ROAD TRAFFIC (SPEED LIMITS) (COUNTY BOROUGH OF CORK AND COUNTY OF CORK) REGULATIONS, 1968

The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) amended as regards the said section 46 by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County Borough of Cork and County of Cork) Regulations, 1968.

2 Commencement.

2. These Regulations shall come into operation on the 1st day of January, 1969.

3 Interpretation.

3. In these Regulations save where the context otherwise requires " the Act " means the Road Traffic Act, 1961 ;

" road " means a public road;

" perimeter road " means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or a town;

" special speed limit " and " built-up area speed limit " have the meanings respectively assigned to them in Part IV of the Act;

" distance " means distance as measured along the centre line of a road.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:—

( a ) ambulances,

( b ) fire brigade vehicles and

( c ) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocation.

7. Articles 5 and 6 of the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) in so far as they relate to roads in the County Borough of Cork and the County of Cork are hereby revoked.

FIRST SCHEDULE.

Roads declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following road in the town of Bandon:—

The Dunmanway Road between the town boundary and a point 150 yards west of its junction with Allin Square.

2. The following roads in the town of Bantry:—

( a ) The Sheskin Road, Hospital Road, The Inchiclough Road, The Caherdaniel Road, Fairy Lane, The Slippery Slat Road, Beach Road, The Rooska Road.

( b ) The Glengarriff Road for a distance of 1,265 yards from the town boundary.

( c ) The road joining the Bantry-Glengarriff road at Newtown between the town boundary and the junction of the said road with the Bantry-Glengarriff road.

( d ) The Droumclough Road between the town boundary and a point 300 yards east of its junction with the Glengarriff Road.

( e ) The Ardnageehy or Quarry Well Road between the town boundary and a point 20 yards west of its junction with the Hospital Road.

( f ) The Dromleigh Road between the town boundary and a point 20 yards south of its junction with Scart Road.

( g ) The back road to the Hospital.

( h ) The Ropewalk between its junction with the Cork Road and a point 150 yards south-west of its junction with Scart Road.

( i ) The Cork Road between the town boundary and a point 90 yards west of its junction with the Square.

3. The following roads in the Urban District of Clonakilty:—

( a ) The Fern Hill Road, The Desert Road, The Flaxmill Road, The Rocky Road, The Lackenagobidane Road.

( b ) The Skibbereen Road between the Urban District boundary and a point 45 yards west of its junction with the Ballineen Road.

( c ) The Ballineen Road between the Urban District boundary and a point 355 yards north of its junction with the Skibbereen Road.

( d ) The Bog or Fairfield Road between the Urban District boundary and a point 100 yards west of Fair Green.

( e ) The road connecting Lady's Cross with Clogheen Cross, North.

( f ) Gravel Pit Road between its junction with the Ballineen Road and a point 335 yards north-west of its junction with the Skibbereen Road.

( g ) The Ballinaffrin Road between the Urban District boundary and a point 70 yards north-west of its junction with Patrick Street.

( h ) The Shannonvale or Scartagh Road for a distance of 560 yards from the point where the Urban District boundary intersects the eastern side of the road.

( i ) The road through the townland of Cappeen connecting the Shannonvale or Scartagh Road with the Bandon Road.

( j ) The Cork Road between the Urban District boundary and a point 40 yards north-east of its junction with the Ring Road.

( k ) The Tubereen Road between the Urban District boundary and a point 30 yards north-east of its junction with the Ring Road.

( l ) The Ring Road between the Urban District boundary and a point 50 yards south-east of its junction with the Tubereen Road.

( m ) The Youghal Road between the Urban District boundary and a point 60 yards east of its northern junction with Dispensary Hill.

( n ) The Ardfield or Snugborough Road between the Urban District boundary and a point 50 yards south-east of its junction with the Clogheen Road.

( o ) The Lislevane Road through the townland of Curraghgrane More where the said road is a perimeter road.

( p ) The Clogheen Road between the Urban District boundary and a point 85 yards south of its junction with the Ardfield or Snugborough Road.

4. The following road in the Urban District of Cobh:—

The Cork Road (High Road) between the Urban District boundary and a point 100 yards west of its junction with Spy Hill.

5. The following roads in the County Borough of Cork:—

( a ) The Ballincolly Road, The Whitechurch Road, The Blarney Road. The Kilnap Road, Inchigaggin Lane, Fitz's Boreen.

( b ) The Dublin Road for a distance of 2,400 yards from the County Borough boundary.

( c ) The Ballyhooly Road between the County Borough boundary and a point 100 yards north-east of its junction with Gordon's Lane.

