FOREIGN POST AMENDMENT (NO. 18) WARRANT, 1977.

I, CONOR CRUISE O'BRIEN, Minister for Posts and Telegraphs, in exercise of the powers conferred on me by sections, 2, 3 and 6 of the Post Office (Amendment) Act, 1969 (No. 18 of 1969), and with the consent of the Minister for Finance, hereby order as follows:

1. (1) This Warrant may be cited as the Foreign Post Amendment (No. 18) Warrant, 1977.

(2) This Warrant shall come into operation on the 25th day of July, 1977.

2. In this Warrant—

"the Principal Warrant" means the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 );

"the Warrant of 1974" means the Foreign Post Warrant, 1974 ( S.I. No. 281 of 1974 );

"the Warrant of 1977" means the Foreign Post Amendment (No. 17) Warrant, 1977 ( S.I. No. 49 of 1977 ).

3. Regulation 23 of the Principal Warrant is hereby amended by the substitution for paragraph (3) of the following paragraph:

" (3) A postcard shall not be more than 148 mm in length and 105 mm in width, or less than 140 mm in length and 90 mm in width, and shall be made of cardboard or paper stout enough not to hinder its manipulation."

4. The First Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 3 of the Warrant of 1977) of the entries in the Schedule to this Warrant.

5. Regulation 5 (1) of the Foreign Post Amendment (No. 4) Warrant, 1956 ( S.I. No. 148 of 1956 ) (inserted by Regulation 6 of the Warrant of 1974) as amended by Regulation 7 of the Warrant of 1977, is hereby amended by the substitution for "two pounds" and "40p" of "kg"and "44p", respectively.

6. Regulation 5 (2) of the Foreign Post Amendment (No. 4) Warrant, 1956 ( S.I. No. 148 of 1956 ), as amended by Regulation 14 (b) of Foreign Post Amendment (No. 13) Warrant, 1971 ( S.I. No. 198 of 1971 ), is hereby amended by the substitution of "next nearest kg" for "nearest two pounds".

7. The Foreign Post Amendment (No. 5) Warrant, 1957 ( S.I. No. 58 of 1957 ), is hereby amended by the substitution of the following paragraphs for paragraphs (1) and (2) of Regulation 5 (inserted by Regulation 17 of the Warrant of 1975):

(1) Subject to the following paragraphs of this Regulation there shall be charged and paid on outgoing packets to which this Warrant applies the following rates of postage:

For a packet not exceeding 50 g ... ... ... ...

(2) Where the Minister has made arrangements with the senders for the transmission of outgoing packets to which this Warrant applies in mail bags provided by the Minister, there shall be charged and paid on every mail bag containing such packets the following rates of postage:

( a ) For every kg weight of the mail bag and its contents conveyed by surface means, 31p, and

( b ) For every kg weight of the mail bag and its contents conveyed by air over all or part of the route, a rate not exceeding 348p.

8. Regulation 5 (3) of the Foreign Post Amendment (No. 5) Warrant 1957 (inserted by Regulation 7 of the Warrant of 1974) is hereby amended by the substitution of "next nearest kg" for "nearest two pounds".

EXPLANATORY NOTE.

This Warrant applies to the Foreign Post service and comes into operation on 25th July, 1977. It substitutes metric weights and measurements for those hitherto in use.
