EUROPEAN COMMUNITIES (DANGEROUS SUBSTANCES) (CLASSIFICATION, PACKAGING AND LABELLING) (AMENDMENT) REGULATIONS, 1983.

I, LIAM KAVANAGH, Minister for Labour, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972), for the purpose of giving effect to Commission Directive No. 81/957/EEC of 23 October 19811 and Commission Directive No. 82/232/EEC of 25 March 19822, hereby make the following Regulations:

1. (1) These Regulations may be cited as the European Communities (Dangerous Substances) (Classification, Packaging and Labelling) (Amendment) Regulations, 1983.

(2) The Principal Regulations, the European Communities (Dangerous Substances) (Classification, Packaging and Labelling) (Amendment) Regulations, 1980 ( S.I. No. 34 of 1980 ), and these Regulations may be cited together as the European Communities (Dangerous Substances) (Classification, Packaging and Labelling) Regulations, 1979 to 1983.

(3) These Regulations shall come into operation on the 1st day of July, 1983.

2. In these Regulations "the Principal Regulations" means the European Communities (Dangerous Substances) (Classification, Packaging and Labelling) Regulations, 1979 ( S.I. No. 383 of 1979 ).

3. Regulation 2 (1) of the Principal Regulations is hereby amended by the substitution of the following definition for the definition of "Annex 1":

"'Annex 1' means Annex 1 to the directive (inserted therein by Commission Directive No. 76/907/EEC of 14 July 1976 3, as amended by Commission Directive 81/957/EEC of 23 October 1981 and Commission Directive 82/232/EEC of 25 March 1982)".

EXPLANATORY NOTE.

These Regulations give effect to EEC Directives 81/957/EEC and 82/232/EEC. They provide for amendments and additions to Annex 1 of Directive 67/548/EEC (e.g., the inclusion of mercury alkyls, tetraethyl silicate and hexane) which relates to the classification, packaging and labelling of dangerous substances.