( d ) The Mallow Road between the County Borough boundary and a point 150 yards north-west of its junction with Dublin Hill Road.

( e ) The Commons Road and its continuation as the Old Blarney Road between the County Borough boundary and a point 340 yards south-east of its junction with Fitz's Boreen.

( f ) The Fair Hill Road for a distance of 1,000 yards from the County Borough boundary.

( g ) The Holly Hill Road between the County Borough boundary and a point 70 yards north-west of its junction with Blarney Street.

(h) Blarney Street and its continuation as the Clogheen Road between the County Borough boundary and a point 200 yards east of its junction with the Shanakiel Road.

(i) The Shanakiel Road for a distance of 50 yards from its junction with the Clogheen Road.

(j) The Lee Road for a distance of 90 yards from the County Borough boundary.

(k) The Carrigrohane Road for a distance of 2,000 yards from the County Borough boundary.

(l) The Model Farm Road between the County Borough boundary and a point 180 yards east of its junction with Cherry Grove.

(m) O'Donovan Rossa Avenue for a distance of 650 yards from its junction with the Model Farm Road.

(n) The Curraheen Road for a distance of 400 yards from the County Borough boundary.

(o) The Waterfall Road between the point where the County Borough boundary intersects the northern side of the road and a point 650 yards south-west of its junction with the Bandon Road.

(p) The Bandon Road between the County Borough boundary and a point 50 yards south of its junction with the Waterfall Road.

(q) The Kinsale or Airport Road between the County Borough boundary and a point 80 yards south of its junction with Tramore Road.

6. The following roads in the Urban District of Fermoy:—

(a) The Pike Boreen.

(b) The Dublin Road between the Urban District boundary and a point 50 yards north-west of its junction with Station Road.

(c) The Rathealy Road between the Urban District boundary and a point 380 yards east of its junction with the Dublin Road.

(d) The Strawhall Road between the point where the Urban District boundary intersects the northern side of the road and a point 10 yards south-east of its junction with Richmond Hill.

(e) The Cork Road where the said road is a perimeter road.

(f) The Mallow Road between the Urban District boundary and a point 150 yards west of its junction with Church Hill.

7. The following roads in the Urban District of Kinsale:—

(a) The Compass Hill Road for a distance of 300 yards from its southern intersection by the Urban District boundary.

(b) The Bandon Road for a distance of 130 yards from the Urban District boundary.

(c) The Inishannon Road between the Urban District boundary and a point 25 yards north of its junction with Catholic Walk.

(d) Barrack Street and its continuation northwards between the Urban District boundary and a point 25 yards north of the junction of Barrack Street with Catholic Walk.

(e) The New Road for a distance of 700 yards from the Urban District boundary.

(f) The part of Long Quay and its continuation as Break Heart Hill between the Urban District boundary and a point 50 yards east of the junction of the Long Quay with the Eastern Road.

8. The following roads in the Urban District of Macroom:—

(a) The Bowl Road, The Turret Road, The Codrum Road, The Teerbeg Road, The Ballyveerane Road, The Coolyhane (Up) Road, The Coolyhane Kill Road, The Cork (North) Road, The Inchigeelagh Road, The Macloneigh Road, The Mill-street Road, The Wood Road.

(b) The Tinker's Hill Road between the Urban District boundary and a point 25 yards west of its junction with the Ballinagree Road.

(c) The Ballinagree Road between the Urban District boundary and a point 135 yards north of its junction with the Tinker's Hill Road.

(d) The Coolyhane (Round) Road between the Urban District boundary and a point 295 yards west of its junction with the Coolyhane Kill Road.

(e) The Cork (South) Road for a distance of 980 yards from the Urban District boundary.

(c) Gerald Ville and its continuation as the Ballylough Road between the point where the Urban District boundary intersects the south-eastern side of the road and a point 340 yards north-east of the junction of Gerald Ville with Ironmines Road.

(d) The Spa Road for a distance of 1,200 yards from the Urban District boundary.

(e) St. Joseph's Road between the Urban District boundary and a point 100 yards north-east of its junction with Spa Walk.

(f) The Ballyellis Road between the Urban District boundary and a point 225 yards south-east of Mallow Bridge.

(g) The Quartertown Road between the Urban District boundary and a point 160 yards east of the centre line of Blackrock Railway Bridge.

(h) The road leading from the Quartertown Road to the Urban District boundary at Clyda Bridge.

(i) The road leading in a south-easterly direction along the Urban District boundary from the road at reference (h) above which lies inside the said boundary.

