STATISTICS (CENSUS OF PRODUCTION) (No. 2) ORDER, 1978.

I, SEÁN Ó LOINSIGH, Taoiseach, in pursuance of the powers conferred on me by section 16 (1) of the Statistics Act, 1926 (No. 12 of 1926), and the Statistics Acts, 1926 and 1946 (Transfer of Ministerial Functions) Order, 1949 ( S.I. No. 142 of 1949 ), hereby order as follows: —

1. This Order may be cited as the Statistics (Census of Production) (No. 2) Order, 1978.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Order.

3. This Order applies to each establishment engaged in production activities of a kind carried on in the industries, trades and businesses specified in Part I of the Schedule hereto.

4. Statistics (in this Order referred to as "the statistics") relating to the establishments to which this Order applies shall be collected in the year 1978 of the several matters set out in Part II of the Schedule hereto.

5. The forms to be used in the collection of the statistics shall be the forms indicated in Part III of the Schedule hereto, a set of which, sealed with the Official Seal of the Taoiseach, has been deposited in the Department of the Taoiseach.

6. The person by whom returns are to be made and information is to be given, for the purpose of the statistics, in respect of any establishment to which this Order applies, shall be the person by whom the establishment is carried on, and on whom a sufficient requisition under section 8 (1) of the Statistics Act, 1926 (No. 12 of 1926), is made.

SCHEDULE.

PART I.

INDUSTRIES, TRADES AND BUSINESSES.

Energy and Water

Prospecting or exploration for and extraction of coal, turf, oil and natural gas (including the preparation of sites), mineral oil refining and the generation, transmission and distribution of electric energy, manufacture of gas in Gas Works, Water supply and distribution.

Non-Energy Producing Minerals

Prospecting or exploration for and extraction and processing of non-energy producing minerals and derived products (including the preparation of sites).

Manufacturing Industries

The mechanical or chemical transformation of inorganic or organic substances into new products, together with associated repair work and the assembly of component parts of manufactured products.

Construction

Construction and Maintenance of Works by Railways, Local and other Public Authorities, including Building, Sewerage and Drainage Works, Canals, Harbours and Docks, Highways and Bridges and other Works of a like nature.

Laundry, Dyeing and Cleaning Trades

PART II.

The subject matter of this Part relates (save where the context otherwise requires) to the year 1977.

INFORMATION, RETURNS AND PARTICULARS.

(A) For establishments in respect of which a sufficient requisition under section 8 (1) of the Statistics Act, 1926 , is made on one or more of the forms specified in Part III (A) of this Schedule.

No. 1—Particulars of the Establishment

( a ) Trading name.

( b ) Address of Head Office.

( c ) Full postal address of the establishment.

( d ) Telephone number.

( e ) Particulars of ownership.

( f ) Name of the Local Authority to which rates on the establishment are paid.

No. 2—Changes in Fixed Capital Assets during the year

A—Increases in Fixed Capital Assets, distinguishing separately:—

(i) Cost of purchased plant, machinery, equipment and vehicles.

(ii) Cost of buildings and all other construction work.

(iii) Cost of all other fixed capital assets (including land).

B—Decreases in Fixed Capital Assets during the year, distinguishing separately:—

(i) Value of sales of plant, machinery, equipment and vehicles.

(ii) Value of sales of buildings.

(iii) Value of sales of all other fixed capital assets (including land).

No. 3—Stocks and Work in Progress

The value at the beginning and end of year of (a) stocks of materials, (b) work in progress, (c) stocks of finished goods produced by the establishment ready for sale, and (d) stocks of goods purchased for resale without further processing.

No. 4—Products Manufactured and Work Performed during the Year

( a ) The quantity and value of each of the principal products given separately. A specification of all other products and their aggregate total value.

( b ) The values of all work carried out by employees of the establishment, including the amounts received for work done on materials provided by others and amounts received for repairs done for others.

No. 5—Materials and Components used

Quantities and costs at the works of all materials and components used in producing or manufacturing the products during the year and in carrying out the work, particulars of which are required under No. 4 above.

No. 6—Cost of Containers, Repairs, etc.

