ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF WESTMEATH) REGULATIONS, 1967.

The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) and as respects article 7 after consultation with the Commissioner of the Garda Síochána and the road authority concerned and as respects article 5 on the application of the said Commissioner hereby makes the following Regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Westmeath) Regulations, 1967.

2 Commencement.

2. These Regulations shall come into operation on the 1st day of February, 1968.

3 Interpretation.

3. In these Regulations save where the context otherwise requires

"the Act" means the Road Traffic Act, 1961 ;

"road" means a public road;

"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act;

"distance" means distance as measured along the centre line of a road.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:—

(a) ambulances,

(b) fire brigade vehicles, and

(c) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

7 Revocation.

7. Articles 5 and 6 of the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) in so far as they relate to roads in the County of Westmeath are hereby revoked.

FIRST SCHEDULE

Roads declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads in the Urban District of Athlone:—

(a) The Doovoge Road, the Roscommon Road, the Carrickobreen Road, Lakelands, St. Joseph's Villas.

(b) The Clonown Road for a distance of 535 yards from the Urban District boundary.

(c) The Galway Road between the Urban District boundary and a point 25 yards north-east of its easternmost junction with St. Coman's Park.

(d) The Ballymahon Road for a distance of 200 yards from the Urban District boundary.

(e) The Dublin Road for a distance of 810 yards from the Urban District boundary.

(f) The Golden Island Road for a distance of 850 yards from the Urban District boundary.

2. The following roads in the town of Mullingar:—

(a) Saunders Bridge Road, The Castlepollard Road.

(b) The Kilbeggan Road for a distance of 430 yards from the town boundary.

(c) The Rochfortbridge Road for a distance of 330 yards from the point where the town boundary intersects the eastern side of the road.

(d) The Dublin Road between the town boundary and a point 40 yards east of its junction with the Delvin Road.

(e) The Delvin Road for a distance of 250 yards from the town boundary.

(f) The Longford Road between the town boundary and a point 140 yards north-west of its junction with the Green Road.

(g) Ashe Road for a distance of 530 yards from the town boundary.

(h) The Athlone Road for a distance of 120 yards from the town boundary.

(i) The Racecourse Road for a distance of 1,100 yards from the point where the town boundary intersects the northern side of the road.

SECOND SCHEDULE

Roads declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads adjacent to the Urban District of Athlone:—

(a) The One-Mile Round Road.

(b) The Coosan Road West for a distance of 200 yards from the boundary of the Urban District of Athlone.

(c) The Coosan Point Road for a distance of 50 yards from the boundary of the Urban District of Athlone.

(d) The Moydrum Road for a distance of 215 yards from the boundary of the Urban District of Athlone.

(e) The part of the road along the boundary of the Urban District of Athlone connecting the Moydrum Road with the Dublin Road.

2. The following roads at Castlepollard:—

(a) Glenview Cottages Road, the Square, Water Lane, Church Lane.

(b) The Mullingar Road for a distance of 530 yards from its junction with the Square.

(c) The Bratty Road for a distance of 50 yards from its junction with the Dublin Road.

(d) The Dublin Road between its junction with the Square and a point 20 yards south-east of its junction with the Bratty Road.

(e) Church Street and its continuation as the Fore Road for a distance of 430 yards from the junction of Church Street with the Square.

(f) Water Street and its continuation as the Ballycomoyle Road for a distance of 350 yards from the junction of Water Street with the Square.

(g) Green Street and its continuation as the Finnea Road for a distance 530 yards from the junction of Green Street with the Square.

(h) The Coole Road for a distance of 620 yards from its junction with the Square.

3. The following roads at Delvin:—

(a) The Clonmellon-Mullingar road between a point 200 yards north-east of its junction with the Castlepollard Road and a point 150 yards south-west of its junction with the Ballyhealy Road.

(b) The Athboy Road for a distance of 140 yards from its junction with the Clonmellon-Mullingar road.

(c) The Ballyhealy Road for a distance of 50 yards from its junction with the Clonmellon-Mullingar road.

(d) The Castlepollard Road for a distance of 120 yards from its junction with the Clonmellon-Mullingar road.

4. The following roads at Kilbeggan: —

(a) The Square, St. Mary's Avenue.

(b) The Kinnegad-Athlone road between a point 295 yards north-east of its junction with the Tullamore Road and a point 125 yards north-west of its junction with the Clara Road.

(c) The Daingean Road for a distance of 435 yards from its junction with the Kinnegad-Athlone road.

(d) The Tullamore Road for a distance of 455 yards from its junction with the Kinnegad-Athlone road.

(e) The Relic Road for a distance of 50 yards from its junction with the Kinnegad-Athlone road.

(f) The Clara Road for a distance of 100 yards from its junction with the Kinnegad-Athlone road.

(g) The Streamstown Road for a distance of 50 yards from its junction with the Kinnegad-Athlone road.

(h) The Mullingar Road for a distance of 235 yards from its junction with the Kinnegad-Athlone road.

5. The following roads at Moate:—

(a) Station Road, Ave Maria Park.

