ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF KILDARE) REGULATIONS, 1977.

The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) amended as regards the said section 46 by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Kildare) Regulations, 1977.

2 Commencement.

2. These Regulations shall come into operation on the 18th day of April, 1977.

3 Interpretation.

3. In these Regulations save where the context otherwise requires

"the Act" means the Road Traffic Act, 1961 ;

"road" means a public road;

"perimeter road" means a road on and along the roadway of which there runs the boundary of a county or other borough, or urban district or a town;

"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act;

"distance" means distance as measured along the centre line of a road.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:—

(a) ambulances,

(b) fire brigade vehicles, and

(c) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocation.

7. The Road Traffic (Speed Limits) (County of Kildare) Regulations, 1969 ( S.I. No. 27 of 1969 ) and the Road Traffic (Speed Limits) (County of Kildare) (Amendment) Regulations, 1973 ( S.I. No. 351 of 1973 ) are hereby revoked.

FIRST SCHEDULE.

Roads declared not to be public roads in a built-up area for the purposes of Section 45 of the Road Traffic Act, 1961 .

1. The following roads in the Urban District of Athy:—

(a) The Ballintubber Road.

(b) The Stradbally Road for a distance of 35 metres from the urban district boundary.

(c) The Ballylinan Road for a distance of 91 metres from the urban district boundary.

(d) The Fortbarrington Road for a distance of 420 metres from the point where the urban district boundary intersects the eastern side of the road.

(e) The Carlow Road between the urban district boundary and a point 68 metres south of its junction with the Aughaboura Road.

(f) The Naas Road between the urban district boundary and a point 22 metres east of its junction with the Kildare Road.

(g) The Monasterevin Road between the urban district boundary and a point 375 metres south of the point where the said boundary intersects the western side of the road.

2. The following roads in the town of Droichead Nua:—

(a) The Milltown or Station Road for a distance of 146 metres from the town boundary.

(b) The Morristownbiller Road for a distance of 30 metres from the town boundary at the Railway Bridge.

3. The following roads in the Urban District of Naas:—

(a) The Monread Road, Fishery Lane, Tipper Road North, Tipper Road South.

(b) The Dublin Road between the urban district boundary and a point 220 metres north-east of its junction with the Ashgrove Estate Road.

(c) The Sallins Road between the urban district boundary and a point 210 metres north of its junction with the Ashgrove Estate Road.

(d) Mill Lane between the urban district boundary and a point 65 metres west of its junction with the Sallins Road.

(e) Canal Bank between the urban district boundary and a point 100 metres north of its junction with the Abbey Bridge Road.

(f) The Caragh Road between the urban district boundary and a point 235 metres west of the centre line of Ploopluck Bridge.

(g) The Droichead Nua Road between the urban district boundary and a point 90 metres west of its junction with St. David's Terrace.

(h) The Rathasker Road between the urban district boundary and a point 228 metres south of its junction with the Droichead Nua Road.

(i) The Kilcullen Road between the urban district boundary and a point 150 metres south of its junction with Esmondale Estate Road.

(j) The Ballymore Eustace Road for a distance of 1,216 metres from the urban district boundary.

(k) The Craddockstown Road between the urban district boundary and a point 330 metres south-east of the centre line of the railway bridge.

(l) The Blessington Road between the urban district boundary and a point 90 metres south-east of its junction with the Friary Road.

(m) The road leading from the Rathasker Road to the Kilcullen Road between the townlands of Bluebell and Rathasker.

(n) The Tipper Road for a distance of 275 metres west of its junction with the Tipper Road.

SECOND SCHEDULE.

Roads declared to be public roads in a built-up area for the purposes of Section 45 of the Road Traffic Act, 1961 .

1. The following roads at Allenwood: —

(a) The Edenderry-Clane road between a point 90 metres east of its junction with the Littletown Road and a point 320 metres west of the said junction.

(b) The Power Station Road for a distance of 60 metres from its junction with the Edenderry-Clane road.

(c) The Littletown Road for a distance of 185 metres from its junction with the Edenderry-Clane road.

2. The following road adjacent to the Urban District of Athy:—

The Kildare road for a distance of 275 metres from the boundary of the urban district of Athy.

3. The following roads at Ballymore Eustace:—

(a) Oliver Plunkett Road, Market Square, Chapel Street, St. Brigid's Terrace, Assumpta Terrace.

