EUROPEAN COMMUNITIES (DANGEROUS SUBSTANCES) (CLASSIFICATION, PACKAGING AND LABELLING) (AMENDMENT) REGULATIONS, 1986.

I, RUAIRI QUINN, Minister for Labour, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972), and for the purpose of giving effect to Commission Directive No. 84/449/EEC of 25 April, 19841, hereby make the following Regulations:

1. (1) These Regulations may be cited as the European Communities (Dangerous Substances) (Classification, Packaging and Labelling) (Amendment) Regulations, 1986.

(2) These Regulations shall come into operation on 1st day of July, 1986.

2. The definition of "the directive" in Regulation 2(1) of the European Communities (Dangerous Substances) (Classification, Packaging and Labelling) Regulations, 1979 ( S.I. No. 383 of 1979 ), shall be construed and have effect as if amongst the Council and Commission Directives therein mentioned as amending Council Directive No. 67/548/EEC of 27 June, 19672, there were included a reference to Commission Directive No. 84/449/EEC of 25 April, 1984, and, accordingly, the reference in the said Regulation 2(1) to Council Directive No. 73/146/EEC of 21 May, 19733 in the definition of "Annex V" shall be construed as a reference to Commission Directive No. 84/449/EEC of 25 April, 1984.

3. The definition of "Council Directive" in Regulation 2(1) of the European Communities (Dangerous Substances) (Classification, Packaging, Labelling and Notification) Regulations, 1982 ( S.I. No. 258 of 1982 ), shall be construed and have effect as if in addition to the Council Directive mentioned therein as amending Council Directive 67/548/EEC of 27 June, 1967, there were included a reference to Commission Directive 84/449/EEC of 25 April, 1984.

EXPLANATORY NOTE.

These regulations give effect to Commission Directive No. 84/449/EEC of 25 April, 1984 relating to the classification, packaging and labelling of dangerous substances. They provide for the replacement of the text of Annex V to Directive 67/548/EEC of 27 June, 1967 with a new text setting out test methods for the determination of physicochemical, toxicological and ecotoxicological properties of new chemical substances.