Cost of containers and other packing materials sold with the goods; cost of purchased materials for repairs to buildings and plant by employees of the establishment; amounts paid for contract work done by other persons on material furnished by the establishment in connection with the products of which particulars are required under No. 4 above; amounts paid to other firms for repairs and maintenance to plant, machinery, vehicles and buildings.

No. 7—Fuel, Electricity, etc., Used during the Year

Particulars of the quantity and cost at works of each of the different kinds of fuel, oils and electricity, etc., used during the year.

No. 8—Employment, Earnings and Hours Worked

A—In respect of establishments for which returns are required to be made in any of the forms numbered C.I.P. 77/111 to C.I.P. 77/495 specified in Part III (A) of this Schedule:

( a ) Number of persons actually at work or on holidays or on sick leave with pay during the pay-week ended 17 September, 1977 or nearest representative date, distinguishing the following categories and showing numbers of males and females separately: —

(i) Proprietors and unpaid members of family working in the business.

(ii) Managerial, technical and other salaried staff.

(iii) Clerical and other office staff.

(iv) Basic supervisory staff.

(iv) Industrial workers, other than apprentices and outside piece-workers.

(vi) Apprentices.

(vii) Outside piece-workers.

( b ) Total amount of salaries, wages and earnings paid during the year to each of the categories of employees mentioned in No. 8A ( a ) (ii) to (vii).

B—In respect of establishments for which returns are required to be made in any of the forms numbered C.I.P. 77/54 to C.I.P. 77/60 specified in Part III (A) of this Schedule:

( a ) Total amount of salaries, wages and earnings paid during the year to each of the following categories of employees: —

(i) Managerial, technical and other salaried staff.

(ii) Clerical and other office staff.

(iii) Basic supervisory staff.

(iv) Industrial workers, other than apprentices and outside piece-workers.

(v) Apprentices.

(vi) Outside piece-workers.

( b ) Number of persons actually at work or on holidays or on sick leave with pay during the pay-week ended 17 September, 1977, or nearest representative date, distinguishing the following categories: —

(i) Industrial workers, other than apprentices and outside piece-workers, showing separately men, youths, women and girls.

(ii) Apprentices, showing males and females separately.

(iii) Basic supervisory staff, showing males and females separately.

(iv) Clerical and other office staff, showing males and females separately.

(v) Managerial, technical and other salaried staff, showing males and females separately.

(vi) Proprietors and unpaid members of the family working in the business.

(vii) Outside piece-workers.

( c ) Total earnings of and hours worked by each of the categories of employees mentioned in No. 8 B ( b ) (i) to (iii) during the pay-week ended 17 September, 1977, or nearest representative date.

( d ) Total number of industrial workers (category (i) in No. 8 B (b)) actually at work or on holidays or on sick leave with pay and the aggregate hours actually worked by them during certain specified weeks in 1977.

No. 9—Other Labour costs

The amount of charges or costs paid by the establishment in the year in respect of all employees for—

( a ) Employer's contributions under the Social Welfare and Redundancy Acts.

( b ) Payments less receipts under the Industrial Training Act 1967 .

( c ) Net lump-sum Redundancy Payments.

( d ) Employer's contributions to Superannuation fund and any other payments of retirement benefits or pensions (not funded).

( e ) Cost of benefits in kind.

( f ) All such costs as supplementary payments in respect of illness. accidents, insurance premiums, subsidies to staff canteen, social or sporting facilities, etc.

(B) For establishments in respect of which a sufficient requisition under section 8 (1) of the Statistics Act, 1926 , is made on the form specified in Part III (B) of this Schedule.

No. 1— Description of business.

No. 2— Value of goods made and work done and charges made for work done on customers' own materials and for repair and jobbing work done during the year.

No. 3— Cost of materials, including ingredients, fuel, oil, gas, electricity, containers and other packing materials sold with the goods of which particulars are required under No. 2 above.

No. 4—Employment

Number of persons actually at work or on holidays or on sick leave with pay in the establishment during the pay-week ended 17 September, 1977, or nearest representative date, distinguishing the following categories and showing numbers of males and females separately: —

( a ) Proprietors and unpaid members of family working in the business.

EXPLANATORY NOTE.

The purpose of this instrument is to enable a statutory Census of Industrial Production to be taken relating to the year 1977, to define its scope and to require that returns be furnished to the Central Statistics Office covering all establishments in respect of which the prescribed forms have been issued.