(b) The Naas Road between its junction with Market Square and point 120 metres north of its junction with the Stonebrook Road.

(c) The Stonebrook Road for a distance of 55 metres from its junction with the Naas Road.

(d) The Ardinode Road for a distance of 90 metres from its junction with the Hollywood Road.

(e) Main Street and its continuation as the Hollywood Road to a point 70 metres south of its junction with the Ardinode Road.

(f) The Tipperkevin Road for a distance of 275 metres from its junction with Market Square.

(g) The Bishopshill Road for a distance of 245 metres from its junction with the Poulaphuca Road.

(h) The Poulaphuca Road between its junction with Market Square and a point 320 metres east of its junction with the Bishopshill Road.

4. The following roads at Castledermot:—

(a) Carlow Gate, School Lane, The Square, William Pearse Terrace, The Abbeylands Housing Estate roads, The Deals, Ivers Lane.

(b) The Dublin-Carlow road between a point 5 metres south of the Pike Cross and a point 90 metres south-west of its junction with the Tullow Road.

(c) Church Lane between its junction with the Dublin-Carlow road and a point 80 metres south of its junction with Ivers Lane.

(d) The Tullow Road for a distance of 23 metres from its Junction with the Dublin-Carlow road.

(e) The Newtownallen Road between the Square and a point 28 metres east of its junction with Mageney Road.

(f) The Athy Road between the Square and a point 46 metres north-west of its junction with Carlow Gate.

(g) The Hamilton Road for a distance of 92 metres from its junction with the Dublin-Carlow road.

(h) Keenan's Lane and its continuation as the Green Bridge to a point 90 metres south-west of the centre line of Green Bridge.

5. The following roads at Celbridge:—

(a) Main Street, Convent Lane, St. Patrick's Park.

(b) The Clane Road for a distance of 23 metres from its junction with Tee Lane.

(c) The Templemills Road for a distance of 220 metres from its junction with the Hazelhatch Road.

(d) The Hazelhatch Road for a distance of 475 metres from its junction with the Lucan Road.

(e) Tee Lane and its continuation as the Oldtown Road to a point 500 metres north-west of the westernmost entrance to St. Patrick's Park.

(f) The Lucan Road between its junction with Main Street and a point 185 metres north-east of the centre line of Liffey Bridge.

(g) The Maynooth Road for a distance of 840 metres from its junction with Main Street.

6. The following roads at Clane:—

(a) Capdoo Lane.

(b) The Naas-Kilcock road between a point 35 metres north of its junction with the northernmost entrance to Loughbollard Estate and a point 130 metres south of the centre line of Alexander Bridge.

(c) The Dublin Road between its junction with the Naas-Kilcock road and a point 220 metres north-east of its junction with Capdoo Lane.

(d) Doctor's Road for a distance of 245 metres from its junction with the Naas-Kilcock road.

(e) The Prosperous Road for a distance of 275 metres from its junction with the Naas-Kilcock road.

(f) The Millicent Road for a distance of 220 metres from its junction with the Naas-Kilcock road.

7. The following roads at Coill Dubh:

(a) Bord na Mona housing estate roads.

(b) The Blackwood-Timahoe road between a point 410 metres north-west of its junction with the Brockagh Road and a point 45 metres east of the said junction.

(c) The Brockagh Road for a distance of 260 metres from its junction with the Blackwood-Timahoe road.

8. The following road at Curragh Camp:

The Ballymany Cross-Brownstown road between a point 70 metres north-west of its junction with Collins Road West and a point 485 metres south-west of its junction with O'Higgins Road West.

9. The following roads adjacent to the town of Droichead Nua:—

(a) Moore Park, Moorefield Crescent, The Ballymany Park Roads, Roseberry Commons, Industrial Estate Road, The Common Road.

(b) The Barrettstown Road between the boundary of the town of Droichead Nua and a point 550 metres north-east of its junction with Mooney's Road.

(c) Mooney's Road between its junction with the Barrettstown Road and a point 20 metres north-west of the entrance to Aylesbury and Mount Carmel Estate.

(d) Sex Road between its junction with the Barrettstown Road and a point 150 metres east of the centre line of Sex Bridge.

(e) The Standhouse Road between the point where the boundary of the town of Droichead Nua intersects the southern side of the road and a point 130 metres west of its junction with Blackberry Lane.

