mentioned point on a straight line to the commencement point on the Ballintober Road.

( b ) The Arm Road and its continuation as the Ballinlough Road (National Road N60) between a point 18 metres west of the centre line of the bridge over the River Suck and a point 622 metres west of the said centre line.

( c ) Knockroe County Council Housing Estate roads.

( d ) St. Leger Terrace.

( e ) The Termon Road between its junction with the Ballindrumlea Road and a point 300 metres west of the centre line of the bridge over the Francis River.

( f ) The Williamstown Road to a point 425 metres south-west of the centre line of the road bridge over the railway line.

( g ) The Ballintober Road between a point 64 metres south-east of its junction with Church Road and a point 86 metres south-east of the centreline of the bridge over the stream south-east of Oakview House.

11. The following roads at Cootehall:—

(a) The Oakport Lough road, the Bawn Road, the Cootehall Quay Road.

(b) The Keadue-Ardcarne road between a point 118 metres north of its junction with the Knockvicar Road and a point 510 metres south of its junction with the Oakport Lough road.

(c) The Knockvicar Road for a distance of 107 metres from its junction with the Keadue Road.

(d) The Carrick-on-Shannon Road between its junction with the Keadue-Ardcarne road and a point 70 metres south of its junction with the Battlebridge Road.

(e) The Battlebridge Road between its junction with the Keadue-Ardcarne road and a point 142 metres east of its junction with the Carrick-on-Shannon road.

12. The following roads at Croghan:—

(a) The Boyle-Elphin road between a point 229 metres north of its junction with the Carrick-on-Shannon road and a point 229 metres south of its junction with the Presbytery Road.

(b) The Carrick-on-Shannon Road for a distance of 46 metres from its junction with the Boyle-Elphin road.

(c) The Presbytery Road for a distance of 46 metres from its junction with the Boyle-Elphin road.

13. The following road at Drumsna:—

The Sligo-Dublin road (National Road N4) for a distance of 73 metres south-westwards from the boundary between the counties of Roscommon and Leitrim at Drumsna Bridge.

14. The following roads at Elphin:—

(a) Back Lane, Church Lane, Chapel Street, Main Street.

(b) New Street for a distance of 210 metres from its junction with Main Street.

(c) The Bellanagare Road for a distance of 374 metres from its junction with Windmill Road.

(d) Windmill Road for a distance of 201 metres from its junction with Chapel Street.

(e) The Palace Road for a distance of 229 metres from its junction with Main Street.

(f) Castle Street for a distance of 160 metres from its junction with the Palace Road.

15. The following roads at Frenchpark:

(a) Chapel Street.

(b) The Castlerea-Boyle road between a point 179 metres south-west of its junction with the Ballaghaderreen-Tulsk road (National Road N5) and a point 183 metres north-east of its junction with Chapel Street.

(c) The Ballaghaderreen-Tulsk road (National Road N5) between a point 371 metres north-west of its junction with the Castlerea-Boyle road and a point 430 metres south-east of the said junction.

(d) The road connecting Chapel Street with the Ballaghaderreen-Tulsk road (National Road N5).

16. The following roads at Keadue:—

(a) The Ballyfarnon-Mount Allen road between a point 91 metres west of its junction with Church Road and a point 183 metres east of its junction with the Leitrim Road.

(b) The Church Road for a distance of 123 metres from its junction with the Ballyfarnon-Mount Allen Road.

(c) The Leitrim Road for a distance of 165 metres from its junction with the Ballyfarnon-Mount Allen road.

17. The following roads at Knockcroghery:—

(a) The Roscommon-Athlone road (National Road N61) between a point 292 metres north-west of its junction with the Rahara Road and a point 444 metres south-east of the said junction.

(b) The Rahara Road for a distance of 46 metres from its junction with the Roscommon-Athlone road (National Road N61).

18. The following roads at Loughglynn:—

(a) The Ballaghaderreen-Castlerea road between a point 92 metres south-east of its junction with the Ballyhaunis Road and a point 620 metres south-east of its junction with the Ballinlough road.

(b) The Ballinlough Road for a distance of 92 metres from its junction with the Ballaghaderreen-Castlerea road.

19. The following road at Rooskey:—

The Scramogue Road between the boundary of the counties of Roscommon and Leitrim at Rooskey Bridge and a point 25 metres north-east of its junction with the Termonbarry road.

20. The following roads adjacent to the town of Roscommon:—

(a) Circular Road, Castle Street, Riverside Avenue, The Lisnamult Housing Estate Roads, the Loughnaneane Road.

(b) The Galway Road (National Road N63) for a distance of 320 metres from the boundary of the town of Roscommon.

(c) The Ballybride Road for a distance of 23 metres from the point where the boundary of the town of Roscommon intersects the northern side of the road.

(d) The Castlerea Road (National Road N60) for a distance of 297 metres north-west of its junction with the Boyle Road.

(e) The Boyle Road (National Road N61) for a distance of 46 metres from its junction with the Castlerea Road.

