TOTALISATOR (HORSE RACING) (EXTENDED FORECAST) REGULATIONS, 1984.

I, ALAN M. DUKES, Minister for Finance, in exercise of the powers conferred on me by section 6 (1) of the Totalisator Act, 1929 (No. 22 of 1929), hereby make the following Regulations:

1. (1) These Regulations may be cited as the Totalisator (Horse Racing) (Extended Forecast) Regulations, 1984.

(2) These Regulations shall come into operation on the fourteenth day of November, 1984.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to these Regulations.

3. In these Regulations—

"the Act" means the Totalisator Act, 1929 (No. 22 of 1929);

"the Board" has the meaning assigned to it by Regulation 3 of the Principal Regulations;

"extended forecast" means a combination of horses nominated to occupy the first, second and third places in a particular race either in the correct order or, if the Board shall so determine, irrespective of order, or a combination of horses that will occupy places in such race, being not less than three and so determined, in such order as shall be so determined;

"the Principal Regulations" means Totalisator (Horse Racing) Regulations, 1971 ( S.I. No. 57 of 1971 ), as amended by the Totalisator (Horse Racing) (Amendment) Regulations, 1971 ( S.I. No. 274 of 1971 ), and the Totalisator (Horse Racing) (Amendment) Regulations, 1981 ( S.I. No. 160 of 1981 );

"totalisator ticket" means a totalisator ticket within the meaning of the Principal Regulations.

4. Subject to these Regulations, the Principal Regulations shall apply to a totalisator on an extended forecast.

5. Every totalisator ticket issued in respect of an extended forecast shall have stated thereon—

( a ) its date and place of issue or code marks, identifiable by the Board, to signify such date and place of issue,

( b ) the sum staked, and

( c ) the number of the race which the extended forecast comprises or code marks, identifiable by the Board, to signify such number,

and shall have one or more blank spaces in which the holder may enter his nominations and a counterfoil attached thereto.

6. Every totalisator ticket issued in respect of an extended forecast shall have a statement printed thereon stating that the ticket is issued subject to the Regulations made by the Minister under section 6 (1) of the Act.

7. (1) Subject to Regulations 14 (3) of the Principal Regulations and paragraph 2 of this Regulation, not less than eighty per cent. of the total amount staked by means of a totalisator in respect of an extended forecast shall be distributed among the holders of counterfoils of successful totalisator tickets issued in respect of that extended forecast.

(2) Subject to Regulation 14 (3) of the Principal Regulations, where none of the totalisator tickets issued in respect of an extended forecast is a successful ticket, a sum equal to not less than eighty per cent of the total amount staked by means of a totalisator in respect of the extended forecast shall be dealt with as follows—

( a ) the whole sum, or, in case the Board makes a distribution under sub-paragraph (b) of this paragraph the amount remaining after the distribution, shall be carried forward and added either in whole or in such parts as the Board shall determine to the amount or amounts distributable to the holders of successful totalisator tickets issued in respect of an extended forecast or extended forecasts at such subsequent race meeting or race meetings as the Board shall determine, and

( b ) such portion of the sum, if any, as the Board may determine shall be distributed to holders of counterfoils of totalisator tickets so issued who have nominated a combination of horses occupying such places in the relevant race, being places as regards which nominations were to be made, as the Board shall determine.

(3) In this Regulation any reference to a successful totalisator ticket shall be construed as a reference to a ticket which is issued in respect of an extended forecast and contains one or more correct combinations.

(4) Except as is provided by the conditions subject to which, by virtue of Regulation 15 of the Principal Regulations, a sum staked by means of a totalisator on an extended forecast is deemed to have been staked, a sum staked by such means shall not be repayable.

EXPLANATORY NOTE.

These Regulations permit the Racing Board to operate a new form of totalisator bet viz the forecast of the first, second and third horses in a particular race at any race meeting.