(f) Blackberry Lane between its junction with Standhouse Road and a point 15 metres south-east of the centre line of the Railway Bridge.

(g) Kildare Road for a distance of 1,025 metres from the boundary of the town of Droichead Nua.

(h) The Green Road for a distance of 320 metres from its junction with the Kildare Road.

(i) The Athgarvan Road between the boundary of the town of Droichead Nua and a point 320 metres north of Walshestown Cross Roads.

(j) The Naas Road between the boundary of the town of Droichead Nua and a point 90 metres north-east of Buckley's Cross.

(k) Great Connell Road between the point where the boundary of the town of Droichead Nua intersects the western side of the road and its junction with the Naas Road.

(l) The Morristownbiller Road between its junction with the Kildare Road and a point 30 metres south-east of the boundary of the town of Droichead Nua at the Railway Bridge.

10. The following roads at Kilcock:—

(a) Canal Street, Cemetery Lane, Luby's Lane, Mill Lane. School Street, The Square, Fair Green, New Lane, Church Street, New Road, The Crescent, Highfield Park.

(b) The Dublin-Mullingar road between a point 660 metres north-west of its junction with the Naas Road and a point 320 metres south-east of the said junction.

(c) The Naas Road between its junction with the Dublin-Mullingar road and a point 120 metres north-east of the centre line of Courtown Bridge.

(d) The Branganstown (Rathcoffey) Road for a distance of 395 metres from its junction with the Naas Road.

(e) The Dunshaughlin Road between its junction with the Square and the boundary between the counties of Meath and Kildare.

11. The following roads at Kilcullen:—

(a) The Square, St. Brigid's Park, Conroy Park, Nicholastown Housing Estate roads.

(b) The Naas-Carlow road between a point 20 metres south of its junction with Conroy Park and a point 20 metres north of its junction with the Logstown Road.

(c) The Dunlavin Road for a distance of 185 metres from its junction with the Naas-Carlow road.

(d) The Logstown Road for a distance of 200 metres from its junction with the Naas-Carlow road.

(e) The Droichead Nua Road for a distance of 130 metres from its junction with the Naas-Carlow road.

12. The following roads at Kildare:—

All roads (other than the roads described at reference 6 in the Third Schedule to these Regulations) in the area enclosed by a line commencing at a point on the Milltown Road 366 metres north of its junction with the Melitta Road and drawn thence in straight lines successively to the following points:—

(a) a point on the Rathangan (via Dunmurry) Road 20 metres north of its junction with the Fair Green Cottages Road,

(b) a point on the Old Road 46 metres north of its junction with Bohereenagerr,

(c) a point on the South Green Road 45 metres north-west of its junction with Bohereenagerr,

(d) a point on the Redhills Road 65 metres north-west of its junction with Pigeon Lane,

(e) a point on the Monasterevin Road 320 metres west of its junction with Pigeon Lane,

(f) a point on the Athy Road 320 metres south of its junction with St. Brigid's Square,

(g) A point on the Tully Road 200 metres south of its junction with the Convent Road,

(h) A point on the Frenchfurze Road 340 metres south-east of its junction with the Droichead Nua Road,

(i) A point on the Droichead Nua Road 230 metres north-east of its junction with the Frenchfurze Road,

(j) A point on the Melitta Road 135 metres north-east of its junction with the County Council Private Sites Estate

and thence in a straight line to the commencement point on the Milltown Road.

13. The following roads at Leixlip:—

(a) St. Mary's Park, Buckley's Lane, Mill Lane, Ralf Square, Spionkop Cottages Road, McMahon's Lane, Oaklawns. Oakley Park, Leixlip Park Estate Roads, Castletown Estate Roads, Newtown Housing Estate roads. Elm Grove, Old Hill Road.

(b) The Dublin-Mullingar road between the boundary of the counties of Kildare and Dublin and a point 65 metres west of its junction with Old Green Lane.

(c) Old Green Lane and its continuation as the Kilmacreddock Road to a point 150 metres south-west of its junction with New Green Lane.

(d) New Green Lane between its junction with Old Green Lane and a point 25 metres south of its junction with the Mullingar Road at Louisa Bridge.

(e) The Celbridge (Meat Packers) Road between its junction with the Old Hill Road and a point 245 metres south of its junction with the Leixlip Park Estate Road.