(j) The Buttevant Road between the Urban District boundary and a point 100 yards north-west of its junction with the Doneraile Road.

(l) Upper Back Beecher Street for a distance of 190 yards from the Urban District boundary.

10. The following roads in the Urban District of Midleton:—

(a) Park Road North.

(b) The Bailich Road between the Urban District boundary and a point 50 yards south of its junction with Broderick Street.

(c) The Christian Brother's Road for a distance of 50 yards from its junction with the Bailich Road.

(d) Charles Street and its continuation as the Tallow Road between the Urban District boundary and a point 330 yards north-east of its junction with Main Street.

(e) The Fermoy Road between the Urban District boundary and a point 135 yards north-west of its junction with Park Street.

11. The following roads in the town of Passage West:—

(a) Hayes' Lane.

(b) The part of each perimeter road which lies inside the town boundary.

(c) The Raffeen Road between the town boundary and a point 150 yards south-west of its junction with the Glen Road.

(d) The Glen Road for a distance of 35 yards from the town boundary.

(e) The Scotsman's Road between the town boundary and a point 100 yards south-west of its junction with Fairy Hill.

(f) The Laurel Hill Road between the town boundary and a point 50 yards north of its junction with Hawkes' Hill.

(g) The Monkstown-Cork Road between a point 480 yards north of its junction with Chapel Hill and a point 150 yards south of its junction with Hawkes' Hill.

12. The following roads in the Urban District of Skibbereen:—

(a) St. Fachtna's Terrace, Wycherly's Road, The Letter Road, The Castletownshend Road, The Coom Road, The Compass Hill Road, The Abbey Road, The Marsh Road, New Bridge Road.

(b) High Street between the Urban District boundary and a point 250 yards north-east of its junction with Chapel Lane.

(c) Chapel Lane for a distance of 250 yards from the Urban District boundary.

(d) The Mardyke Road between its junction with the Baltimore Road and a point 50 yards south-east of its junction with the Mart Road.

(e) Townsend Street for a distance of 20 yards from its junction with the Baltimore Road.

(f) The Baltimore Road between the Urban District boundary and a point 180 yards north-east of its junction with the Castletownshend Road.

(g) Upper Bridge Street and its continuation to Barnett's Cross for a distance of 400 yards from the Urban District boundary.

(h) The Schull Road between the Urban District boundary and a point 30 yards south of the Railway Cross.

(i) The Cork Road between the Urban District boundary and a point 50 yards east of Callaghan's Cross.

13. The following roads in the Urban District of Youghal:—

(a) The Quarry Road.

(b) The part of each perimeter road which lies inside the Urban District boundary.

(c) Cork Hill for a distance of 760 yards from the point where the Urban District boundary intersects the north-western side of the road.

(d) The Bawnmore Road between the Urban District boundary and a point 20 yards south-west of its junction with the Kilcoran Road.

(e) The Killeagh Road between the Urban District boundary and a point 35 yards west of its junction with the Kilcoran Road.

(f) The Waterford Road between the Urban District boundary and a point 250 yards south-east of its junction with the Quarry Road.

(g) The road connecting the Quarry Road with the Waterford Road.

(h) The continuation of Claycastle Street towards the Killeagh Road between its southernmost intersection by the Urban District boundary and its junction with the Killeagh Road.

SECOND SCHEDULE.

Roads declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads at Ballineen:—

(a) The Cork-Bantry road between a point 170 yards east of its junction with the Ballineen School Line and a point 320 yards west of its junction with Bridge Street.

(b) Bridge Street for a distance of 105 yards from its junction with the Cork-Bantry road.

(c) The Ballineen School Line for a distance of 120 yards from its junction with the Cork-Bantry road.

2. The following roads at Ballingeary:—

(a) The Cork-Glengarriff road between a point 280 yards north-east of its junction with the Renanirree Road and a point 580 yards south-west of the said junction.

(b) The Renanirree Road for a distance of 150 yards from its junction with the Cork-Glengarriff road.

3. The following roads adjacent to the town of Bandon:—

(a) All roads (other than the road mentioned at reference 5 (c) in the Third Schedule to these Regulations) in the area which lies between the boundary of the town of Bandon and a line commencing at the point where the said boundary intersects Watergate Street and drawn thence in straight lines successively to the following points :—

(i) a point on the Cork Road 150 yards north-east of its junction with the Old Quay Road,

(ii) a point on the Ballylangley Road 30 yards north-east of its junction with the Old Quay Road,

(iii) a point on the Ballinadee Road 125 yards south-east of the Mill Cross,

(iv) the south-western end of Ardán na nÓglach,

(v) a point on the Clonakilty Road 35 yards north-east of Brewery Bridge Cross,

(vi) a point on the Castle Road 50 yards east of its junction with Haig Terrace,

(vii) the point where the boundary of the said town intersects the Laurel Walk;

together with the part of the Gallows Hill Road which lies outside this area.

