FOREIGN POST AMENDMENT (NO. 21) WARRANT, 1980.

I, MARK KILLILEA, Minister of State at the Department of Posts and Telegraphs, in exercise of the powers conferred on me by sections 2 , 3 and 6 of the Post Office (Amendment) Act, 1969 (No. 18 of 1969), and the Posts and Telegraphs (Delegation of Ministerial Functions) Order, 1980 (S.I. No. 20 of 1980), and with the consent of the Minister for Finance, hereby order as follows:

1. (1) This Warrant may be cited as the Foreign Post Amendment (No. 21) Warrant, 1980.

(2) This Warrant shall come into operation on the 1st day of July, 1980.

2. In this Warrant—

"the Principal Warrant" means the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 ).

"the Warrant of 1979" means the Foreign Post Amendment (No. 20) Warrant, 1979 ( S.I. No. 261 of 1979 ).

3. The First Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 3 of the Warrant of 1979) of the entries in the First Schedule to this Warrant.

4. The Second Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 4 of the Warrant of 1979) of the entries in the Second Schedule to this Warrant.

5. The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 6 of the Warrant of 1979) of the entries in the Third Schedule to this Warrant.

6. Regulation 5 (1) of the Foreign Post Amendment (No. 4) Warrant, 1956 ( S.I. No. 148 of 1956 ) (inserted by Regulation 6 of the Foreign Post Amendment (No. 15) Warrant, 1974 ( S.I. No. 281 of 1974 )), as amended by Regulation 7 of the Warrant of 1979, is hereby amended by the substitution for "75p" of "95p".

7. The Foreign Post Amendment (No. 5) Warrant, 1957 ( S.I. No. 58 of 1957 ), is hereby amended by the substitution of the following paragraphs for paragraphs (1) and (2) of Regulation 5, inserted by Regulation 8 of the Warrant of 1979:

"(1) Subject to the following paragraphs of this Regulation there shall be charged and paid on outgoing packets to which this Warrant applies the following rates of postage:

For a packet not exceeding 50g

For a packet

(2) Where the Minister has made arrangements with the senders for the transmission of outgoing packets to which this Warrant applies in mail bags provided by the Minister, there shall be charged and paid on every mail bag containing such packets the following rates of postage:

( a ) For every Kg weight of the mail bag and its contents conveyed by surface means, 66p.

( b ) For every Kg weight of the mail bag and its contents conveyed by air over all or part of the route, a rate not exceeding 400p."

A fee (in addition to the postage) not exceeding 3p as may be prescribed.

EXPLANATORY NOTE.

This Warrant applies to the Foreign Post service and comes into operation on 1st July, 1980. It authorises increases in the postage rates for letters, postcards, printed packets (ordinary rate, reduced rate, bulk post rates and accelerated surface bulk rates) and small packets as well as in the fees for the express delivery, registration, insurance and customs clearance services.