(f) The Confey Road between its junction with the Dublin-Mullingar road and a point 385 metres north of its junction with the lane leading to Ryevale.

14. The following roads at Maynooth:—

All roads in the area enclosed by a line commencing at a point on the Dublin Road 35 metres east of its junction with Carton Lane and drawn thence in straight lines successively to the following points: —

(a) A point on Carton Lane 35 metres north-east of its junction with the Dublin Road,

(b) A point on the Dunboyne Road 230 metres north-west of its junction with the Dublin-Mullingar road,

(c) A point on the Moyglare Road 275 metres north-west of its junction with the Dublin-Mullingar-Road,

(d) A point on the Mullingar Road 155 metres west of its junction with the Moyglare Road,

(e) A point on the Rathcoffey (Prosperous) Road 55 metres south-west of its junction with Cluain Aoibhinn Estate,

(f) a point on the Clane Road 265 metres south of its junction with the Ballygoran Road,

(g) A point on the Ballygoran Road, 425 metres south-east of its junction with the Clane Road

and thence in a straight line to the commencement point on the Dublin Road.

15. The following roads at Monasterevan:—

(a) St. Evin's Park, Cowpasture Cottages Road, Drogheda Row, Drogheda Street, Market Square, New Cottages Road, St. Mary's Lane, Togher Road, Whelan's Row or Whelan's Street.

(b) The Kildare-Portlaoise road between a point 183 metres south-east of its junction with Drogheda Street and a point 160 metres south-west of the centre line of Towns Bridge.

(c) The Portarlington Road (incorporating West End, Moore Street, and Main Street) between its junction with Market Square and a point 23 metres south of the centre line of the Railway Bridge.

(d) The Canal Road or High Bridge Road between its junction with the Portarlington Road and a point 20 metres northeast of its junction with Drogheda Street.

(e) The Rathangan Road for a distance of 365 metres from its junction with the Cowpasture Cross Roads.

(f) The Cowpasture Road between its junction with Drogheda Row and a point 412 metres south-east of the said junction.

16. The following road at Palatine:—

The Baltinglass Road for a distance of 195 metres from the boundary between the counties of Carlow and Kildare at Palatine Bridge.

17. The following roads at Prosperous:—

(a) The Clane-Allenwood road between a point 90 metres west of its junction with the Robertstown Road and a point 90 metres east of its junction with the Staplestown Road.

(b) The Robertstown Road for a distance of 120 metres from its junction with the Clane-Allenwood road.

(c) The Staplestown Road between its junction with the Clane-Allenwood road and a point 275 metres north-west of its junction with the Maynooth Road.

(d) The Maynooth Road for a distance of 335 metres from its junction with the Staplestown Road.

(e) The Landenstown Road between its junction with the Clane-Allenwood road and a point 135 metres north-west of the Hatters Cross Roads.

18. The following roads at Rathangan:—

(a) Ard Mhuire Cottages Road, Bridge Street, Chapel Street, Crescent Cottages Road, Main Street, Market Square, New Street, Rectory Road, Annsboro Road.

(b) The Monasterevin Road between its junction with the Kildare Road and a point 55 metres south-west of the centre line of Spencer Bridge.

(c) The Kildare Road for a distance of 183 metres from its junction with the Monasterevin Road.

(d) The Lullymore Road for a distance of 155 metres from its junction with New Street.

(e) The Ballydermot Road between its junction with Main Street and a point 25 metres north-west of its junction with the Yellow Lough Cross Roads.

(f) The Sheane Road between its junction with Main Street and a point 25 metres west of its junction with Annsboro Road.

19. The following roads at Sallins:—

(a) St. Brigid's Terrace, Old Chapel Lane, Chapel Lane.

(b) The Naas-Clane road between a point 90 metres north of its junction with St. Brigid's Terrace and a point 30 metres south of the centre line of the Railway Bridge.

(c) North Canal View (Straffan Road) between its junction with the Naas-Clane road and a point 35 metres east of its junction with Chapel Lane.

(d) South Canal View (Kerdiffstown Road) for a distance of 185 metres from its junction with the Naas-Clane road.

(e) The road connecting the Naas-Sallins road with North Canal View (Straffan Road).

(f) The road connecting the Naas-Sallins road with South Canal View (Kerdiffstown Road).

