21.—It shall be lawful for any clergyman duly licensed or appointed according to the rites or form of the religion to which he belongs at the request in writing of the Executor of any deceased person or of any other person having charge of the interment of any deceased person to perform the Burial Service of the said religion in any such burial ground.