(b) The Newcestown Road for a distance of 210 yards from the boundary of the town of Bandon.

(c) The Macroom or New Cork Road for a distance of 125 yards from the boundary of the town of Bandon.

(d) The Old Cork Road for a distance of 30 yards from the boundary of the town of Bandon.

(b) The Cork-Blarney-Tower road between a point 50 yards north-west of its junction with the Hedge Road and a point 50 yards west of its junction with the Killowen Road.

(c) The Station Road for a distance of 50 yards from its junction with the Cork-Blarney-Tower road.

(d) The Waterloo Road for a distance of 200 yards from its junction with the Cork-Blarney-Tower road.

(e) The Killard Road between its junction with the Square and a point 80 yards south-east of its junction with the Groves.

(a) The Mallow-Tralee road between a point 300 yards south-east of its junction with the Kanturk Road and a point 360 yards west of the said junction.

(b) The Knocknagree Road for a distance of 570 yards from its junction with the Mallow-Tralee road.

(a) Ball Alley Lane, Barrack Place, Military Road, New Street, St. Colman's Place.

7. The following roads at Carrigaline:—

(a) The Cork-Crosshaven road between a point 320 yards north of its junction with the Ringaskiddy Road and a point 80 yards east of its junction with the Minane Bridge Road.

(b) The Ringaskiddy Road for a distance of 170 yards from Carrigaline Cross Roads.

(c) The Ballygarvan Road for a distance of 50 yards from Carrigaline Cross Roads.

(d) The Ballyfeard Road for a distance of 350 yards from its junction with the Minane Bridge Road.

(e) The Minane Bridge Road for a distance of 350 yards from its junction with the Cork-Crosshaven road.

8. The following roads at Carrigtwohill:—

(a) The Cork-Youghal road between a point 50 yards east of Carrigtwohill Bridge and a point 130 yards east of its junction with the Carrigane Road.

(b) The Station Road for a distance of 200 yards from its junction with the Cork-Youghal road.

(c) The Barryscourt Road for a distance of 160 yards from its junction with the Cork-Youghal road.

(d) The Carrigane Road for a distance of 180 yards from its junction with the Cork-Youghal road.

9. The following roads at Castlemartyr:—

(a) The Heights.

(b) The main Cork-Youghal road between a point 75 yards north of the southern entrance to The Heights and a point 275 yards east of Castlemartyr Cross Roads.

(c) The Mogeely Road for a distance of 710 yards from Castlemartyr Cross Roads.

(d) The Ladysbridge Road for a distance of 135 yards from Castlemartyr Cross Roads.

10. The following roads at Castletown-Bearhaven:—

(a) The Back Road, The Farm Road, The Pier Road.

(b) The Glengarriff-Allihies road between a point 125 yards west of the centre-point of Brandy Hill Bridge and a point 150 yards west of its junction with the Tallon Road.

(c) The Kenmare Road for a distance of 485 yards from its junction with the Bridewell Road.

(d) The Toormore Road for a distance of 100 yards from its junction with the Back Road.

(e) The Tallon Road for a distance of 150 yards from its junction with the Glengarriff-Allihies road.

(f) The roads connecting the Bog Road with the Glengarriff-Allihies road at the Courthouse.

11. The following roads at Coachford:—

(a) The Cork-Macroom road between a point 560 yards east of its junction with the Crookstown Road and a point 300 yards west of the said junction.

(b) The Crookstown Road for a distance of 200 yards from its junction with the Cork-Macroom road.

(c) The Donoughmore Road for a distance of 55 yards from its junction with the Cork-Macroom road.

(d) The Knockaneowen Road for a distance of 80 yards from its eastern junction with the Cork-Macroom road.

(e) The Coolacullig Road for a distance of 25 yards from its junction with the Cork-Macroom road.

12. The following roads adjacent to the Urban District of Cobh:—

(a) Assumption Place, Joe Reid Place, Maurice Moore Place, Peter O'Donovan Place, Ahern's Terrace, St. Colman's Square.

(b) The Ballywilliam Road for a distance of 150 yards from the boundary of the Urban District of Cobh.

(c) The Cuskinny Road for a distance of 265 yards from the boundary of the Urban District of Cobh.