20. The following roads at Suncroft:—

(a) The Curragh-Athy road between a point 85 metres south-west of its junction with Askinraw Lane and a point 900 metres north-east of the said junction.

(b) Askinraw Lane for a distance of 305 metres from its junction with the Curragh-Athy road.

THIRD SCHEDULE.

Roads in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following roads in and adjacent to the Urban District of Athy:

(a) The Carlow Road between a point 68 metres south of its junction with the Aughaboura Road and a point 570 metres south of the said junction.

(b) The Naas Road between a point 22 metres east of its junction with the Kildare Road and a point 390 metres east of the said junction.

2. The following roads at Celbridge:—

(a) The Maynooth Road between a point 840 metres north-west of its junction with Main Street and a point 1160 metres north-west of the said junction.

(b) The Clane Road between a point 23 metres southwest of its junction with Tee Lane and a point 320 metres south-west of the said junction.

3. The following roads at Johnstown Bridge:—

(a) The Innfield (Enfield)—Carbury road between a point 35 metres south-west of the boundary between the counties of Meath and Kildare and a point 35 metres south-west of its junction with Kilmore Road.

(b) The Kilmore Road for a distance of 130 metres from its junction with the Innfield (Enfield)-Carbury road.

(c) The Donadea Road for a distance of 90 metres from its junction with the Innfield (Enfield)-Carbury road.

4. The following roads at Kilcock:—

(a) The Mullingar Road between a point 660 metres north-west of its junction with the Naas Road and a point 90 metres west of the centre line of Spin Bridge.

(b) The Navan Road for a distance of 35 metres from its junction with the Mullingar Road.

5. The following roads at Kilcullen:—

(a) Moanbane Housing Estate roads.

(b) The Naas Road between a point 20 metres north of its junction with the Logstown Road and a point 20 metres north of its junction with the Moanbane Housing Estate Road.

6. The following roads at Kildare:—

(a) The Droichead Nua Road between a point 230 metres north-east of its junction with the Frenchfurze Road and a point 780 metres north-east of the said junction.

(b) The Monasterevin Road between a point 90 metres west of its junction with Pigeon Lane and a point 320 metres west of the said junction.

7. The following roads at Leixlip:—

(a) The Mullingar Road between a point 65 metres west of its junction with Old Green Lane and a point 65 metres west of the centre line of Louisa Bridge.

(b) New Green Lane for a distance of 25 metres from its junction with the Mullingar Road at Louisa Bridge.

8. The following roads at Monasterevin:—

(a) Ballyfarsoon Lane.

(b) The Kildare Road between a point 183 south-east of its junction with Drogheda Street and a point 75 metres northeast of Turnpike Cross roads.

(c) The Portlaoise Road between a point 160 metres south-west of the centre line of Towns Bridge and a point 230 metres north-east of the centre line of Clogheen Canal Bridge.

(d) The Cowpasture Road between its junction with the Kildare Road and a point 412 metres south-east of its junction with Drogheda Row.

(e) The Athy Road between its junction with the Kildare Road and a point 245 metres south of Kill Cross Roads.

(f) The Ballyfarsoon Road for a distance of 230 metres from its junction with the Athy Road.

(g) The Cloneygath Road for a distance of 145 metres from its junction with Athy Road.

9. The following roads in the Urban District of Naas:—

(a) The Dublin Road between a point 220 metres north-east of its junction with the Ashgrove Estate Road and a point 760 metres south-west of the urban district boundary.

(b) The Droichead Nua Road between a point 90 metres west of its junction with St. David's Terrace and a point 1,205 metres east of the urban district boundary.

10. The following roads at Straffan:—

(a) The Kill-Maynooth road between a point 130 metres north of its junction with the Clane-Celbridge road and a point 75 metres south of its junction with the Bohereen Road.

(b) The Clane-Celbridge road between a point 190 metres east of its junction with the Kill-Maynooth road and a point 455 metres north-west of the said junction.

(c) The Bohereen Road for a distance of 75 metres from its junction with the Kill-Maynooth road.

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) (County of Kildare) Regulations, 1969 ( S.I. No. 27 of 1969 ) and the Road Traffic (Speed Limits) (County of Kildare) (Amendment) Regulations, 1973 ( S.I. No. 351 of 1973 ) and alter the speed limits applicable to certain roads in this area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