(f) Castle Street between the town boundary and its junction with the Boyle Road.

(g) The Derrane Road for a distance of 739 metres from its junction with Circular Road.

(h) The Lanesborough Road for a distance of 412 metres from the boundary of the town of Roscommon.

(i) The Antogher Road where the said road is a perimeter road.

(j) The County Home Road between the town boundary and a point 533 metres south-east of its junction with the Circular Road.

21. The following road at Shannonbridge:—

The Ballinasloe Road between the boundary of the counties of Roscommon and Offaly at Shannonbridge and a point 281 metres west of the said boundary.

22. The following roads at Strokestown:—

(a) Bawn Street, The Circular Road, Lisroyne Road, Reservoir Road.

(b) The Tulsk-Longford Road (National Road N5) between a point 320 metres south of its junction with the Roscommon Road and a point 194 metres south-west of its junction with the Clashaganey road.

(c) Elphin Street and its continuation as the Elphin Road between its junction with Bawn Street and a point 150 metres north of its junction with the Drumnsna road.

(d) The Drumsna Road for a distance of 375 metres from its junction with the Elphin Road.

(e) The Clashaganny Road for a distance of 60 metres from its junction with the Tulsk- Longford road (National Road N5).

(f) The Roscommon Road for a distance of 45 metres from its junction with the Longford Road (National Road N5).

23. The following roads at Termonbarry:—

(a) The Longford-Strokestown road (National Road N5) between the boundary of the counties of Roscommon and Longford at Termonbarry Bridge and a point 183 metres west of its junction with the Rooskey Road.

(b) The Rooskey Road for a distance of 9 metres from its junction with the Longford-Strokestown road (National Road N5).

24. The following roads at Tulsk:—

(a) The Longford-Ballina road (National Road N5) between a point 227 metres east of its junction with Roscommon-Boyle road and a point 30 metres north-west of its junction with the road leading to Steill townland.

(b) The Castlerea Road for a distance of 183 metres from its junction with the Longford-Ballina road (National Road N5).

(c) The Roscommon-Boyle road between a point 156 metres south of its junction with the Longford-Ballina road (National Road N5) and a point 183 metres north of the said junction.

THIRD SCHEDULE

Roads in respect of which a special speed limit of 40 m.p.h. is prescribed.

1. The following roads at Athleague:—

(a) The Roscommon-Turloughmore road (National Road N63) between a point 201 metres north-east of its junction with the Athlone Road and a point 336 metres north-east of the said junction.

(b) The Scardaun Road for a distance of 321 metres from its junction with the Roscommon-Turloughmore road (National Road N63).

2. The following road adjacent to the Urban District of Athlone:—

The Tuam Road between a point 137 metres east of its junction with Mountwilliam road and a point 37 metres east of its junction with the Taughmaconnell road.

3. The following roads at Ballaghaderreen:—

(a) The Charlestown Road between a point 343 metres north-east of its junction with the Pulboy Road and a point 23 metres south-east of the said junction.

(b) The Pulboy Road for a distance of 366 metres from its junction with the Charlestown Road.

4. The following roads at Ballinameen:—

(a) The Frenchpark-Carrick-on-Shannon road between a point 336 metres west of Ballinameen crossroads and a point 366 metres east of the said crossroads.

(b) The Elphin-Boyle road between a point 397 metres north of the Ballinameen crossroads and a point 335 metres south of the same crossroads.

(c) Old School Road west for a distance of 92 metres from its junction with the Elphin-Boyle road.

5. The following roads adjacent to the Urban District of Ballinasloe:—

(a) The Ballinasloe-Athlone road (National Road N6) between the boundary of the counties of Galway and Roscommon and a point 87 metres east of its junction with the Glentaun road.

(b) The Glentaun Road for a distance of 110 metres north of its junction with the Ballinasloe-Athlone road (National Road N6).

6. The following roads at Ballyforan:—

(a) The Athlone-Tuam road between a point 55 metres east of its junction with the Mullaghard Road and a point 64 metres north-east of its junction with the Derreen Road.

(b) The Mullaghard Road for a distance of 83 metres from its junction with the Athlone-Tuam road.

(c) The Feevagh Road for a distance of 83 metres from its junction with the Athlone-Tuam road.

(d) The Four Roads road for a distance of 156 metres from its junction with the Athlone-Tuam road.

(e) The roads on the west and north sides of the Fair Green.

7. The following roads at Bellanagare:—

(a) The Ballaghaderreen-Tulsk road (National Road N5) between a point 275 metres north-west of its junction with the Hermitage Road and a point 311 metres south-east of its junction with the Castlerea road.

(b) The Hermitage Road for a distance of 92 metres from its junction with the Ballaghaderreen-Tulsk road (National Road N5).

(c) The Castlerea Road for a distance of 147 metres from its junction with the Ballaghaderreen-Tulsk road (National Road N5).

(d) The Ballaghculliagh Road for a distance of 92 metres from its junction with the Ballaghaderreen-Tulsk road (National Road N5).