(d) The Church Cross or Tiknock Road for a distance of 200 yards from the boundary of the Urban District of Cobh.

(e) Bóithrín Salach for a distance of 35 yards from the boundary of the Urban District of Cobh.

(f) The Newtown-Ballynoe road for a distance of 350 yards from the boundary of the Urban District of Cobh.

13. The following roads adjacent to the County Borough of Cork:—

(a) The Togher Road for a distance of 250 yards from the boundary of the County Borough of Cork.

(b) The Pouladuff Road for a distance of 200 yards from the boundary of the County Borough of Cork.

(c) The Waterfall Road between a point 650 yards south-west of its junction with the Bandon Road and the point where the boundary of the County Borough of Cork intersects the southern side of the road.

(d) All roads in the area which lies between the boundary of the County Borough of Cork and a line drawn as follows:—

Starting at a point on the Kinsale or Airport Road 80 yards south of its junction with Tramore Road, thence in a straight line in a south-easterly direction to a point on the Grange Road 780 yards west of its junction with the Donnybrook Road, thence in a straight line in a south-easterly direction to a point on the Donnybrook Road 80 yards north of Scairt Cross Roads, thence in a straight line in a northeasterly direction to a point on the Carrigaline Road 620 yards south of its junction with the Rochestown Road, thence in a straight line in a northerly direction to a point on the Maryborough Hill Road 1,440 yards south-east of its junction with the Rochestown Road, thence in a straight line in a northerly direction to a point on the northern edge of the Rochestown Road 790 yards east of its junction with the Maryborough Hill Road, thence in a straight line in an easterly direction to a point on the eastern edge of the Ballinure Boathouse Road at the southern end of the said road, thence in a straight line in a northerly direction to the point where the imaginary projection of the centre line of the Ferney Road intersects the eastern boundary of the townland of Mahon and thence along the eastern and northern boundaries of the townland of Mahon and the northern boundaries of the townland of Dundanion to the boundary of the said County Borough at Marina.

14. The following roads at Crosshaven:—

All roads in the area enclosed by a line commencing at a point on the High Water Mark due north of a point on the Carrigaline Road 100 yards west of the boundary between the townlands of Knocknagore and Hoddersfield and drawn thence in straight lines successively to the following points:—

(a) a point on the Carrigaline Road 100 yards west of the boundary between the townlands of Knocknagore and Hoddersfield,

(b) a point on Church Road 350 yards south of its junction with the Upper Road,

(c) a point on the southern edge of Church Bay Road where the common boundary of the townlands of Knocknagore and Kilcolta meet the said road,

(d) a further point on Church Bay Road 500 yards west of its junction with the Weaver's Point Road,

(e) a point on Grab-All Bay Road 80 yards east of Camden Cross,

(f) the north-easternmost point of Camdenfort Road,

(g) the north-easternmost point of the Point Road,

(h) a point on the High Water Mark due north of the last-mentioned point and thence in a general south-westerly and westerly direction along the said High Water Mark to the commencement point.

15. The following roads at Drimoleague:—

(a) New Road, High Street.

(b) The Cork-Bantry road between a point 385 yards north-east of its junction with Church Road and a point 115 yards south-west of its junction with the Skibbereen Road.

(c) The Castledonovan Road for a distance of 50 yards from its junction with the Cork-Bantry road.

(d) The Skibbereen Road for a distance of 500 yards from its junction with the Cork-Bantry road.

(e) The Butlersgift Road for a distance of 50 yards from its junction with New Road and High Street.

(f) Church Road for a distance of 30 yards from its Junction with the Cork-Bantry road.

16. The following roads at Dunmanway:—

All roads in the area enclosed by a line commencing at a point on the Cork Road at the westernmost point of Long Bridge and drawn thence in straight lines successively to the following points:—

(a) a point on the Clonakilty Road 50 yards east of its junction with the Mullagh Road,

(b) a point on the Mullagh Road 25 yards south of its junction with the Clonakilty Road,

(c) a point on the Coach Road 300 yards south-west of the junction of Mary Street with the Kilbarry Road,

(d) a point on the Kilbarry Road 100 yards south-west of its junction with Mary Street,

(e) a point on the continuation of Castle Street 25 yards east of its junction with Inch Road,

(f) a point on High Street 310 yards north of its junction with the Square,

(g) a point on the Spa Road 25 yards north-west of its junction with Chapel Street,

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) Regulations, 1963 and 1965, in their application to the County Borough of Cork and the County of Cork and alter the speed limits applicable to certain roads in these areas.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule for all mechanically propelled vehicles.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