(b) The Kinnegad-Athlone road between a point 50 yards east of its junction with the road connecting the said road with the Clara Road and a point 30 yards west of its junction with the Moneen Road.

(c) The Moneen Road for a distance of 80 yards from its junction with the Kinnegad-Athlone road.

(d) The Mount Temple or Jones Lake Road for a distance of 190 yards from its junction with the Kinnegad-Athlone road.

(e) The Ballymore Road between its junction with the Kinnegad-Athlone road and a point 60 yards north-west of its junction with the Rosemount Road.

(f) The Rosemount Road for a distance of 50 yards from its junction with the Ballymore Road.

(g) The Clara Road between its junction with the Kinnegad-Athlone road and a point 80 yards north-west of its junction with the Ballycumber Road.

(h) The road connecting the Clara Road with the Kinnegad-Athlone road.

(i) Burgess Lane for a distance of 60 yards from its junction with the Kinnegad-Athlone road.

6. The following road adjacent to the town of Mullingar: —

The Russellstown Road for a distance of 500 yards from the point where the boundary of the town of Mullingar intersects the northeastern side of the road.

7. The following roads at Rochfortbridge: —

(a) The Kinnegad-Athlone road between a point 25 yards north-east of its junction with the Mullingar Road and a point 200 yards south-west of its junction with the Dalystown Road.

(b) The Mullingar Road for a distance of 90 yards from its junction with the Kinnegad-Athlone road.

(c) The Dalystown Road for a distance of 350 yards from its junction with the Kinnegad-Athlone road.

(d) The Rhode Road for a distance of 100 yards from its junction with the Kinnegad-Athlone road.

(e) The road connecting the Rhode Road with the Kinnegad-Athlone road.

8. The following roads at Tyrellspass: —

(a) The Crescent Road.

(b) The Kinnegad-Athlone road between a point 325 yards north-east of its junction with the Mullingar Road and a point 160 yards south-west of its junction with the Daingean Road.

(c) The Mullingar Road for a distance of 200 yards from its junction with the Kinnegad-Athlone road.

(d) The Daingean Road for a distance of 60 yards from its junction with the Kinnegad-Athlone road.

THIRD SCHEDULE

Roads in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following roads in and adjacent to the Urban District of Athlone: —

(a) Lakelands, St. Joseph's Villas.

(b) The Galway Road between the boundary of the Urban District of Athlone and a point 25 yards north-east of its easternmost junction with St. Coman's Park.

(c) The Roscommon Road between the boundary of the Urban District of Athlone and the junction of the said road with the Galway Road.

(d) The Ballymahon Road between a point 200 yards south-west of the boundary of the Urban District of Athlone and a point 1,000 yards north-east of the said boundary.

(e) The Two-Mile Round Road for a distance of 50 yards from its junction with the Ballymahon Road.

(f) The Dublin Road between a point 810 yards north-west of the boundary of the Urban District of Athlone and a point 30 yards north-west of its junction with Derries Road.

2. The following roads at Clonmellon: —

(a) The Delvin-Ceanannus Mór road between a point 200 yards south-west of its junction with the Cross Keys Road and a point 60 yards north-east of its junction with the Kilrush Road.

(b) The Cross Keys Road for a distance of 150 yards from its junction with the Delvin-Ceanannus Mór road.

(c) The Kilskyre Road for a distance of 100 yards from its junction with the Cross Keys Road.

(d) The Kilrush Road for a distance of 100 yards from its junction with the Delvin-Ceanannus Mór road.

3. The following roads at Kinnegad: —

(a) The Mullingar-Dublin road between a point 200 yards north-west of its junction with the Athlone Road and the boundary between the counties of Westmeath and Meath at Kinnegad Bridge.

(b) The Trim Road for a distance of 120 yards from its junction with the Mullingar-Dublin road.

(c) The Athlone Road for a distance of 200 yards from its junction with the Mullingar-Dublin road.

4. The following roads at Milltownpass: —-

(a) The Kinnegad-Athlone road between a point 400 yards east of its junction with the Mullingar Road and a point 100 yards south-west of its junction with the Drumman Bog Road.

(b) The Mullingar Road for a distance of 40 yards from its junction with the Kinnegad-Athlone road.

5. The following roads in and adjacent to the town of Mullingar:—

(a) The Castlepollard Road for a distance of 250 yards from its junction with the Longford Road.

(b) The Longford Road between a point 600 yards north of the boundary of the town of Mullingar and a point 140 yards north-west of its junction with the Green Road.

6. The following roads at Rathowen: —

(a) Church Lane.

(b) The Dublin-Longford road between a point 55 yards south-east of its junction with the Loughinstown Road and a point 450 yards south-east of the said junction.

7. The following roads at Rochfortbridge:—

(a) Bord na Mona Housing Scheme Road.

(b) The Kinnegad Road between a point 25 yards north-east of its junction with the Mullingar Road and a point 650 yards north-east of the said junction.

EXPLANATORY NOTE

These Regulations replace the Road Traffic (Speed Limits) Regulations, 1963 and 1965, in their application to the County of West-meath and alter the speed limits applicable to certain roads in this area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule for all mechanically propelled vehicles.

Ambulances, fire brigade vehicles and Gárda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