(e) The Drummin Road for a distance of 92 metres from its junction with the Ballaghaderreen-Tulsk road (National Road N5).

8. The following roads in and adjacent to the town of Boyle:—

(a) The Mockmoyne Road and its continuation as the Ballymote Road between a point 640 metres from the point where the boundary of the town of Boyle intersects the northern side of the Ballymote Road and a point 9 metres east of the junction of the Mockmoyne Road with the Copse Road.

(b) The Sligo Road (National Road N4) between a point 5 metres north of its junction with the Woodenbridge Road and a point 448 metres south of the point where the town boundary intersects the eastern side of the said Sligo Road.

(c) The Carrick-on-Shannon Road (National Road N4) between a point 100 metres north-west of the point where the town boundary intersects the northern side of the said road and a point 821 metres south-east of the said intersection.

9. The following road at Castlerea:—

The Ballintober Road between a point 86 metres south-east of the centre line of the Bridge over the stream south-east of Oakview House and a point 275 metres east of its junction with the Longford Road.

10. The following roads at Cloonfad:—

(a) The Ballyhaunis-Dunmore road (National Road N83) between a point 92 metres north-west of its junction with the Claremorris-Williamstown road and a point 275 metres south-east of the said junction.

(b) The Claremorris-Williamstown road between a point 92 metres west of its junction with the Ballyhaunis-Dunmore road (National Road N83) and a point 138 metres eas of the said junction.

11. The following roads at Curraghboy:—

(a) The Four Roads-Brideswell road between a point 69 metres north-west of its junction with the Roscommon Road and a point 52 metres south east of its junction with the Athlone Road.

(b) The Athlone Road between its junction with the Brideswell-Four Roads road and a point 49 metres east of the said junction.

12. The following roads at Dysart:—

(a) The Roscommon-Ballinasloe road between a point 103 metres north west of its junction with the Athlone-Ballyforan road and a point 427 metres south east of the said junction.

(b) The Athlone-Ballyforan road between a point 147 metres west of its junction with the Roscommon-Ballinasloe road and a point 152 metres east of the said junction.

13. The following roads at Frenchpark:—

(a) The Castlerea Road between a point 179 metres south-west of its junction with the Ballaghaderreen-Tulsk road and a point 488 metres south-west of the said junction.

(b) The Boyle Road between a point 183 metres north-east of its junction with Chapel Street and a point 671 metres north-east of the said junction.

(c) The Cloonshanville Road for a distance of 92 metres south-east of its junction with the Boyle road.

(d) The Demesne Road for a distance of 92 metres south-west of its junction with the Boyle Road.

14. The following roads at Four Roads:—

(a) The Ballyforan-Roscommon road between a point 100 metres south of its junction with the Mount Talbot-Athlone road and a point 111 metres north of the said junction.

(b) The Mount Talbot-Athlone road between a point 107 metres west of its junction with the Roscommon-Ballyforan road and a point 178 metres east of the said junction.

15. The following roads in and adjacent to the town of Roscommon:—

(a) The Galway Road (National Road N63) between a point 320 metres south-west of the boundary of the town of Roscommon and a point 1,326 metres south-west of the said boundary.

(b) The Castlerea Road (National Road N60) between a point 297 metres north-west of its junction with the Boyle road and a point 1,460 metres north-west of the said junction.

(c) The Athlone Road between its intersection with the boundary of the town of Roscommon and a point 1,165 metres south-east of the said intersection.

(d) The Lanesborough Road between a point 412 metres north east of the said boundary of the town of Roscommon and a point 790 metres north-east of the said boundary.

(e) The Boyle Road (National Road N61) between a point 46 metres north-west of its junction with the Castlerea Road and a point 432 metres north-west of the said junction.

(f) The County Home Road between a point 533 metres south east of its junction with the Circular Road and a point 215 metres south of its junction with the Golf Links Road.

(g) The Golf Links Road between its junction with the County Home Road and a point 305 metres east of the said junction.

16. The following roads at Strokestown:—

(a) The new Cloonslanor Road.

(b) The Tulsk Road (National Road N5) between a point 194 metres south-west of its junction with the Clashaganny Road and a point 763 metres south-east of the said junction.

(c) The Longford Road (National Road N5) between a point 320 metres south of its junction with the Roscommon road and a point 828 metres south of the said junction.

17. The following road at Tulsk:—

The Longford Road (National Road N5) between a point 227 metres east of its junction with the Roscommon-Boyle Road and a point 944 metres east of the said junction.

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) (County Roscommon) Regulations, 1980 ( S.I. No. 355 of 1980 ) and alter the speed limits applicable to certain roads in County Roscommon.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit of 30 mph prescribed by section 45 of the Road Traffic Act, 1961 .

The Regulations declare that the roads mentioned in the Second Schedule which would otherwise be outside the scope of the built-up area speed limit of 30 mph shall be subject to that limit. The Regulations prescribe a speed limit of 40 mph in respect of the public roads mentioned in the Third Schedule.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
